Regular Board Meeting

1. Welcome and Open Meeting
Chair Barry Moore will call the meeting to order, lead the Pledge of allegiance to the American
and Texas flags and offer an invocation.
2. Public Comments Regarding Items Not on the Agenda
Individuals who wish to address the Board of Directors must request to comment. To c omment,
contact Lisa Lyon at llyon@bcsmpo.org prior to 5:00 pm on June 22, 2021. Include name, address
and subject to comment on in the body of the email. Please limit your comments to three minutes
per topic.
3. Approval of Minutes from the May 12, 2022 RMA Board Meeting
Consider adoption – Action Required. (See attachment)
4. Presentation of the RMA’s Financial Statements for the Year Ended September 30, 202 1
Financial statements for the year ended September 30, 2021 (FY 2021) were prepared by Katie
Conner, C.P.A., Brazos County Auditor. A statutorily required independent audit was conducted by
Ingram-Wallis for FY 2021 and their report has been included. The Financial Statements will be
published on the RMA’s website.
5. Adoption of Draft FY 2023 RMA Operating Budget
Since the RMA is a political subdivision of Brazos County it must submit an annual budget each
May. The RMA Secretary/Treasurer has submitted a proposed budget which was due on May 27,
2022; however, the budget may be amended by the RMA Board during the County’s budget review
process before all County budgets are finalized. The benefit amount can change due to
increases/decreases in benefit cost to the county. The contingency amount will be carryover funds
from FY 2022 less the operating budget for FY 2023 so those funds will not be added until after the
beginning of the fiscal year. The Board will need to review, revise, and adopt the FY 202 3 budget
with the caveat to amend the employee benefit amount as approved by Brazos County. – Action

6. Consider adoption of Shared Expense Agreement between the RMA and the Brazos
County Metropolitan Planning Organization (BCSMPO)
To show the RMA is not using any of the MPO’s allocated State Planning funds to pay for any
portion of RMA operations, the RMA and MPO enters into a shared use agreement to clarify how
expenditures that could be used for both the RMA and BCSMPO are being accounted for
separately. The Shared Expense Agreement follows the FY 2023 proposed budget in Item $5 and
there was no increase in funds. This document has been drafted by the BCSMPO and the Board is
being asked to review and consider adoption. Action Required. (See attachment)
7. Strategic Plan Update
The Strategic Plan Committee is currently developing the FY 2023 Strategic Plan that begins
October 1, 2023. An update will be given on the status of the process.
