The City uses a third- party vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting access and participation will be in-person only. 1. Any speaker addressing the Board through the use of a translator may speak for six (6) minutes. Board Member McKinney seconded the motion, which passed (5-0). AGENDA ITEM NO. 3.2: Presentation, discussion, and possible action to consider Alternative Compliance to the Unified Development Ordinance Section 7.10 Non-Residential Architectural Standards for Kraken's Revenge Mini Golf located at 508 Earl Rudder Freeway South. Case #NRA2021-000030 Staff Planner Dimeolo presented the item to the Board and recommended approval of the request. Board Member Marvel had questions about the structures that were under alternative compliance consideration, specifically the club rental, concessions, and restrooms. There was general discussion amongst the Board. Board Member Hebert asked for clarification on what the relief was that was being requested from the applicant. Page 3 of 14 Staff Planner Dimeolo clarified that non-residential architectural standards apply to enclosed commercial structures, so the applicant was requesting alternative compliance for the structures that are enclosed. Applicant, Mr. Biddinger with Tiny Town Studios, presented to the Board, and was available for questions. There was general discussion amongst the Board about the structures, how they are not traditional commercial structures, and their theme. Board Member McKinney motioned to approve the request as proposed. Board Member Marvel second the motion, motion passed (4-1). Chairperson Osborne opposed. A new tenant is looking to update the main façade of the building. The original wood framing system for the windows and doors has deteriorated and the applicant is requesting to replace it with more durable aluminum trim that are powder coated black. Currently, there are two front door entrances that will be replaced with one door centrally located, flush with the new glass storefront. The layout of the three windows on the second floor will remain the same and a row of transom windows will be re-installed directly above the awning to allow for more light. ITEM BACKGROUND: The building located at 106 College Main is currently vacant. Most recently, the building was a hookah lounge. Beginning in 1929, the building was home to Holick’s Boot Shop for over 75 years. Joseph Holick was bootmaker and bugler for the A&M College Corps of Cadets, and first and occasional bandmaster for the Fightin’ Texas Aggie Band. The oldest image on file is from the City’s Project HOLD files as seen on the left below. The image shows a single tenant building with a large canopy overhang and the same brick façade with three windows on the second story. The proposed changes will include glass windows extending from the ground up to the awning and transom windows above the awning. Page 7 of 14 Design Review Board Page 4 of 6 July 22, 2022 The images below show two ghost signs advertising Holick’s on both sides of the second floor. These signs will remain as is to help preserve the history of its association with TAMC and College Station. They will in no way be covered, destroyed, or altered. The building is listed in the Northgate Historic Resources Survey as a medium priority. According to the survey, a Medium Priority: Contributes significantly to local history or broader historical patterns, but alterations have diminished the resource’s integrity; is a significant example of architecture, engineering, or crafted design; is an outstanding example of a common local building form, architectural style or type; is a modern or recent landmark not old enough (50 years) to be judged in a historical context. According to UDO Section 5.8.B.3 “Building Design Considerations for Historic Properties,” the rehabilitation of historic structures shall follow the following standards: 1) The historic character of a property will be retained and preserved. Distinctive materials or features and spatial relationships that characterize a property shall not be removed or altered. 2) Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize a property will be preserved. 3) Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture, and, where possible, materials. Page 8 of 14 Design Review Board Page 5 of 6 July 22, 2022 The applicant is requesting a waiver to allow distinctive materials, features and spatial relationships to be altered to allow floor-to-ceiling glass on the lower part of the front façade, the front door to be relocated to the center of the building, and deteriorated window and door trim to be replaced with metal. The transom windows that were part of the building’s original construction are proposed to be re-installed with black metal trim. REVIEW CRITERIA: According to UDO Section 12-5.8.B.14 “Waivers,” the Design Review Board (DRB) shall review waiver requests for certain deviations from the standards of the Northgate Districts, including: a. Relief from the building design standards for historic properties if the proposed building improvements or additions generally conform to the section of this Ordinance addressing Building Design Considerations for Historic Properties— Standards for the Northgate zoning districts, and if the property building improvements or additions generally preserve the historical appearance and architectural character of the building. Relevant to this case, the DRB may allow alternatives to the requirements related to preservation of unique materials and designs to the building. The request is to allow deteriorated materials to be removed and replaced to allow the construction of a double-door entry 6’ wide installed with metal trim on with a glass storefront. A row of transom windows with metal trim is also proposed where the original transoms were above the awning to allow more natural light to flow into the space. The three windows on the second floor will remain as is and the standing seam metal awning will continue to exist. The renovation project generally preserves the historical appearance and character of the building while at the same time, giving it a new, fresh look. The historic survey states that the property has integrity of location, and design. The applicant has stated, “other than the door layout being moved to the center and widened, the storefront will be going back to the original layout. The storefront framing needs to be redone due to rot and missing materials.” The survey also states there is integrity with association. There are no proposed changes that would interfere with the Holick’s ghost sign painted on the north and south sides of the building. This property is zoned NG-1 Core Northgate, which is intended to serve as a mixed-use development that contains a diversity of pedestrian-oriented retail, dining/restaurant, housing, and entertainment businesses that are in close proximity to on and off-campus dormitories. Regulations are designed to aid structural rehabilitation and redevelopment while promoting new high density, mixed use, pedestrian-oriented infill development with an urban character.
