1. Lincoln Center Receives Encyclopedias.- The Lincoln Center is pleased to
announce the receipt of a free set of encyclopedias donated by Ms. Cindy
Swords and the National Safety Associates of Memphis Tennessee. We
would like to thank everyone for helping us receive this donation, especially
Nancy Crouch. They are certainly a beautiful edition to our library.
2. Drug -Free Rally. On Saturday, April 22, the Lincoln Recreation Center and
the College Station Boys & Girls Club hosted a Drug -Free Rally. Our special
guests for the rally were the Arlington Boys & Girls Club. They presented
the community with a portion of the "SMART moves" program which
stresses the importance of saying "NO" to alcohol, drugs, and premature
sexual activity. The College Station Jr. High School Cub Cheerleaders
performed for the Lincoln Center Cheerleaders. Approximately 125 youth
and 10 parents participated in the activities throughout the day. Four teams
participated in the "hoop it up" basketball tournament. Donations were
received from local merchants to supply breakfast, lunch, and dinner for all
participants, as well as Target supplying gifts for the activities. The theme
for the rally was "Children today, our hope for tomorrow."
5. Wolf Pen Creek Amphitheater Events: JazzFest was held on April 22, with
approximately 2,000 in attendance, even though it rained off and on
throughout the day. Willie Nelson performed on Sunday, April 23, during a
very cold and gloomy evening. Over 2,100 attended his concert. Jerry Jeff
Walker was moved to another location due to circumstances beyond our
control. Comedian Jeff Foxworthy performed for an audience on 3,600 on
Saturday, April 29. The Brazos Valley Symphony Orchestra POPS concert
was held on Sunday, April 30, with 700 in attendance. The FREE Family
Fridays begin this week.

4. Pathways to Fishing: For the second year, the Aggle Anglers, Texas Parks
& Wildlife, and the College Station Parks and Recreation Department have
cosponsored this very popular fishing event. The program was staged at
Central Park pond to start directly after the annual Easter Egg Hunt. The
timing of the two events and good weather produced a bumper crop of
young anglers that more than doubled last year's fishing event.
Participation reached 450 youngsters this year. Kids, as well as parents,
learned at different stations about the fish and how to cast. Then they were
turned lose on the pond with poles, bait, hot dogs, and drinks.

1. CALL TO ORDER:
The meeting was called to order at 7:09 p.m.
11. APPROVAL OF MINUTES:
Minutes were approved as submitted.
111. HEAR VISITORS:
Ron Carter, College Station Little League, informed the Board that Little League has been in
operation for 24 years, with 1995 having the largest participation with 1,217 players. In 1994
there were 1,034 players. Normally their is an increase of 8-10% each year. However, in 1995
the league increased by 18%. Currently the league plays 50 games Monday -Friday, and 46
games on Saturday at Southwood. A few games will probably be played on Sunday in order to
get the required number of games played by the season tournament time. In order to
accommodate the additional 19 teams this year, the league moved the t-ball games up two weeks
in March. Mr. Carter was requesting some relief for the 1996 season until the Lincoln Center
fields were opened up. Mr. Carter asked if more fields could be made available for temporary
usage. He identified the soccer fields located at Southwood saying that backstops could be put
up, and also mentioned Sandstone Park. Mr. Carter also informed the Board that the big league
division was going to be opened this year after being dormant for several years. This league
includes 16-18 year olds. He said that because College Station does not have a facility for these
kids they are going to go to Bryan North to play. Mr. Carter also mentioned that several College
Station girls play in a little league softball program and they were notified that these girls would
not be allowed to play in the Bryan league after the 1996 season. He also requested the use of
softball fields for these girls. Mr. Carter would also like to see a board of youth athletics,
consisting of members from various youth organizations, organized that would help the Parks
Board keep up to date with the youth league growing pains.
Steve referred back to the fact that Bryan is not allowing residents from College Station to play in
their leagues and asked if Little League was initiating that same type of action for non College
Station residents. Mr. Carter stated that Iola has teams that play, but stated that they have to have

a sponsor. Steve also asked if the girls softball program was slow pitch or fast pitch. Mr. Carter
stated that he believes 9-10 are slow, and 11-12 are fast. Steve mentioned that College Station
already offers a girls softball program that is run through the Amateur Softball Association.
Kurt Galey is a new resident in the Windwood subdivision and has been asked by several
residents to represent them at the meeting. Mr. Galey stated that Windwood Park has no lights
located on the premises and that there has been some activities going on at night that worry some
of the residents. The Police Department has been called out several times but they have stated
that they can not do surveillance on the park because it is too dark. Ms. Gibier stated that there
are a lot of trees, shrubs, and yaupon in the park and does not want to see them thinned out
because they provide a lot of shade. Mr. Bordah stated that he would like to see the light put in
as soon as possible in order to discourage the unwanted nightly activities.
George mentioned that there was an item in the bond issue requesting funds for neighborhood
park lighting, but it did not pass. He informed the residents that the Board would look into
providing light for that park.
IV. DISCUSSION OF BICYCLE ROUTES AND PLAN:
Ed Hard, Transportation Planner, informed the Board that in October 1993, the City Council
adopted the Bikeway Master Plan. Just after that, the State authorized funds for projects such as
the Bikeway Master Plan through the Intermodal Surface Transportation Efficiency Act (ISTEA).
The city submitted an application for those funds and out of 252 applications, the City of College
Station was ranked 5th, and was awarded one million dollars. The Council then approved the
local match at $275,000 to be used on the project. Ed showed a map of the proposed bikeway
plan and explained some of the routes. He mentioned that a consultant will have to be hired to
develop the actual construction plans. The State will then be responsible for bidding out the
project and overseeing the construction. Ed said that it will probably take about 2-3 years to
finish the project once it is started.
Mike asked if the bikeway plan included a bike route to Lick Creek Park. Ed stated that it has not
been included in the bike loop but was identified on the map. He stated that no funds have been
earmarked for a route to Lick Creek. Mike stated that he would like to discuss the possibility of
putting mountain bike trails at Lick Creek Park.
George asked Steve to get Veronica Morgan to attend future meetings to discuss the bike trails
and sidewalks portion of the bond issue, so that she could keep the Board updated on the
progress.
V. DISCUSSION OF PROPOSED PARK IN ZONE 3:
Steve showed a map depicting the proposed parkland dedication. The land is located between
Texas Avenue and the bypass near the Crystal Plaza. Mr. McDougal explained that the owners
want to know if the Board is interested in accepting this land for a park. He stated that it is 13.9
acres and he does not envision many improvements, but rather left in its natural state, much like
the arboretum. He suggested clearing out some of the underbrush, leaving the large trees. This
land is flood prone during heavy rains and could not be develop as anything else. Currently there
is a trailer park adjacent to the land. Mr. McDougal stated that they are in the process of platting
the land and need to know if the Board is interested in it. This request exceeds the required
dedication amount. Steve stated that there is currently no park in that area to serve those
residents, so accepting the land for a park would be a positive issue. However, he stated that
both visibility and accessibility would be a primary concern. He also stated that the Engineering
Department would have to look closely at the drainage issue before a decision could be made.
Steve told Mr. McDougal that he would need to address some of the previous concerns discussed
prior to the Board making a decision on accepting the land. Mr. McDougal stated that quite a bit
of the land is not in the flood plain. The Board agreed that this issue was worth investigating
further and would like to get more information regarding the previous concerns mentioned.

VI. DISCUSSION OF BOARD'S 1995 GOALS:
This topic was postponed until another meeting.
V11. DISCUSSION OF NEIGHBORHOOD PARK LOCATIONS:
Steve displayed a map showing the two locations being offered as park land in the Shenandoah
subdivision. One area is owned by the Home Owner's Association (HOA) and is located next to
their private pool complex and tennis courts. The members of that association would have to
approve of the donation of the land to the city. The second area's dedication requirement is for
the next phase of construction and is less than five acres. The Board could inform the Planning
and Zoning Commission that they would prefer cash in lieu of land, if that's what they decided to
do. Steve stated that he would not want to accept both parcels of land. The HOA's land is more
readily available and accessible. Also, there are no funds available in that zone to proceed with
park development on the other land, if accepted. Greg stated that the HOA property needs to be
regraded, the detention pond cleaned up and resodded, but is a better choice because it could be
used immediately. George asked staff to follow up with the HOA and see if the members would
approve the donation. He would also like for the Engineering Department to take a look at the
detention pond and see what it would take to stabilize it and make it safe.
Steve stated that the negotiations to purchase the additional land in Zone 7 were not successful.
The 4.3 acre parkland was then put on the last city election authorizing the City Council to sell
that land, if they chose to do so. Steve pointed out another section of land just northeast of the
site, and stated that the owner might be interested in swapping some of that land. The city could
then purchase additional land adjacent to it, making a 7-8 acre park. George mentioned that
there is a major study going on, currently funded by the Department of Transportation, to look at
alternatives for the Wellborn Road Corridor. Public Hearings will be held within the next couple
of weeks to get a consensus plan for the corridor by the end of this year. George stated that
without knowing what the specific proposals are for Wellborn Road he would be leery about
making decisions about that parcel of land right now. The Board agreed to hold off making a
decision about the land at this time.
Vill. DISCUSSION OF 1995 BOND PROTECTS:
Ric passed a list of the bond issues and the approved timelines for the utilization of those funds.
He stated that the athletic park acquisition was moved up to FY97-98. The funds will be
available in $500,000 increments for three consecutive years. Ric also mentioned that the
$200,000 that was approved for ballfield improvements, will be used at Central to improve the
ballfields, as well as erecting new fences and a new shade structure at the Bee Creek softball
complex. Some of the funds may be used to clean out the arboretum. George encouraged the
members to keep aware of any land that could be used as an athletic park, stating that funds
could be attained if Council approved borrowing funds from the Utility Fund.
IX. CAPITAL IMPROVEMENT PROGRAM REPORT:
Ric stated that the Thomas and Oaks improvements have been completed.
The Wolf Pen Creek rest room building is going well. This project should be finished by the end
of this month. The facility is usable, it's just lacking a roof. The contractor is waiting on the
wood for the roof which must be fire retardant.
The Southwood Pool renovation project is still in negotiations with the second company. The first
company refused to sign the contract due mainly to the indemnity clause.
The Sandstone Park design is ready to go. Staff is just waiting for a parking lot design from the
Engineering Department. It will then go out to bid.

The Wolf Pen Creek concrete additions have worked out very well. Willie Nelson parked two of
his tour busses on the new addition on the driveway. Also, near the parking lot entrance a
concrete pad will be established with a dedicated electrical service to be utilized by vendors,
such as Taco Bell. Carol stated that she would like to see more trash cans located at the
amphitheater. Ric stated that there have been some problems with people rolling the trash cans
down the hill, so staff has had to bolt the trash cans down.
The Brother's Pond area light will be installed this month to help curb some of the vandalism
going on at the playground.
Ric also mentioned that the dredging should begin at Wolf Pen Creek beginning in June.
X. DISCUSSION OF FUTURE MEETING DATES AND LOCATIONS:
George asked when the new board members would be appointed. Steve stated that Council
normally appoints them in May.
XI. OTHER BUSINESS/BOARD CONCERNS:
Mike would like to talk about the bicycle issue at Lick Creek Park at a future meeting.
Steve mentioned that included in the packets was the latest HOK report. No new park items were
identified. He also informed the board that HOK would be holding their first public hearing on
May 23, at 6:30 p.m. at the Conference Center. They will be showing what they have
accomplished thus far and will be asking for ideas and questions from the citizens.
George stated that he talked with council candidate Mr. Maloney and explained to him about
Wolf Pen Creek. Mr. Maloney admitted that he did not know much about Wolf Pen Creek and
that George was probably right, but he had already put his campaign together and wasn't
interested in changing it. Barry stated that he feels the Board should still pursue educating the
public about the issue.
Greg received a complaint from David Alexander, who was complaining on behalf of the
Camellia Court residents, about the Willie Nelson concert. He stated that the citizens could hear
the concert with their doors and windows shut, as well as the air conditioner running. Mr.
Alexander called the Police who stated that they had received several calls regarding the concert.
George was at the concert and stated that he sat down on the cement right in front of Willie and
could comfortably talk with the person seated next to him. He stated that the music was not very
loud and was surprised about the complaints. Steve stated that decibel checks are done at several
locations around Wolf Pen Creek, and if the level exceeds the approved level the music is turned
down. Greg stated that he would give the man's address to Bridgette so that Steve could respond
to the complaint.
George asked who did the advertising for the events,
enough. Steve stated that promoter's advertise for
advertise for any city -sponsored events.

Dear Mr. Beachy:
I would like to express my appreciation to you for the very fine
swimming program that you have in place at Adamson Lagoon Pool. This is
the second year my visiting grandchildren, ages 6 and 7, have participated
and we are pleased with every aspect of the program. The price is reasonable
and that allows so many children the opportunity to learn how to swim.
This is a valuable service you render to countless kids who otherwise
might never learn the vital skill of swimming. Of course, our own city's
children are greatly benefited by such a fine program and sometimes when
wonderful things are right under our noses, we fail to appreciate them.
The very dedicated staff, headed byJennie Hartsfield, has just been
wonderful. These young instructors are so good and patient with the
children and I wonder how they can maintain their coolness working with so
many children hour after hour. I surely do admire and appreciate them.
Mrs. Hartsfield has done an outstanding job with this program and deserves a
pat on the back.
I would be remiss if I did not also tell you that I think our entire park
system is just wonderful. As senior citizens, we do not use the recreational
facilities as the younger ones do, but we love the beauty, the cleanliness and
the availability of so many picnic areas and playgrounds for visiting
grandchildren. I am proud to be a part of a community which does so much
to enhance the quality of life for all its residents. My husband and I have
voted for every bond issue that supports these amenities and will continue to
do so if the present quality is maintained.

Dear Dr. Deslarzes:
Mayor Ringer forwarded a copy of your recent letter concerning playground equipment
for disabled children to me and asked if we could provide any information in this regard.
Our Department is familiar with the Grounds for Play company. The Park Planning staff
has visited sites containing this type equipment in Ft. Worth and Irving and have
investigated other types of designs that are accessible for children with disabilities. Our
experience with the wooden products has shown them to require more maintenance and
have a shorter life expectancy than equipment manufactured from metal products.
We recently installed a GameTime play unit at Oaks Park that was specifically designed to
provide accessibility for disabled children. This particular unit has rubber surfacing under it
rather than pea gravel, which is standard in other parks, to accommodate wheelchairs.
Also, the unit is equipped with a ramp and transfer stations to facilitate use of the
equipment. This is the first play unit that we have specifically designed and installed with
these features. I have not heard any comments from users as to the effectiveness of the
design and would welcome your input. The park is located at the corner of Stallings and
Harvey Road.
We are also in the planning stages of designing two other play units with these type of
features. One will be in Sandstone Park on Sebesta Road and the other one will be in the
new park to be built in the Pebble Creek subdivision adjacent to the new elementary
school. Both should be completed within fifteen months. I would invite your comments
and input concerning these two projects. and recommend that you contact Mr. Pete
Vanecek, Chief Parks Planner for the Department. He can be reached at 764-3412 and his
office is in Central Park.
Home of Texas A&M University
The Department has a implementation plan related to the Americans With Disabilities Act
that addresses improvements and modifications of park facilities to make them more
accessible for our citizens. This plan includes items such as replacing handles and doors,
lowering fixtures, adding walks and ramps and providing parking spaces for customers
with disabilities. We have requested funds for next fiscal year to provide concrete walks in
Central Park to two fishing piers and to replace the gravel under the playground at Wolf
Pen Creek park with rubber surfacing to make these facilities accessible for wheelchairs. I
anticipate that these type of actions will be a continuing emphasis with the City in the
future as new facilities are developed and existing ones are renovated or replaced.
I have enclosed some information related to our facilities and programs that might be of
use to you. Again, thank you for your letter and please feel free to contact us if we can

SUBJECT: Letter concerning playgrounds for disabled children
Steve, I am enclosing a letter and catalog I received from Dr.
Ken Deslarzes and a copy of my response. As you can see, I
suggest that he may want to discuss the possibility of a
playground for disabled children with the Parks Board.
If the PARD wants to consider developing a playground that would
have special equipment for the disabled I would be glad to
investigate the possibility of getting the Kiwanis Club to help,
either financially and/or by providing volunteer labor.
Thanks for your leadership of the parks and recreation programs
over the years. Our facilities and programs are a pride of our
community.

Thank you for your letter and the catalog of playground
equipment. It certainly contains examples of interesting
playground equipment.
Although I am sure the Parks and Recreation Department is
familiar with the Grounds for Play company, I am forwarding the
catalog to them with a copy of your letter. I have asked them to
consider your request of developing a playground that can safely
be used by disabled children. Perhaps you would like to visit
with the their advisory board, particularly if you could get
parents and other individuals involved in raising funds and
perhaps helping construct the playground. Civic organizations
such as Kiwanis, Lions, or Rotary may be other sources of
financial support and volunteer labor.

My wife and I were fortunate to participate in the recent Mental Health Mental Retardation
(MHMR) Early Childhood Intervention (ECI) conference held in Austin. We gathered
significant information during this conference that we are already applying in our home,
particularly with our disabled son Manni.
During the meeting, I met a representative of an Arlington based company, Grounds for
Play. This company designs inclusive playgrounds complying with 1991 safety standards.
I noted in the enclosed catalog (example on page 9) the TROUGH SLIDE design as an
example of what could be done to our playgrounds to make them inclusive for the disabled
and even more safe for the normally developing. This could be a significant addition to the
already outstanding quality of the city's recreational facilities for kids.
Using the example of the trough slide design, both normally developing and disabled
children would enjoy safer sliding, especially the first few times. Indeed, haven't you
noticed some of the younger kids coming down a slide and banging the back of their head
on the lip of the slide, or dropping abruptly onto the ground? I guess that's part of the fun
for some, but for others that may be quite painful, and in some cases harmful.
I would be glad to further discuss this idea with the City Council. If necessary, we could
consider developing fund raising schemes to enhance our playgrounds. Several parents of
disabled and normally developing children share the above ideas. On their behalf, I would
be most grateful for your consideration.

RE: Shenandoah Parkland dedication
Dear Nuke,
It is my understanding from Steve Beachy that the Parks Board is interested in obtaining
land in the Shenandoah area as there is no parkland in this particular park zone. The
Homeowner's Association approached the Parks Board in an effort to give the existing
private park facility to the City. Their intention is to turn over maintenance as their
association has no funds to continue maintenance. This would be a gift to the City and
would not satisfy Mr. Froehling's parkland dedication requirements under the subdivision
regulations for the phases he is developing.
It is also my understanding that the Homeowner's Association has not yet voted and made
a decision as to whether to turn over the private park to the City and the City has not yet
decided whether this would be acceptable (as this was an old oil well location the City
would want to further investigate the acceptability of this area as a city park). Ultimately
the Council will decide this with the Parks Board recommending a course of action. If this
does not work out the Parks Board would then like to pursue the idea of a land dedication
incorporated with the detention area in Phase 5. If this works out this would satisfy Mr.
Froehling's parkland dedication. However, under this scenario there would be no money
to develop this park until some future bond election. Under the Homeowner's gift
scenario combined with monetary dedications from Mr. Froehling, the City could begin to
develop a neighborhood park for Shenandoah.
As to the question of parkland for Phase 1. Parkland dedication will have to be met for all
Phases 1-5. Phase 1 was originally platted into single family lots while in the ETJ. There
is no parkland dedication in the ETJ. After the area was annexed this phase was replatted
into one large tract. With this current replat into single family lots again the parkland
dedication requirement kicks in as the replat is occurring within the City Limits.
Because there are decisions to be made that are out of Mr. Froehling's hands at this point
in time the City will authorize the filing of the plat for Phase 1 (assuming all else is in

order) without the parkland dedication. Prior to filing the plat for Phase 2, however, the
City will expect the parkland dedication to be taken care of, either in the form of a
monetary payment or land dedication. This should be sufficient time for the Homeowner's
Association and the Parks Board to make their decisions and recommendations.
I hope this helps the Froehlings in their efforts to develop the remainder of this
subdivision. If you have any questions please do not hesitate to call.

College Station Residents:
I am sincerely sorry that we caused some residents an inconvenience and
disruption because of the recent concert. We realize that we made a mistake by
allowing the promoters to conduct the concert until 12 p.m. on a week night
and that the volume was excessive. It is certainly not our intent to cause these
types of problems for our residents and we are initiating several steps to reduce
the possibility of this occurring during future events.
Effective immediately we will no longer permit events at the amphitheater to go
beyond 10 p.m. on week nights (Sunday - Thursday). Events on Friday and
Saturday nights will end no later than 11:30 p.m. Also, we will reduce the
maximum allowable sound level within the amphitheater from the current level
and will continue to monitor sound levels outside the amphitheater to
determine if they are excessive. This can be difficult to judge because weather
conditions have a large effect on how far the sound travels as well as the
direction it goes. In addition, we will give the Police Department the starting
and ending times for each concert and the venue manager will periodically call
the police dispatchers to determine if any complaints are being received.
Finally, we plan to investigate any measures that can be implemented at the
amphitheater site to mitigate these sound problems outside the facility.

I received two calls from residents
last night complaining about noise
generated from the rock concert and
the mayor received at least one call at
home. We take noise level readings at
the ampitheater as well as throughout
the surrounding neighborhoods. The
results are monitored and instructions
given to the sound technicians to
adjust the level accordingly.However,
this still did not resolve the problem
last night. Ending the concert early
could have provoked a large scale
disburbance. We intend to eliminate the
Sunday through Thursday events that go
past 10pm and to reevaluate our current
maximum sound levels. The weather
conditions on any particular night can
drastically effect the distance that
t' sound will travel and I think that
wwill never be able to totally
eliminate all complaints.Also, we may
seek assistance from acoustic experts
as to ways to mitigate the sound from
carrying so far.
We are going to be proactive on this
try to resolve the problems as much as
possible. I wanted to let you know that
there will probably be complaints
coming in and the council may bring it
up at their meeting. Sheila has already
notified all departments to forward any
compliants that they receive to us so
that we can respond to them.

established decible level, however the

anyway!!! WPC is an excellent
facility, and I think we need to be

"shortening its leash" with new
policies and procedures. As for the

Mr. Dresser,
As you know, the Raintree Subdivision has a park on Raintree Drive that is
utilized primarily by Raintree residents and is complete with Bar-B-Que
pits, picnic tables, water, electricity, lighting, swings, etc. It is a
great place for get togethers or for quiet solitude. It is for some a
focal point, to others simply a nice ammenity. To the Raintree Neighbor-
hood Association it is something more, it is an opportunity. It is our
desire to dedicate this park in memorium of one of our dearest and longtime
residents, Alice Vincent.
Alice and James Vincent came to Raintree in 1978 when they were one of the
first purchasers of property. Through the years, she watched the subdivision
grow and establish itself as a quality environment while serving tirelessly
on the Board of Directors of the Neighborhood Association. As she walked
the neighborhood nn her daily exercise, she always had time to stop and talk
or simply smile and wave if you didn't. Her committment to her neighbors
and friends coupled with her pleasant demeanor are qualities that the Rain -
tree Neighborhood Association recognizes as valuable traits in a person and
ones that we feel are worth making note of.
Alice just recently passed on but her memory remains in Raintree. The
Raintree Neighborhood Association would like to have our park named in
Alice's memory, for we can think of no more appropriate person to honor nor
can we think of any more valuable qualities to designate to our park.
Therefore, please accept this letter as a petition to the Advisory Board
that the Raintree Park he named, "The Alice Vincent Memorial Park". We
would like to have a piacque placed at the entrance that depicts the nature
and purpose of the park, i.e. to be good neighbors to each other, the script
to which we would be pleased to provide.
As a side note, the Raintree Neighborhood Association has founded the
"Alice Vincent Good Neighbor Award" with nominations coming from the neigh-
borhood and the award being given at the annual meeting held every spring.
