TUESDAY, AUGUST 15, 1995 - 5:30 P.M.

Dinner was served for the board social at 5:30 p.m. George Dresser was awarded an
appreciation plaque for his service on the board.
1. CALL TO ORDER:
The meeting was called to order by Chair Ron Gay at 7:01 p.m.
11. APPROVAL OF MINUTES:
Minutes were approved as submitted.
111. HEAR VISITORS:
No visitors present.
IV. DISCUSSION AND REVIEW OF BOARD GOALS:
The board received a copy of their goals for 1995. The goals list showed the current status of
each goal. Steve informed the board that the Sandstone project contract had been signed recently
and that work would begin soon. Greg asked about Woodway Park. Steve stated that Woodway
Park consisted of 4.2 acres, with a portion of the acreage fronting on Holleman Street. The City
was unsuccessful in acquiring the land adjacent to the park. He stated that the city is considering
a joint park project with Texas A&M. That zone currently has approximately $300,000 available
for use on a neighborhood park.
Some discussion took place regarding the Parkland Dedication Ordinance. Steve stated that the
board could take a look at the current ordinance and see if any changes needed to be made. If
changes were approved by the board the recommendation would then go to council for approval.
Ron asked about the park in the Spring Loop area. Steve stated that if the board wanted to follow
through with the sale of that park, he would need to notify the city attorney so that she could
prepare the information that would go on the next ballot for May. Ron asked Steve to move
ahead with informing council about the board wanting to sell that land.
Some discussion took place regarding the expansion of baseball leagues and their request for the
use of baseball fields. The board decided to hold a public hearing to gather information from
various organizations about their needs for athletic fields. The board decided that there needs to
be more communication between those organizations and the Parks Board and Parks Department
to help alleviate the problem of expanding programs with limited athletic fields.

V. DISCUSSION OF BIKE TRAILS AT LICK CREEK PARK:
The board received in their packets a copy of a letter that Curtis Bingham, Parks Operations
Superintendent, sent out to visitors of the last meeting regarding Lick Creek Park trails, Steve
mentioned that the letter was also sent to local bike shops, along with the updated map. Along
with the letter was a map of Lick Creek Park depicting trails that were open, some that had been
temporarily closed, and some that had been permanently closed. Maps that will be made
available to citizens will not depict trails that have been closed. Hopefully this will prevent the
use of those trails and allow them to return to their natural state. The letter stated that several
trails were mowed and limbs cut back along all but one of the original trails. Five "Trail Closed"
signs were installed at entrances to unauthorized trails. Some of the cut vegetation was used to
block off the entrances to those trails. Work was done on the parking lot and along the main
trail/roadway to help prevent further erosion. Future trail clearing will be performed twice a year,
in early fall and early spring. The Iron Bridge trail has been temporarily closed due to the poor
condition of the bridge. Renovations to the bridge are being planned for this winter, but are
dependent upon available funds. Greg asked if the 420th Engineer Brigade had been contacted
about taking this project on and rebuilding the bridge. Steve stated that he did not who to
contact, but would check into it. He mentioned that he wrote them several years ago, but they
were unable to take on any projects at that time.
The board commended the work that had been done at Lick Creek Park. Ron stated that this was
more than he felt was asked for by the visitors at the last meeting.
V1. CAPITAL IMPROVEMENT PROGRAM REPORT:
Ric mentioned that the Wolf Pen Creek rest room building had been completed
The Southwood Pool renovation is continuing. The pool was drained recently and tested by the
consulting architect and engineer. A preliminary report was presented to the city including all of
their suggestions for repair work.
Ric stated that a contract had been signed for Sandstone Park development, and as soon as the
insurance and bond is received, work will begin.
Ric mentioned that the Windwood area lights project is almost complete. Electricity has already
been connected to one of the lights, and the second should be connected within the next day.
The Brothers Pond area light will be installed by the contractor as soon as all of the parts are
available.
Ric stated that the Wolf Pen Creek dredging project is being operated by the Engineering
Department. He mentioned that a new dredge and a new operator arrived last week. The dredge
is a little larger and will hopefully work better.
Ric informed the board that savings from the WPC rest room project will be used for a marquee
sign. The lighted sign will be placed on Holleman Street by the crosswalk. It will be color
coordinated with the amphitheater. The city is currently taking bids on the sign. Ric mentioned
that the Planning and Zoning Committee is reviewing the sign designs. He stated that the WPC
zone has its own design review board and must approve any construction in the zone.
VII. OTHER BUSINESS/BOARD CONCERNS:
Bob stated that he and Steve discussed the possibility of the board meeting on a regular basis with
various youth organizations to prevent problems in the future regarding recreation facilities. The
board decided to mention the possibility of future meetings with these organizations at the next
regular meeting, which will include a public hearing, on September 12.

The board decided to schedule the park tour for Tuesday, September 26, at 4:00 p.m. The
meeting will begin at the Oakwood Kids Klub site.

Mosquitoes
Mosquitoes Posing Health Concerns in Brazos County
Due to the recent death of a College Station man, the Brazos County Health Department notified city and
county officials today that the cause of death was encephalitis carried by an infected Culex mosquito.
Samples of infected mosquito have been found in the College Hills area of College Station.
Today city officials met with the Brazos County Health Department, Texas A&M entomologist, Dr. Jim
Olsen , City of Bryan, Texas A&M and county emergency management officials to determine the best
method of dealing with mosquito concerns.
1. Residents should not panic but take specific measures to protect themselves and
their families.
2. The City of College Station will immediately begin treating areas of greatest
concern with the use of a larvicide for breeding sites on public property.
3. Residents of the cities and county are being requested to help to prevent further
problems by implementing the following measures.
Eliminate breeding sites of standing water around the house in pots, bowls,
tubs, birdbaths, old tires, etc. or any other containers. Where this is not
possible, water should be changed daily. Anything that might collect water
should be eliminated when possible. Ponds or tanks that contain fish are
generally not a concern.
Alter the amount of irrigation water applied to your lawns to reduce water
run off.
Eliminate early morning and later evenine outdoor activities during times of
heavy mosquito activity.
Avoid eoine into heavily wooded areas particularly with creek beds close by.
Problems are worst after the sun goes down and before the
sun comes up in the morning.
Use of mosquito reaellents. citronella candles. mosauito beater and mosquito
dunks or toss -its in drainage ways and standing water are encouraged until
about mid October when the danger season is generally over.
Bue zanners are not considered effective in eliminating mosquitoes but have
been known to attract them.
Birds are known to harbor the encephalitis virus, therefore residents are
discouraLyed from nlacine bird feeders and baths on their nronerty.

Three representatives of CSISD attended a meeting to discuss the development of Pebble
Creek Park. They were Dexter Inorejas, Debbie Leland, and Kathy Hughes.
The meeting was successful and productive. This group prioritized equipment that they felt
would be needed in the park. After review of the site, it appears that discussions need to
take place with CSISD to determine if the park amenities can be located on school property.
This is needed to cut the walking distance for students and staff. Future expansion of the
school and maintenance are other items that need discussion.
Items are listed in order of priority.

Dear Steve,
Exactly one month ago, College Station Little League concluded the Summer Season of
Training and Development. Over 300 players from College Station and Bryan utilized the
Southwood Athletic Park four -field complex. As a first in our records of CSLL, a summer league
was also formed at the Senior fields. This division of the summer league had nearly forty
participants, 12-15 years of age. This truly was a relaxed atmosphere at both parks with teams
often sharing players if one was short-handed due to vacations, camps, etc. There were no
standings kept and no tournaments held; however, the games were often close and exciting to
watch.
None of this could have taken place without the support of the City of College Station Parks
and Recreation Department. Often we citizens take for granted the beautiful upkeep of the turf, the
bleachers and the concession area at Southwood. Gary Marske, along with his crew, Pete
Fitzgerald, Bruce Brannan and Corey Schwartz, provided well manicured fields that provided a safe
place for the kids to play ball. Bob French, meteorologist at KBTX-TV reported that this July was
5-7 degrees hotter than normal, yet Gary and his crew did not complain to me about the heat or the
additional workload. I really appreciate the service they provided to the players.
Since it was hotter than usual, all of the fans and participants also appreciated the fine work
of the concessions crew. Shannon Waddell, along with Jimmy Gonzales, Matt Scoggins and Laurie
Helm provided relief --especially for those early games. By the way, the only complaints about the
heat came from us adult/parent types sitting in the stands. It didn't seem to faze the players at all!
As per our earlier conversation, I do hope a summer baseball season will be offered in the
future. My husband, a College Station Little League Board member, is interested in chairing that
committee and coordinating the season with me next year. There are concerns about competing
field usage with All -Star tournament games and practices, and CSLL Summer Season, all requesting
the same resources. I feel that sensitive management of scarce resources can be accomplished when
all parties are working in support of one another. It is a reality however, that the Southwood
Complex is a finite resource and that must be taken into account when decisions are made
concerning its use agreements. I look forward to receiving information concerning upcoming Parks
and Recreation board meetings as we discussed.
Again, I highlight the fine work done this summer by Gary and Shannon. Please convey
my appreciation to them and their crews.

I understand that your organization has been suggesting Lick Creek Park as a
place for biking. If you happen to be passing out maps of Lick Creek Park, please discard
the map you are presently using. There has been some changes made to the trail system.
Some changes are permanent and some are temporary. These changes have been made to
better benefit the park users and the park itself..
I have enclosed an updated map of the Lick Creek Park trail system. The College
Station Parks and Recreation Department wishes to stress that only the noted trails be
used and that these trails will be used by both bike riders and hikers. Presently there are
no trails specifically for bikers nor hikers and no trail designations of this type will be made
in the near future.
Please feel free to make copies of this map and pass them out to your customers. I
may be contacted at 764-3411, if you or your customers have any questions or concerns
about Lick Creek Park.

SUBJECT: Items Of Interest
1. Board BBQ - As noted on the agenda, we will have an informal dinner prior to next
Tuesday's meeting. The meal will be catered by Tom's BBQ and will take place at the
Central Park Pavilion. We are planning to present George Dresser with a plaque at this
time in appreciation for his past service. The meal will be served at 5:30pm.
2. Personnel Change - Sheila Walker, our former Program Supervisor, has accepted the
position of Executive Director for the Marble Falls/Lake LBJ Chamber of Commerce.
Sheila had been with our Department for 10 years and was instrumental in the successful
operation of the Kids Klub program, Christmas in the Park and the concerts at Wolf Pen
Creek amphitheater. She assumed her new duties in Marble Falls on August 3rd. We have
received approximately 60 applications for this position and will begin the selection
process next week. Hopefully, we will have the new person on duty by October 1 st.
3. Final Summer Concert - The grand finale concert of the summer series will be held on
Saturday, August 19th at 7:30pm. This event will feature the ever popular Johnny Dee &
the Rocket 88's. Drawings will be held for prizes for those individuals who attended at
least six of the twelve events this summer and the Bluebonnet Street Rod club will have
their cars at the amphitheater for the third consecutive year. Also, concert flyers are being
distributed to participants attending a special workshop related to the Oklahoma bomb
disaster that is being conducted by the Fire Prevention Training Division that weekend.
This is part of our on -going efforts to market the amphitheater to out of town visitors in
the community.

4. Car Show - The 4th Annual Bluebonnet Street Rod car show will be held at Central
Park on August 19th & 20th. This event is sponsored by a local car club with support
from the Parks & Recreation Department. Approximately 130 cars from throughout Texas
will participate in this event which is free to the public. The cars are pre-65 any many are
extensively modified. The quality of workmanship on some is extremely good and the
variety of makes and models provides a real treat for car enthusiasts. This show has
become an annual event that fills many hotel rooms in our community and provides us an
excellent opportunity to showcase College Station to many visitors.
5. Pebble Creek Park Committee - We have asked the College Station Independent
School District for input in the design process for the new Pebble Creek Park which will
be located next to the new elementary school. This is the same process that was utilized in
the design of Jack & Dorthy Miller Park which is co -located with Rock Prairie Elementary
School. Four representatives from the existing elementary schools will serve on an ad hoc
committee to work with our planning staff during the design phase. We will also conduct
several public hearings this fall concerning the new park prior to submission of the site
plan to the City Council for their consideration. The goal is to have the park complete
prior to the start of school next August.
6. Perfect Score - The Adamson Lagoon concession stand received a score of 100 on the
inspection conducted on July 20th. This represents the fourth time that one of our facilities
have received a perfect score this year! The only other score was a 96 which compares
very favorably with those scores given to most private sector establishments. These
inspections are conducted by the County Health Department in accordance with Texas
Department of Health guidelines and high scores do not come easily. Congratulations to
Shannon Waddell and his staff for their dedication and hard work.
7. Dredge Operations - Dredging operations are continuing at Wolf Pen Creek lake. The
contractor has experienced several problems including partial sinking of the dredge. Also,
a larger machine was delivered to the site today which should speed up the work. We do
not have an estimated time for completion of the project. however, progress is being
made.

Comments/Status: The renovation efforts will be designed by an outside
engineering firm. An RFQ was issued and six responses were
received. The firms were ranked by a staff committee and the
highest ranked firm was recommended and approved by
Council on January 12, 1995. The firm selected was Jose Gill
Engineers of Austin, Texas. Unfortunately negotiations with Gil
Engineering have broken "down due to disagreements
concerning contract language. The second ranked firm of HSI
has been retained for the project and will begin the initial pool
inspection July 10, 1995.
