Each citizen's presentation will be limited to three minutes in order to allow adequate time for the completion of the agenda items. Comments will be received and city staff may be asked to look into the matter, or the matter may be placed on a future agenda for discussion. A member may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Call meeting to order and consider absence requests. With a quorum present, the Parks and Recreation Advisory Board was called to order @ 6:03 p.m. on Tuesday October 12, 2021. Debe Shafer and David Higdon requested absences. Upon a motion made by Ann Hays and a second by Madeline Giroir, the Parks and Recreation Advisory Board voted six (6) for and none (0) opposed, to approve both absences. The motion carried unanimously. 2. Hear visitors. None present. 3. Agenda Items 3.1 Presentation, discussion, and the possible approval of minutes from the previous meeting. Upon a motion made by David White and a second by Madeline Giroir, the Parks and Recreation Advisory Board voted six (6) for and none (0) opposed, to approve the minutes as written. The motion carried unanimously. 3.2 Presentation and discussion on report from the Parks and Recreation Director. Steve Wright gave an update on landing pads, benches, and signage at Lick Creek. He also stated that the contractor will have to go back out and do some work to the sewer line. He also spoke about the great opportunity for Personal Memorial benches in the parks and encouraged the Board to get the word out. Citizens can call or come by the office at Central Park to get an application. 3.3 Presentation and discussion on parks programs or events highlighted by the board chairperson. Co -Chair Joel Cantrell spoke about how to apply for Committee board openings and went over the deadline. 3.4 Discussion on Thomas Park public meeting and the November Parks & Recreation Advisory Board Meeting. On November 9, 2021 the design firm will be in the Council Chambers at City Hall for a public meeting. They will display a conceptual design showing the next phase of Thomas Park. The design firm is looking for public input as the conceptual design is not set in stone. Staff strongly encourages the Parks and Recreation Advisory Board to attend, invite friends and provide input. Upon a motion made by David White and a second by Ann Hays, the Parks and Recreation Advisory Board voted six (6) for and none (0) opposed, to move the November Parks and Recreation Advisory Board meeting to November 16, 2021. The motion carried unanimously. 3.5 Presentation, discussion, and possible action on amendments to Section 8.8 of the Unified Development Ordinance regarding Parkland Dedication. The amendments were directed by Council. Upon a motion made by John Polasek and a second by David White, the Parks and Recreation Advisory Board voted six (6) for and none (0) opposed, to approve the amendments as written to go to P&Z. If approved by P&Z on October 21, then it would go to Council on October 28th for approval. 3.6 Report and discussion, concerning the current Parks Project Summary and Dedications of Less Than Five Acres from Rusty Warncke. Informational item only and no action was taken. 4. Presentation, possible action, and discussion on future agenda items: None 5. Adjourn. If the City does not receive notification at least two business days prior to the meeting, the City will make a reasonable attempt to provide the necessary accommodations ARTICLE II. - CITY OWNED OR MAINTAINED CEMETERIES State Law reference— Municipal cemetery authorized, Texas Health and Safety Code § 713.001. Sec. 10-19. - Defined. The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: City cemeteries means the College Station Cemetery and the Memorial Cemetery of College Station, including the Aggie Field of Honor. College Station Cemetery consists of approximately 18 acres located at 2530 Texas Avenue South. Memorial Cemetery of College Station consists of approximately 56 acres located at 3800 Raymond Stotzer Parkway. (Code 2011 (Repub.), § 1-29(A)(1)) Sec. 10-20. - General provisions. (a) City cemeteries are set apart for the interment of human remains subject to the rules established in this article, the City Code of Ordinances, and any applicable Federal or State laws. Availability of spaces in the Aggie Field of Honor sections within the Memorial Cemetery of College Station is not restricted but is designed to be desirous to students, former students, faculty, staff, their families, and friends of Texas A&M University. (b) All spaces in the City cemeteries owned and operated by the City are conveyed to the purchaser by warranty deed for the purpose of burial only. The rights of the purchaser therein are subject to such rules and ordinances as may be enacted or amended, from time to time, by the City Council. (c) The rules and regulations herein contained are designed for the protection of the rights of all space owners. The rules adopted have been determined to be reasonably necessary and incidental to achieve the aforestated objectives. (d) The City cemeteries shall be generally platted into sections, blocks, lots, and spaces by the City Manager or designee, who shall prepare, maintain and keep in the City Sexton's Office a plat of the City cemeteries. (e) The Shiloh and Salem portions of the College Station Cemetery are closed to future burials except in those spaces which are clearly identified as available by the Cemetery Sexton. The term "clearly identifiable" means by headstones, curbing, or other physical and visual indicators or demarcations. If a family member is interred, and space in the proximity is available, the Cemetery Sexton may allow the space to be used. If an available space is not locatable, then other alternate locations will have to be sought other than the Shiloh and Salem portions of the cemetery. (Code 2011 (Repub.), § 1-29(A)(2)—(6)) Sec. 10-21. - Administration. All administrative matters pertaining to the operation of the City cemeteries shall be under the direction of the City Manager or designee. (Code 2011 (Repub.), § 1-29(B)) Sec. 10-22. - Records. Page 1 Records giving full data on all interments shall be kept in the City files, and shall be open to authorized persons. The data is to include the section, lot, and grave location; and the name, age, and the date of interment of each grave occupant. (Code 2011 (Repub.), § 1-29(G)) Sec. 10-23. - Cemetery care. (a) The City shall provide for the continuing care, maintenance, operation, and improvements to the City cemeteries. In general, this shall include road maintenance, mowing, pruning, landscaping or removal of plant material, policing of the grounds, pest control, leveling of monuments after warranty period, and such other maintenance as may be necessary to keep the City cemeteries presentable at all times. (b) Cemetery care does not include the purchase, erection, repair, or replacement of monuments, headstones, markers, a -any other item on a space or leveling of monuments during warranty period. (Code 2011 (Repub.), § 1-29(C)) State Law reference— Municipal maintenance of cemeteries, Texas Health and Safety Code § 713.011. Sec. 10-24. - Miscellaneous. (a) No monument, headstone, or marker may be set in the City cemeteries without the prior approval of the City Manager or designee and issuance of a permit. A permit request form may be obtained from the Cemetery Sexton or the Parks and Recreation Department. (1) All permit requests shall include renderings with size dimensions, names, dates, engravings, and any other ornamentation for each requested monument, foot marker, corner marker, or niche covering. (2) Any monument, headstone or marker set in violation of this section shall be subject to removal by the City as provided below. (b) Whenever the City Manager or designee determines that a violation of this section has occurred, the City shall: (1) Record and document the violation. (2) Notify space owners in writing by regular mail to the last known address for the space owner, of the violation. (3) Allow 14 days from the date the notice was mailed for compliance or appeal to the City Manager or designee. (4) If the space owner neither complies with the section nor requests an appeal, the City may remedy the violation. (Code 2011 (Repub.), § 1-29(M)) Sec. 10-25. - Purchase options. (a) Standard space. (1) College Station Cemetery: A standard space is five feet by ten feet; (2) Memorial Cemetery of College Station: A standard space is four feet by nine -ten feet. Page 2 (b) Infant space. (1) College Station Cemetery, Babyland and Section 0: Infant spaces are four feet by five feet; (2) Memorial Cemetery of College Station. Infant spaces are four feet by 4'/z feet. (c) Cremate only spaces. College Station Cemetery: Designated cremate only spaces in Section LR are 2% feet by 2% feet. (d) Columbarium niches. Memorial Cemetery of College Station: Cremates must fit in a niche of 112 inches by 112 inches by 112 inches. (e) Price. The price of all spaces in the City cemeteries shall be established in Section 2-117. The interment of two cremains shall be allowed in a single standard space. Combinations of casket burials and cremates shall be allowed in a single standard space_ provided that -the srema s-ar intern el towards the-h ad-iifle-of the space - A maximum of one cremate burial shall be allowed per designated cremate space in Section LR of the College Station Cemetery. A maximum of orG-two cremates shall be allowed per columbarium niche in the Memorial Cemetery of College Station. (Code 2011 (Repub.), § 1-29(E); altered in 2017 recodification) Sec. 10-26. - Resale options. The sale, transfer or assignment of any space in the City cemeteries by any owner or purchaser shall not be binding upon the City until: (1) A written request from the current owner detailing the sale, transfer, or assignment of spaces is received by the City; (2) It has been approved in writing by the City Manager or designee; and (3) The space is reconveyed by the City through the reissuance of a warranty deed to the new owner or purchaser. (4) Upon written request of- the owner, the City of College Station,- at its sole discretion, may buy back any will p@rshase-unwanted spaces or niches bark at either thethe lower -of -the original purchase sale price or current purchase-sale-pricewhichever is lower. (Code 2011 (Repub.), § 1-29(F)) Sec. 10-27. - Hours of operation. The City cemeteries shall be open Monday through Saturday -Sunday from 8 00-a4msunup to sundown, and Sunday-from6� 0O a-st+ndaw+R.. (Code 2011 (Repub.), § 1-29(D)) Sec. 10-28. - Planting and other decorations in City cemeteries. (a) Grass, flowers, shrubs, trees, or other types of vegetation shall be planted only by or at the direction of the City Manager or designee in accordance with a landscape plan for the entire cemetery. Plantings by individuals are prohibited and shall be removed by the City. Page 3 (b) The City shall establish grass on spaces after an appropriate amount of time has elapsed since burial to allow for settling. During this time the City shall establish the final grade to match the surrounding area. (c) Plantings of trees, shrubs or flowers on grave spaces at the College Station Cemetery that existed prior to adoption of Ordinance No. 1959 on June 11, 1992, which were specifically grandfathered with the adoption of that ordinance, shall continue to be grandfathered. These plantings may be removed by the City whenever they become unsightly, or as necessary to provide access to grave spaces. Replacement of grandfathered plantings that have been removed shall not be allowed. (d) The placing of potted plants, cut flowers, baskets, floral pieces, funeral designs, decorations, and all other objects of a temporary nature is permitted adjacent to the monument only, and on the owner's space only. Only two items of this nature shall be allowed per space. No glass containers are allowed, and the digging of holes for the placement of any items is prohibited. Items associated with a funeral can remain on the space for a reasonable amount of time after the interment in that space. Determination of a reasonable amount of time shall be determined by the City Manager or designee. (e) The City Manager or designee shall have the right to remove all flowers, potted plants, wreaths, baskets, floral pieces, funeral designs, decorations and all other objects of a temporary nature when they become withered, unsightly, a safety concern, or an obstruction to maintenance. In addition, the City shall conduct a general grounds clean-up of the cemeteries fo -tim a yaw. (f) No-artiflssal--ftowers-shall be permitted in, on, or around-grave`spaoes- (g) The City Manager or designee is empowered to and may enter upon any space within the City cemeteries and remove anything that may have been erected or placed thereon contrary to the provisions of this section, and may remove any dead or damaged tree, shrub or vine. (Code 2011 (Repub.), § 1-29(H)) State Law reference— Municipal maintenance of cemeteries, Texas Health and Safety Code § 713.011. Sec. 10-29. - Copings, hedges, fencing, etc. (a) No copings, coverings, ledgers, hedges, fences, exposed vaults, walls, or other enclosures shall be permitted in, on, or around any space; except that coverings and ledgers shall be permitted only in the College Station Cemetery upon the approval of the City Manager or designee. (b) For the purpose of this section, copings are materials placed above grade to define the grave space. A covering means any material other than turf that may be placed over the grave. A ledger is any stone, monument, or marker that may be placed in such a way as to cover the grave space. (Code 2011 (Repub.), § 1-29(I)) Sec. 10-30. - Monuments, foot markers, and corner markers in College Station Cemetery. The following provisions apply to College Station Cemetery: (1) The term "monuments" shall mean those markers placed on the head line of a space. The -term "foot markers" shall mean markers placed on the foot line of the space. Corner markers shall mean markers placed on the corners of a space. (2) Monuments for single standard spaces shall not exceed 30 inches in height, 48 inches in length, or 16 inches in width. These maximum dimensions shall also pertain to any design that Page 4 (3) incorporates a base. If a base is included, it shall be set flush with ground level or must have a minimum maximum of four inches above ground level. The back of the monument shall be set on the head line of the space and equidistant from the side boundaries of the space, and the monument shall be located on undisturbed ground. No more than one monument headstone and one footstone shall be permitted per single space. Family or double monuments shall only be placed on a minimum of two adjoining (side by side) standard spaces, and shall not exceed 30 inches in height, 72 inches in length, or 16 inches in width. These maximum dimensions shall also pertain to any design that incorporates a base. If a base is included, it shall be set flush with ground level or must have a minimum -maximum of four inches above ground level. The back of the monument shall be set on the head line of the spaces and equidistant from the side boundaries of the spaces, and the monument shall be located on undisturbed ground. No more than one family or double monument shall be permitted per two adjoining (side by side) standard spaces. (4) Monuments for single baby spaces (Babyland and Section 0 only) shall not exceed 22 inches in height, 24 inches in length, or 12 inches in width. These maximum dimensions shall also pertain to any design that incorporates a base. If a base is included, it shall be set flush with ground level or must have a r irli--nnaxirnurn of three-four inches above ground level. The back of the monument shall be set on the head line of the space and equidistant from the side boundaries of the space, and the monument shall be located on undisturbed ground. There shall be only one monument per infant space and no other markers shall be allowed. Foot markers shall be set on the foot line of the space with the long side of the foot marker parallel to the foot line and centered equidistant from the side boundaries of the space. The foot marker shall not exceed 28 inches in length or 16 inches in width. Flat foot markers shall be set flush with the ground; slanted foot markers shall not exceed eight inches in height. Only one foot marker per standard space shall be allowed. Exception: One flat foot marker not to exceed 72 inches in length is allowed when family or double monuments are placed on a minimum of two adjoining standard spaces. All other regulations still apply. (6) Corner markers shall not exceed eight inches by eight inches and shall be set flush with the ground. (7) Any additional items incorporated into any monument or foot marker design shall be permanently affixed to the monument or marker and shall not extend beyond the maximum dimensions allowed for the monument or foot marker. (5) (8) Single monuments for the designated cremate only spaces in Section LR shall not exceed 28 inches in length or 16 inches in width; and shall be set flush with the ground or up to a maximum of two inches above ground level. The back of the monument shall be set on the head line of the space and equidistant from the side boundaries of the space. There shall be only one monument per designated cremate only space and no other markers shall be allowed. Family or double monuments for the designated cremate only spaces in Section LR shall not exceed 54 inches in length or 16 inches in width. The monument shall be set flush with the ground or up to a maximum of two inches above ground level. The back of the monument shall be set on the head line of the spaces and equidistant from the side boundaries of the spaces. There shall be only one double monument per two adjoining (side by side) designated cremate only spaces and no other markers shall be allowed. (9) (Code 2011 (Repub.), § 1-29(J); Ord. No. 2017-3854, exh. A, 1-26-2017) Sec. 10-31. - Monuments, foot markers, and corner markers in Memorial Cemetery of College Station. The following provisions apply to Memorial Cemetery of College Station: Page 5 (3) (1) The term "monuments" shall mean those markers placed on the head line of a space. The term "foot markers" shall mean markers placed on the foot line of the space. Corner markers shall mean markers placed on the corners of a space. (2) Municipal sections. a. Monuments for single standard spaces shall not exceed 30 inches in height, 36 inches in length, or 16 inches in width. These maximum dimensions shall also pertain to any design that incorporates a base. If a base is included, it shall be set flush with ground level or must have a minimum maximum of four inches above ground level. The back of the monument shall be set on the head line of the space and equidistant from the side boundaries of the space, and the monument shall be located on undisturbed ground. No more than one monument shall be permitted per single space. b. Family or double monuments shall only be placed on a minimum of two adjoining (side by side) standard spaces, and shall not exceed 30 inches in height, 72 inches in length, or 16 inches in width. These maximum dimensions shall also pertain to any design that incorporates a base. If a base is included, it shall be set flush with ground level or must have a minimum -maximum of four inches above ground level. The back of the monument shall be set on the head line of the spaces and equidistant from the side boundaries of the spaces, and the monument shall be located on undisturbed ground. No more than one family or double monument shall be permitted per two adjoining (side by side) standard spaces. c. Monuments for single infant spaces shall not exceed 22 inches in height, 24 inches in length, or 12 inches in width. These maximum dimensions shall also pertain to any design that incorporates a base. If a base is included, it shall be set flush with ground level or must have a r maximum of three four inches above ground level. The back of the monument shall be set on the head line of the space and equidistant from the side boundaries of the space, and the monument shall be located on undisturbed ground. There shall be only one monument per infant space and no other markers shall be allowed. d. Foot markers shall be set on the foot line of the space with the long side of the foot marker parallel to the foot line and centered equidistant from the side boundaries of the space. Niche coverings for the columbarium shall be supplied by the City, and there shall be no substitutions of material. Engraved lettering on all columbarium niche covers shall be painted black. If other engravings and carvings are painted, the only allowed color is black. The niche covering shall have no more than one-two attached items, such as bronze emblems, and these items shall not extend more than one inch from the face of the niche covering, and shall not extend beyond the edges of the niche covering. Aggie Field of Honor Sections. a. All monuments shall be base and tablet style, and shall be gray granite with polished tops, sides, and backs. Foot markers shall be polished gray granite, bronze, or a combination of the two. There shall be no corner markers. b. Monuments for single standard spaces shall be set so that the overall height is 30 inches above grade. The monument tablet shall be 26 inches in height, 30 inches in length, six g. Page 6 inches in width, and rectangular in shape. The tablet sides shall be perpendicular to the ground, and the top shall be flat. The monument base shall be 36 inches in length; 12 inches in width; and rectangular in shape. The base shall be set so that the top of the base is a flIO ;imumm Of four inches above grade. The back of the monument base shall be set on the head line of the space and equidistant from the side boundaries of the space. The monument tablet shall be set on the base equidistant left to right and front to back. The monument shall be located on undisturbed ground. No more than one monument shall be permitted per single space. c. Family or double monuments shall only be placed on a minimum of two adjoining (side by side) standard spaces. Family or double monuments shall be set so that the overall height is 30 inches above grade. The monument tablet shall be 26 inches in height, 60 inches in length, six inches in width, and rectangular in shape. The tablet sides shall be perpendicular to the ground, and the top shall be flat. The monument base shall be 72 inches in length, 12 inches in width, and rectangular in shape. The base shall be set so that the top of the base is a maximum of four inches above grade. The back of the monument base shall be set on the head line of the spaces and equidistant from the side boundaries of the spaces. The monument tablet shall be set on the base equidistant left to right and front to back. The monument shall be located on undisturbed ground. No more than one family or double monument shall be permitted per two adjoining (side by side) standard spaces. d. Engraved lettering on all monument tablet faces and backs, granite foot markers, and columbaria niche covers shall be painted black. If other engravings and carvings are painted, the only allowed color is black. e. The following applies for all monuments: engraving, carving, and sandblasting are allowed only on the tablet face. Any ornamentation on the face of the tablet shall not extend to the sides, top, or back of the tablet or base. No more than two attached items, such as bronze emblems, shall be allowed on the tablet face, and these items shall not extend more than two inches from the face of the tablet, and shall not extend beyond the edges of the tablet. f. The only allowed ornamentation on the back of the monument shall be the surname of the interred and the lettering shall not exceed three inches in height. The top of the lettering shall be six inches below the top of the tablet, the lettering shall be centered equidistant from the sides of the tablet, and the lettering shall be parallel to the top of the tablet. The lettering shall be painted black, and no additional engraving, carving, or sandblasting is allowed on the back of the monument. g. Foot markers shall only be set on the foot line of the space, with the long side of the foot marker parallel to the foot line, centered equidistant from the side boundaries of the space, and shall not exceed 28 inches in length or 16 inches in depth. All foot markers shall be set flush with the ground. Only one foot marker per space shall be allowed. Exception: One flat foot marker not to exceed 72 inches in length is allowed when family or double monuments are placed on a minimum of two adjoining standard spaces. All other regulations still apply. Foot markers shall be polished gray granite, bronze, or a combination of the two. h. There shall be no additional items incorporated into monuments or foot markers in the Aggie Field of Honor sections. Niche coverings for the columbaria shall be supplied by the City, and there shall be no substitutions of material. Engraved lettering on all columbaria niche covers shall be painted black. If other engravings and carvings are painted, the only allowed color is black. The niche covering shall have no more than one-two attached items, such as bronze emblems, and these items shall not extend more than one inch from the face of the niche covering, and shall not extend beyond the edges of the niche covering. (Code 2011 (Repub.), § 1-29(K); Ord. No. 2017-3854, exh. A, 1-26-2017) Page 7 Sec. 10-32. - Mausoleums. In College Station Cemetery, mausoleums shall be permitted only in Sections F, G, M, and J. The locations, size, and design must be approved and be issued a permit by the City Manager or designee. Mausoleums are not permitted in Memorial Cemetery of College Station. Design firm working on construction drawings. • All comments on the 60% drawings were sent to design firm in June. • 99% construction drawings were submitted to Planning and Development Services on August 16, 2019, and are currently still under review. o Meetings with design firm and P&D Services • Funded by Hotel Tax and Certificates of Obligations • Revisiting plans to consider 100% synthetic. • If 100% synthetics are obtainable, construction could start sometime in FY22 SUMMIT CROSSING • Design of Park funded with Parkland Dedication funds, zone 4 • Design of new park started January 2, 2019. • Final design set was sent to Planning and Development Services (P&D) for final review on July 17, 2019. Request form P&D sent back to design firm on 8/7/19. Design firm working on corrections and requests. • Development permit issued 10/14/2019. • Park will be developed once there is enough money in that zone to construct. VETERANS PARK PHASE 1B • Funded by certificates of obligation, field redevelopment, and parkland dedication funds. o Pending budget, park staff is looking at adding another restroom closer to Harvey Road, more sidewalks, and possibly another playground. In addition, staff is looking at improving drainage in various areas along with improving the roads within the park. o At this time, staff is working with engineers, planning and Development Services for all improvements listed above. Once planning issues development permit, we can move forward with this project. Page 1 PROJECT UPDATE Parks & Recreation Department I City of College Station 0,, o Updated plans sent to Planning and Development Services on 12/9/2019. • Currently awaiting approval from P&D Services. • Design firm currently addressing comments from planning. Questions sent to design firm on 1/29/20. All questions have been answered and addressed by design. Currently awaiting final review by Planning and Development Services. • Still looking at bidding this project at the end of February, early March so construction can start at the end of June 2020. • Pre bid meeting held on 5/28/20, and the bid opening was on 6/18/20. Five contractors bid the project. During the evaluation of bids, it was apparent JaCody Construction was the best choice for this project. We are currently set to go before Council on August 13 for formal approval. • Approved by council on 8/27/20. Preconstruction meeting to be scheduled. • AS of October 5, 2020, construction started on 9/21/20. Crews currently working on sidewalks be fields 5 and 6, as well as restroom subgrade and underground utilities. • AS of November 3, one third of the proposed sidewalks between fields 1-6 have been installed. Contractor is positive they will finish the remaining sidewalks over the next three to four weeks in that area. In addition, the water and sewer lines to the new restroom have been connected. All underground plumbing for that restroom is also in. • January 5, 2021. Middle roundabout was poured on 12/22/20. In addition, work has continued the remaining drainage flumes and sidewalks, along with the new restrooms. • As of February 3, 2021—Two of the three roundabouts are complete. Roughly 90% of the sidewalks are complete, and the restroom is 50% complete. In addition, two of the shade structures have been installed. Remaining items are the first roundabout and entry of Harvey, and installation of two playgrounds. Current work is on schedule and the contractor is expected to be completed on time. • 3/2/21- Remaining part of February has been rough. Since the last update, very little has occurred due to weather. However, progress was made on installing the two playgrounds, demolition of the Harvey side entry, and the restroom was dried in. Metal roof panels will be installed once weather clears. Currently, contractor working on restroom and Harvey entrance. • 4/6/21— Pending weather, Harvey Road entrance could be back open on 3/9/21. Remaining items include playground surfacing at both playgrounds, installation of restroom fixtures. Small portion of road work, and landscaping. While it sounds like a lot, this project could be completed at the end of April. • As of May 4, 2021, 99% of this project is now complete. A small amount of paving and landscaping is all that remains to date. Punch list walk through is scheduled for 5/6/21. Pending weather, the contractor should be 100% complete with the entire project. • As ofJune 1, 2021—All punch list items are complete. However, the asphalt surfacing was not accepted by the parks department on the general contractor. The general contractor's sub will be removing and replacing the asphalt at their cost. Once it dries up for more that three days, crews will return. • Currently awaiting drier weather to redo a section of paving. Other than that, the project is complete. Page 2 PROJECT UPDATE Parks & Recreation Department 1 City of College Station CEMETERY MAINTENANCE & SALES SHOP • Design of new shop and sales office to house current employees and equipment. o Request for design proposal to be opened on 1/22/2020. o Architect/ Engineering to be selected from proposals by 2/15/2020. o Arkitex Studios chosen as design firm for this project. Design firm currently working on design fees. Hope to be under contract with design firm by the end of the monthly. o Cost of design $160,000. This is $28, 000 underestimated cost of design. o Contract to go before Council on 4/9/20 for approval. o Project was on Hold due to COVID19. o 4/22/20 — Project back on Council agenda for official approval. Currently on the May 14 Council meeting. o Council has approved contract. Design now in progress. o 6/5/20 — First design layout received. Since that date, three modifications have been done. We now have a floor plan that will work while staying within budget. o As of 10/23/20, the final drawings have been completed. Since that time, they have been under staff review. 10/6/20, staff will meet with the design firm to make any last changes before plans are sent over the Planning and Development for review. o As of November, design is 99% complete. Currently awaiting IT response on fiber routing to the new shop. Once I have that, plans will be sent to Planning and Development Services for one final review. o Plans were sent to Planning and Development services for review. Site plan has been approved. We are currently awaiting approval on the building. We are still looking to be this project out sometime in the spring of 21. o As of January 21, 2021, to have the water flows correct, the Water Department has requested we install two fire hydrants or a sprinkler system with the shop. We are currently over budget but still think we could move forward with this project. However, we may have to delay the bidding process a little. o As of 3/2/21— Exploring ways to fund this project. Cemetery funds will not support this project in its entirety. o 4/6/21— Still working on fully funding this project. o 5/4/21— Currently working on ways to reduce the overall cost of construction with losing the true propose of the building. o 6/1/2021— Multiple meetings held over the last month. Revisions are being made to the final drawings to get us under the original budget number. We look for this project to go out for bids late July, early August. o 7/1/2021— Due to budget constraints, drawings had to be updated. The updated drawings are complete and under review by both Parks and Planning and Development Services. Any comments or changes will be sent back to the architect by 7/9/21. o Awaiting final review by Planning and Development Services. Once complete, this project will be posted for bids. Still looking at end of this month before its ready to bid. o Construction plans approved by Planning. All bids due 10/20/21, at 2pm. o Current project is over budget. Currently working with design team and contractor to get this project back within budget. O SP I Improvements to park, Improved drainage within dog park area, Additional lighting within park, LED light fixtures to basketball court, Dog washing station and new playground and fall surfacing • The above items are part of Proposal received on 2/13/20. Staff reviewing to ensure all work is within the scope of work. o Checking with Planning and Development Services to see if any additional studies or reports will be needed since we will be working within the detention pond at Steeplechase. o Since my last report on 2/21/20, the design proposal was submitted and approved by parks. We are currently waiting on contracts to be signed by design firm. Design firm should have all contracts turned back in by next week. o 3/16/20 — All contracts have been signed and approved. Engineer currently working on design. o Crew out taking elevation the week of 3/23/20. o Week of 3/30/20 — Soil samples. o 3/30 —4/17 — Soil samples, topo, and other design information was gathered. Engineering firm is now working on design. o First set of plans came out towards the end of May. Adjustments had to be made to both Central and Steeplechase. Currently awaiting new set of drawings. o Final review completed by Park staff and sent to Planning and Development Services on 9/24/20 for final review. o As of January 5, 2021, pans have been approved and development permit has been issued. Once the Park Structures project is completed, we will take the remaining funds for that project and start at Steeplechase. To date, we do not have the funds to cover this project in its entirety. o As of 3/2/21 —Still exploring options for funding. The original funding source was moved to over Veterans. o This project will be fully funded in FY22. o All bid documents to be sent to Purchasing for advertisement and bi schedule in late winter due to the work having to be done in the detention pond at Steeplechase Park. BIRD BLINDS • Installation of one or two bird watching structures, "Bird Blinds", within Lick Creek Park. o 9/22/20 — Budget number received from local contractor to construct two "bird blinds" in location chosen by local bird watching groups. o 2/12/21 Working with local groups to see if they can be installed cheaper. To date, groups are looking at cutting concrete paths and various other aspects of this structure. After talking with Legal on 2/11/21, cutting concrete will not work. If the structure is built, we must have ADA access. o Currently awaiting a fund source. Page 4 PROJECT UPDATE Parks & Recreation Department I City of College Station ADAMSON LAGOON BABY POOL DECKING • Complete removal of decking, pool coping, and plumbing. o Due to leaks, ground shifting, and wear and tear, the existing decking around the baby pool is heaving. Selected contractor will come in and remove all decking 6'-10- around the pool, repair and replace any water/drain lines that are needed, replace the coping around the pool, and then re - pour the decking deck so there are to "toe stumpers". o Work will not start till pools are closed in the fall. Till that time, we will work with local contractors on what is to be expected, pricing, and contract. o 4/26/21— Pricing is in and is still estimated to cost just over 50K. Contractor also knows we will not start this project till October, when the pool closes for summer. o Change order requested. Construction has not stated but expected to once change order is completed later this month. o Demolition started 11/8/2021. From demo alone, we can tell there has been an issue with water for some time. LICK CREEK PARK DRAINAGE • Improve drainage on the Pebble Creek side of the park, Deer Run Trail o Working with CIP to have the contractor come back out and make improvements to the drainage and trail system that they were not able to take care of because of weather. o As of 4/28/21— CIP and Parks met with contractor to discuss issues with drainage. CIP working with contractor to come back out, once it dries out, to regrade and re -roll the trail. In addition, Parks will be working on some of the drainage issue along the trails. COVE OF NANTUCKET PARK • Installation of an irrigation system for new trees. o Currently working with JOC's for pricing. o Electrical and water meters will need to be installed as well. Working with Utilities currently. o 7/5/21- Awaiting PO o 8/2/21— PO in. Awaiting waterline tap by COCS Utilities. o 9/7/21— Installation of irrigation lines schedule to start this week. o 10/4/21— Contractor finishing out work hopefully this week. o 10/12/21— All work is now complete. LINCOLN CENTER PLAYGROUND REPLACEMENT • Total replacement of existing playground and surfacing. o 5/21/21— CDBG Funded o 5/27/21—Scope of work meeting held with engineer. Awaiting proposal. o 6/18/21— Proposal for work due next week. o 8/2/21— Proposal in and within budget. Currently working on design contract. o 9/7/21— Engineer working new design and looking at drainage issues around the playground. o 10/4/21— Meeting set for 10/5/21 to discuss play unit options and drainage. o 11/10/21- Awaiting final drawings. Once in hand, we will go out for bids.
