1. Call to Order and consider absence requests.
With a quorum present, the Citizen’s Bond Advisory Committee was called to order by Chair
David Higdon at 6:01 p.m. on Tuesday, February 15, 2022, in the City Hall Bush 4141 Community
Room of the City of College Station City Hall, 1101 Texas Avenue, College Station, Texas 77842.
2. Hear Visitors
There were no citizen comments.
3. Agenda Items
3.1 Introductions and welcome from the Committee Chairman.
David Higdon, Committee Chairman, opened the meeting and requested that each committee
member give a brief introduction including why they wanted to be a part of the committee.

3.2 Presentation and discussion regarding the scope of work for the Citizen's Bond Advisory
Committee.
Bryan Woods, City Manager, provided an overview of the committee’s goals and scope of work.
3.3 Presentation and discussion of the City's background, previous City of College Station
bond elections, and overview of the City's Comprehensive Plan.
Jennifer Prochazka, Assistant City Manager, presented background on the City.
3.4 Presentation and discussion regarding the City's financial position and funding capacity.
Jeff Kersten, Assistant City Manager, presented a summary of the City’s current financial position
and bonding capacity. There was a brief Q&A during this presentation.
3.5 Presentation, discussion, and possible action regarding an overview of unfunded capital
projects.
Jennifer Prochazka, Assistant City Manager, presented an overview of the projects identified from
the City’s unfunded CIP list. Following the presentation she invited the committee member to send
suggestions for additional projects to Bond2022@cstx.gov.
No action was taken on the projects presented.
4. Discussion and possible action on future agenda items.
No discussion was needed.
5. Adjournment
Chair David Higdon adjourned the meeting at 7:44 p.m.

This item will need to be placed on you next Bond Meeting for approval. It should be the
first item under Regular Items……..Once approved there is a folder in Laserfiche under
BCAC in the committees folder, to store approved minutes.
Presentation, possible action, and discussion on minutes for February 15, 2022 Regular
Meeting.
MOTION: Upon a motion made by Committee Member ___________ and a second by
Committee Member ___________, the Committee voted twenty-three (23) for and none (0)
opposed, to approve the minutes for February 15, 2022, Regular Meeting. The motion carried
unanimously.
