1. Call to Order and Announce a Quorum is Present.
With a quorum present, the Meeting of the College Station City Council was called to order by Mayor
Mooney via In-Person and Teleconference at 4:00 p.m. on Thursday, November 11, 2021, in the
Council Chambers of the City of College Station City Hall, 1101 Texas Avenue, College Station,
Texas 77840.
2. REGULAR ITEMS
2.1. Presentation, discussion, and possible action of Ordinance No. 2021-4311 of the City
Council of the City of College Station, Texas, canvassing returns and declaring results of the
general and special election, held on November 2, 2021, for the purpose of electing a City
Councilmember Place 4, a City Councilmember Place 6; and for the purpose of submitting
proposed amendments to the City Charter. (Presentación, posible acción y discusión acerca de
una ordenanza del consejo de la ciudad de College Station, Texas, para escrutinar los resultados
de los votos y declarando los resultados de las elecciones generales y especiales, celebrada el 2
de noviembre de 2021 con el propósito de elegir a un Miembro del Concejo Municipal, Lugar
4, un Miembro del Concejo Municipal, Lugar 6; y con el propósito de presentar enmiendas
propuestas al Estatuto de la Ciudad.)
Tanya Smith, City Secretary, presented the results of the election to the Mayor and Council:

City Councilmember, Place 4 a three (3) year term:
Elizabeth Cunha 3,273
William Wright 2,545
With that Elizabeth Cunha received a majority of the votes is elected to serve as City Councilmember,
Place 4 for a three (3) year term.
City Councilmember, Place 6 a three (3) year term:
Dennis Maloney 2,619
Marie-Anne Mousseau-Hollard 939
David Levine 2,198
There was not a majority of votes to serve for City Councilmember, Place 6. The two candidates
with the higher votes will proceed to a runoff.

Amendments to the City Charter in the Propositions A and B having been approved by a majority of
the votes cast in the election and shall take effect from and after the effective date of this ordinance.
Amendment to the City Charter in the Proposition C having failed with not a majority of votes cast
in the election.
MOTION: Upon a motion made by Councilmember Nichols and a second by Councilmember Brick,
the City Council voted seven (7) for and none (0) opposed, to adopt Ordinance No. 2021-4311,
canvassing returns and declaring results of the general and special election, held on November 2,
2021, for the purpose of electing a City Councilmember Place 4, a City Councilmember Place 6; and
for the purpose of submitting proposed amendments to the City Charter. The motion carried
unanimously.
2.2. Issuance of Certificates of Election to elected City Council Member Place 4; and administer
Oaths of Office. (Entrega de los Certificados de las Elecciones a los Miembros del Consejo
elegidos para los puestos número 4 ; y administrar los Juramentos al Cargo.)
Judge Spillane administered the oath of office to Elizabeth, Councilmember, Place 4.
There was not a majority of votes to serve for City Councilmember, Place 6. The two candidates
with the higher votes will proceed to a runoff.

2.3. Presentation, discussion, and possible action on Ordinance No. 2021-4312 ordering a
Runoff Election to be held on December 14, 2021 for the purpose of electing a City Council
Member, Place 6, and an interlocal government agreement with Brazos County for the conduct
and management of the City of College Station Runoff Election. (Presentación, posible acción,
y discusión sobre una ordenanza que ordena una elección de la segunda vuelta que se celebrará
el 14 de diciembre de 2021 con el propósito de elegir a un miembro del Concejo Municipal,
Lugar 6, y un acuerdo de gobierno Interlocal con el Condado de Brazos para la conducta y el
manejo de la Elección de la Segunda Vuelta de la Cuidad de College Station.)
Tanya Smith, City Secretary, explained that due to the November 2, 2021, Election no candidates
that received a majority of the votes to serve as City Councilmember, Place 6. This will require a
runoff election of the two candidates receiving the highest votes, that will be set with this ordinance
on December 14, 2021. She also explained that by law a runoff must be held within 45 days after
canvassing. The estimate cost for this Runoff Election is approximately $40,000, for two polling
locations for Early Voting and three polling locations for Election Day. This cost does not include
the publications, the cost for elections workers or other supplies that might be needed.
MOTION: Upon a motion made by Mooney and a second by Councilmember Brick, the City Council
voted seven (7) for and none (0) opposed, to adopt Ordinance No. 2021-4312, ordering a Runoff
Election to be held on December 14, 2021 for the purpose of electing a City Council Member, Place
6, and an interlocal government agreement with Brazos County for the conduct and management of
the City of College Station Runoff Election. The motion carried unanimously.
2.4. Presentation, discussion, and possible action regarding Ordinance No. 2021-4313
consenting to and extending the Mayor's renewal of a disaster declaration due to public health
emergency.
Bryan Woods, City Manager, stated that on November 8, 2021, the Mayor of College Station issued
a proclamation pursuant to §418.014 of the Texas Government Code renewing the state of disaster
proclaimed by the Mayor on March 17, 2020, April 21, 2020, May 22, 2020, June 22, 2020, July 22,
2020, August 21, 2020, September 21, 2020, October 20, 2020, November 20, 2020, December 7,
2020, January 8, 2021, February 8, 2021, March 8, 2021, April 6, 2021, May 7, 2021, June 7, 2021,
July 2, 2021, August 6, 2021, September 6, 2021, and October 7, 2021. The conditions necessitating
the declaration of a state of disaster and mayoral orders continue to exist. The Council needs to
consent to and approve the Mayor's Disaster Declaration renewal.
MOTION: Upon a motion made by Councilmember Harvell and a second by Councilmember
Nichols, the City Council voted seven (7) for and none (0) opposed, to adopt Ordinance No. 2021-
4313, consenting to and extending the Mayor's renewal of a disaster declaration due to public health
emergency. The motion carried unanimously.

There being no further business, Mayor Mooney adjourned the Meeting of the City Council at 4:14
p.m. on Thursday, November 11, 2021.
