AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not on the Agenda
-Individuals who wish to address the Policy Board must contact Lisa Lyon at llyon@bcsmpo.org
to obtain Zoom log in information. When requesting access to comment, please include your name,
address and the topic you would like to discuss. Please limit your comments to three minutes.
3) Minutes from the October 6, 2021 Policy Board Meeting.

4) Staff Report
• Regional Access Management and Traffic Impact Analysis Standards
• Freeport to Fort Worth Freight Concept
• Census Count and Transportation Management Area Repercussions
5) Consideration of FY 2021 Annual Performance and Expenditure Report (APER)
- Each year, the MPO is required to prepare and submit an Annual Performance and Expenditure
Report (APER) for review and approval by TxDOT and FHWA. The report looks at how funds
were spent by task and identifies how MPOs can better budget their funds based on actual work
performed. In FY 2021 we overspent in Special Studies, primarily because staff and TAC worked
tirelessly to complete the draft Access Management and Traffic Impact Analysis standards. The
Technical Advisory Committee requested two minor text edits and then recommended the APER
to the Policy Board for approval. Staff is requesting that the Policy Board adopt the APER and
direct the Executive Director to submit the report to TxDOT and FHWA for approva l. Action
Required. (See attachment.)
6) Transportation Improvement Program (TIP) Amendment Four
-The TIP is being amended to revise funding categories and amounts on several highway projects.
As shown in Item 6B, some of these are administrative changes while others trigger an amendment
requirement because the changes in the project’s total programmed amount are greater than 15%
(or any amount greater than $2,000,000). The TAC has recommended TIP Amendment Four for
adoption by the Policy Board. Staff is requesting that the Policy Board approve the changes to

the TIP and to direct the Executive Director to forward the revised TIP to TxDOT for review and
acceptance. Action Required. (See attachments.)
7) Texas Avenue Raised Median Project in the City of Bryan Presentation
-Mr. Paul Kaspar, PE, City Engineer/Engineering & Traffic Operations Division Manager for the
City of Bryan and Ms. Debbie Albert, Texas A&M Transportation Institute Associate Research
Engineer for Mobility Analysis will provide an overview of the Texas Avenue Median Project and
the impacts of medians on traffic safety and property access.
