This meeting will offer both inperson and remote participation following both the City’s
Guidelines for inperson, virtual attendance, and the speaker protocol in the agenda. The city
uses a thirdparty vendor to help host the meeting and if the callin number is not functioning
access will be through the internet link only.

Speaker Protocol: An individual who wishes to address the Design Review Board regarding any item
on the Regular Agenda, shall register with the Board Secretary prior to 9 a.m. on the day of the
meeting. To register, the individual must provide a name and phone number by calling 979.764.3743
or emailing tromero@cstx.gov prior to 9 a.m. To submit written comments tothe Board, email
tromero@cstx.gov and they will be distributed to the Board. Upon being called to speak, an
individual must state their name and city of residence, including the state of residence if the city is
located out of state. Speakers are encouraged to identify their College Station neighborhood or
geographic location. Each speaker's remarks are limited to three (3) minutes. Any
speakeraddressing the Board through the use of a translator may speak for six (6) minutes. At the
(3) minute mark, the Board Secretary will announce that the speaker must conclude their remarks.

ITEM SUMMARY: The request is to allow for the renovation and redesign of the primary
entrance façade that faces College Main. A new tenant, Dollar Slice Club, is looking to update the main façade of the building. The original wood framing system for the windows and doors has deteriorated and the applicant is requesting to replace it with more durable aluminum
mullions that are powder coated the original green color. Also, due to building code regulations, increased interior occupancy loads require the two main entrances to be spaced apart at a greater distance to meet necessary egress requirements. ITEM BACKGROUND: The building located at 104 College Main is currently occupied by Antonio’s Pizza. Prior to this, the building was a dual tenant space, hence the two main entrances. With the conversion to Antonio’s Pizza, the two-tenant building was remodeled for one, but the entry bays were left intact.
In 1995, a comprehensive survey of Northgate historic buildings was conducted through the combined efforts of city staff and Texas A&M Student Chapter of the American Society of Civil Engineers (ASCE). Aerial photographs of the late 1930’s and 1940’s and building permits from 1940 to the mid-1950’s were used to help identify structures built or existing at that time. 104 College Main is one of the 66 structures identified from the survey and is listed as “medium priority” preservation priority.

According to the survey, a Medium Priority: Contributes significantly to local history or broader historical patterns, but alterations have
diminished the resource’s integrity; is a significant example of architecture, engineering, or crafted design; is an outstanding example of a common local building form, architectural style or type; is a modern or recent landmark not old enough (50 years) to be judged in a
historical context. According to the following chart copied from UDO Section 12-5.8.B.3 “Building Design Considerations for Historic Properties” Subsection a, “Applicability,” 104 College Main is not listed as a historic property, but Subsection “a” states “Possible address discrepancies may be resolved by referencing the Northgate Historic Resources Survey.” As the property is listed in the survey, the terms of the UDO Section 12-5.8.B.3 apply.
The UDO states that the rehabilitation of historic structures shall follow the following standards:
1) The historic character of a property will be retained and preserved. Distinctive materials
or features and spatial relationships that characterize a property shall not be removed or altered.
2) Distinctive materials, features, finishes, and construction techniques or examples of
craftsmanship that characterize a property will be preserved. 3) Deteriorated historic features will be repaired rather than replaced. Where the severity of
deterioration requires replacement of a distinctive feature, the new feature will match the
old in design, color, texture, and, where possible, materials. The applicant is requesting a waiver to allow distinctive materials, features and spatial relationships to be altered.

REVIEW CRITERIA:
According to UDO Section 12-5.8.B.14 “Waivers,” the Design Review Board (DRB) shall review
waiver requests for certain deviations from the standards of the Northgate Districts, including:
a. Relief from the building design standards for historic properties if the proposed building improvements or additions generally conform to the section of this
Ordinance addressing Building Design Considerations for Historic Properties—Standards for the Northgate zoning districts, and if the property building improvements or additions generally preserve the historical appearance and
architectural character of the building.
Relevant to this case, the DRB may allow alternatives to the requirements related to preservation of unique materials and designs to the building. The request is to allow deteriorated materials to be removed and replaced and the two doors to be spaced farther apart. The historic survey states that the property has integrity of location and design but does not identify that of materials (see page 24). The applicant has stated, “the proposed aluminum storefront system has the same dimensions and color as the original wood. Aluminum is lighter and does not warp or rot. Unsightly caulk and bad paint jobs are not necessary. A new entrance system is safer and more secure than wood.” This property is zoned NG-1 Core Northgate, which is intended to serve as a mixed-use
development that contains a diversity of pedestrian-oriented retail, dining/restaurant, housing, and entertainment businesses that are in close proximity to on and off-campus dormitories. Regulations are designed to aid structural rehabilitation and redevelopment while promoting
new high density, mixed use, pedestrian-oriented infill development with an urban character. STAFF RECOMMENDATION:
