AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not on the Agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card describing
the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the
MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic.
3) Minutes from the February 3, 2021 Policy Board Meeting.

5) FY 2022 – FY 2023 Draft Unified Planning Work Program (UPWP)
- Every two years, the Bryan/College Station MPO is required to develop a Unified Planning Work
Program (UPWP). The document details the activities and federal funds that MPO staff will use
to ensure a continuing, comprehensive and cooperative (3C) planning process for all federal aid-
based transportation plans, programs and projects. Many tasks remain unchanged from year to
year such as administration, data development (modeling and traffic counts), and maintaining and
updating program documents such as the Metropolitan Transportation Plan (MTP) and
Transportation Improvement Program (making up much of the short range and MTP planning
tasks). Special Studies for the two-year period will include a severe weather transportation
resiliency plan, continuing efforts with the Texas Innovation Alliance, completion of the external
review of the Regional Access Management Standards, the five-year update of the Public
Participation Procedures and the development of a contemporary Limited English Proficiency
Plan. The TAC recommended the draft UPWP to the Policy Board for adoption and submission
to the TxDOT Transportation Planning and Programming Division. Action Requested. (See

6) Resolution of Support for the City of Bryan’s Transportation Alternatives Set Aside (TASA)
Grant Applications
-The City of Bryan is submitting two projects for consideration by TxDOT for the TASA grant
program. The first is a project on William J. Bryan Parkway from Texas Avenue to State Highway
2 and the second is a project on Villa Maria from FM 2818 to the new Bryan Municipal Park. The
Active Transportation Advisory Panel and the Technical Advisory Committee have reviewed the
two projects and recommend that a support resolution for both projects be adopted by the Policy
Board. Action Required. (See attachment.)
7) Resolution of Support for the City of College Station’s Transportation Alternatives Set Aside
(TASA) Grant Applications
-The City of College Station is submitting two projects for consideration by TxDOT for the TASA
grant program. The first is a project on FM 2818 from Ringer Library to the Jones Crossing
development and the second is a buffered bicycle lane on George Bush Drive from Texas Avenue
to Wellborn Road. The Active Transportation Advisory Panel and Technical Advisory Committee
have reviewed the two projects and recommend that a support resolution for both projects be
adopted by the Policy Board. Action Required. (See attachment.)
8) Executive Session - Pursuant to Chapter 551, Subchapter D, Texas Government Code
-As authorized by Texas Government Code Section 551.074, at any time during the meeting of the
Bryan/College Station MPO Policy Board, the Board reserves the right to adjourn into Executive
Session to discuss personnel matters – to deliberate the appointment, employment, evaluation,
reassignment, duties, discipline, or dismissal of the MPO Director.
9) Consider and possible action on Executive Session.
