CITY OF COLLEGE STATION GUIDELINES FOR
IN-PERSON & VIRTUAL “HYBRID” CITY COUNCIL MEETINGS
PURPOSE:
Effective May 13, 2021, the City of College Station will reopen city council meetings held in City
Hall Council Chambers to in-person attendance by the public. The purpose of these guidelines is
to establish procedures to be followed by the City Council, city staff and the public in order to
promote safety for those attending the meetings in person, inform those attending the meetings
both in person and virtually of the various avenues for participation, and ensure those attending
the meetings in person and virtually receive substantially the same opportunity to participate.
GENERAL INFORMATION:
Council meetings may be attended in person subject to the guidelines for in -person attendance
outlined below. The public may also attend these meetings virtually through a Zoom link included
on the City Council agenda as well as a dial-in number. These meetings can also be viewed from
the City’s website, via computer, tablet or smartphone. The public may also view the meetings live
as broadcast on Channel 19 or by video at a later date on the City’s website.
GUIDELINES FOR IN-PERSON ATTENDENCE:
1. The Council Chambers and lobby area will be sanitized before and after each meeting.
2. There will be one main ingress/egress to Council Chambers and lobby area. Signage will
direct visitors to the appropriate entrance. The Council Chambers will be open to the public
30 minutes before the beginning of the posted meeting.
3. Hand sanitizer will be readily available at various locations.
4. Limited seating will be available in accordance with CDC guidelines for social distancing.
Physical reminders will remind attendees of the appropriate distancing. In the event
maximum capacity is reached, the City may provide additional seating. If additional seating
is not available, overflow may attend the meeting virtually as provided in these guidelines.
5. Those attending the meeting in person should wear a face covering over mouth and nose
while in City Hall except when speaking during their allotted time.

GUIDELINES FOR PUBLIC PARTICIPATION:
An individual wishing to address the Council in person or virtually must follow the protocol found
in the Council agenda for that meeting. Any questions regarding speaker protocol should be
directed to the City Secretary’s Office. Each speaker may speak only one time per agenda item.
