Speaker Protocol: An individual who wishes to address the Commission regarding any item on the
Regular Agenda, shall register with the Commission Secretary prior to 4 p.m. on the day of the
meeting. To register, the individual must provide a name and phone number by calling 979.764.3751
or emailing khejny@cstx.gov prior to 4 p.m. To submit written comments to the Commission, email
khejny@cstx.gov and they will be distributed to the Commission. Upon being called to speak, an
individual must state their name and city of residence, including the state of residence if the city is
located out of state. Speakers are encouraged to identify their College Station neighborhood or
geographic location. Each speaker's remarks are limited to three (3) minutes. Any speaker
addressing the Council through the use of a translator may speak for six (6) minutes. At the (3)
minute mark, the Commission Secretary will announce that the speaker must conclude their

3.3.Presentation and discussion regarding an update on items heard:
A Rezoning for approximately three acres located at 777 Graham Road from M2 Heavy
Industrial to CI Commercial Industrial. The Planning & Zoning Commission heard this
item on March 18, 2021 and voted (6-0) to recommend approval. The City Council heard
this item on March 25, 2021, and voted (7-0) to approve the request.
A Rezoning for approximately ten acres located at 4520 Raymond Stotzer Parkway from
R Rural and CI Commercial Industrial to BP Business Park. The Planning & Zoning
Commission heard this item on March 4, 2021 and voted (6-0) to recommend approval.
The City Council heard this item on March 25, 2021 and voted (7-0) to approve the
request.
A Rezoning for approximately 57 acres located at 9500 Rock Prairie Road from R Rural
to E Estate and Natural Areas Protected. The Planning & Zoning Commission heard this
item on March 4, 2021 and voted (6-0) to recommend approval. The City Council heard
this item on March 25, 2021 and voted (7-0) to approve the request.
A discussion on a proposed Restricted Occupancy Overlay district. The Planning &
Zoning Commission heard this item on March 4, 2021. The City Council heard this item
on March 11, 2021 and recommended that Staff bring forward an ordinance amendment
for the Restricted Occupancy Overlay with a 50%+1 petition threshold and a legacy
clause.

Commissioner Wright motioned to approve Consent Agenda. Commissioner Guerra seconded the motion, motion passed (5-0-1) with Commissioner Mather abstaining. 5. Consideration, discussion, and possible action on items removed from the Consent Agenda by Commission Action.
No items were removed. 6. Regular Agenda
6.1 Public Hearing, presentation, discussion, and possible regarding an ordinance amending Appendix A, “Unified Development Ordinance,” Article 4, “Zoning Districts,” Section 4.2 “Official Zoning
Map,” of the Code of Ordinances of the City of College Station, Texas by changing the zoning district boundary from R Rural to GS General Suburban on approximately 5 acres of land located at 3006 Norton Lane. Case #REZ2021-000001 (Note: Final action of this item will be considered
at the April 8, 2021 City Council Meeting – subject to change). Staff Planner DiMeolo presented this item to the Commission, recommending approval.
Chairman Christiansen asked how high-density single-family is defined.

Staff Planner DiMeolo responded that the property would be a higher density than the neighboring rural zoned property at a maximum density of eight dwelling units per acre.
Commissioner Guerra questioned the main access to the property and secondary access to the property. Staff Planner DiMeolo stated that property access would be from Jeanne Drive to the north. Mr. DiMeolo stated that the development is not proposed to have more than 30 lots, so a secondary access would not be required. Commissioner Mather expressed concerns on the adverse effect on Norton Lane, and fire access. Staff Planner DiMeolo stated that the preliminary plan has been submitted and the applicant is
aware of the 30-lot maximum for one point of access. Mr. DiMeolo also stated that during preliminary plan review, staff will be checking that block length requirements are met.
Commissioner Mirza asked how drainage concerns would be addressed. Graduate Engineer Pedersen stated that detention will be required, and water will drain to northwest
and southeast. Ms. Pedersen also stated that drainage report will be required with platting. Commissioner Wright asked for the proposed use of the property. Applicant, Glenn Jones, J4 Engineering, stated that the property is developing because of the College Station high school zoning with the target market being families. Commissioner Guerra asked about the capacity for sanitary sewer on the site. Mr. Jones stated that there are eight-inch sewer and water lines along Jeanne Drive that will be extended to the development to serve at capacity.
Chairman Christiansen opened the public hearing. No one spoke. Chairman Christiansen closed the public hearing. Commissioner Guerra motioned to recommend approval of the Rezoning. Commissioner Mirza seconded the motion, motion passed (6-0). 6.2 Public Hearing, presentation, discussion, and possible action regarding an ordinance amending Appendix A, “Unified Development Ordinance,” Article 4, “Zoning Districts,” Section 4.2 “Official Zoning Map,” of the Code of Ordinances of the City of College Station, Texas by changing the zoning district boundaries from M-2 Heavy Industrial to CI Commercial Industrial on approximately 2.6 acres of land located at 777 Graham Road. Case #REZ2020-000012 (Note: Final action on this item is scheduled for the March 25, 2021 City Council meeting – subject to change.)

Chairman Christiansen asked staff to speak on the Commercial Industrial zoning district.
Senior Planner Lazo stated that permitted uses include indoor/outdoor health facilities, indoor/outdoor animal care facilities, offices, self-storage, select retail and commercial uses. Commissioner Guerra asked about the existing use on the tract. Senior Planner Lazo stated that the adjacent property was using this tract for parking for a short time, but has since removed parking from the property. Commissioner Mirza questioned the existing warehouses on the property. Senior Planner Lazo stated that there are current buildings on site, but they are not occupied.
Applicant, Devin Doyen, Schultz Engineering, was available for questions.
Chairman Christiansen opened the public hearing. No one spoke.

Project Overview This plat will establish lots within the Mission Ranch Subdivision. This
phase of the development will consist of 37 residential lots, and 6
common areas. This is the 8th phase to be platted, with 15 phases
remaining, 5 of which are currently under construction.
Preliminary Plan The northern portion of the subdivision was originally part of the Great
Oaks Subdivision and is vested to 2007 regulations; the southern half of
this development is subject to current subdivision regulations. A
Preliminary Plan was approved in 2014 and 2015 granting waivers to
block length, sidewalk, single-family parking standards for platting and
cluster development requirements. A revised Preliminary Plan was
approved in 2017, which granted a waiver request for additional block
lengths, included the addition of a tract zoned for multi-family and
excluded property sold to the school district. In 2020, a revised
Preliminary Plan was approved with minor changes but no additional
waivers.
Public Infrastructure Total linear feet proposed:
