1. Call to Order.
2. Executive Session is closed to the public and will be held in the Council Chambers. The
open meeting will resume no earlier than 5:00 pm.
Consultation with Attorney {Gov't Code Section 551.0711;
Possible action. The City Council may seek advice from its attorney regarding a pending or
contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation
is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which
needs to be discussed with the City Council. Upon occasion the City Council may need information
from its attorney as to the status of a pending or contemplated litigation subject or settlement offer or
attorney-client privileged information. After executive session discussion, any final action or vote
taken will be in public. The following subject(s) may be discussed.

Possible action. The City Council may deliberate, vote, or take final action on a competitive matter as
that term is defined in Gov't Code Section 552.133 in closed session. The following is a general
representation of the subject matter to be considered:

Economic Incentive Negotiations {Gov't Code Section 551.0871;
Possible action. The City Council may deliberate on commercial or financial information that the City
Council has received from a business prospect that the City Council seeks to have locate, stay or
expand in or near the city which the City Council in conducting economic development negotiations
may deliberate on an offer of financial or other incentives for a business prospect. After executive
session discussion, any final action or vote taken will be in public. The following subject(s) maybe
discussed:
a. Update on project Apollo Delphi in the Biocorridor
Personnel {Gov't Code Section 551.0741;
Possible action. The City Council may deliberate the appointment, employment, evaluation,
reassignment, duties, discipline, or dismissal of a public officer. After executive session discussion,
any final action or vote taken will be in public. The following public officer(s) may be discussed:
a. City Manager
b. Council Self-Evaluation
3. Reconvene from Executive Session and take action, if any.
4. Presentation, discussion, and possible action on items listed on the consent agenda.

Speaker Protocol: An individual who wishes to address the City Council regarding any item on the
agenda other than those items posted for Executive Session shall register with the City Secretary
two (2) hours prior to the meeting being called to order. Individuals must register to speak or provide
written comments at https://forms.cstx.gov/Forms/CSCouncil or provide a name and phone number
by calling (979)7643500. Upon being called to speak an individual must state their name and city of
residence, including the state of residence if the city is located out of state. Speakers are
encouraged to identify their College Station neighborhood or geographic location. Each speaker's
remarks are limited to three (3) minutes. Any speaker addressing the Council through the use of a
translator may speak for six (6) minutes. At the three (3) minute mark the City Secretary will
announce that the speaker must conclude their remarks.

Comprehensive Annual Financial Report (CAFR) for the fiscal year ended September 30, 2020.

Receiving the annual audit reports and Comprehensive Annual Financial Report (CAFR) for
the fiscal year ended September 30, 2020.

reports and Comprehensive Annual Financial Report (CAFR) for the fiscal year ended September 30,
2020.

Recommendation(s): Staff recommends that Council accept the 2020 audit reports and CAFR.
Summary: The City's Charter and Fiscal and Budgetary Policies along with State law require that not
less than thirty (30) days prior to the end of each fiscal year, the City Council shall designate a
qualified public accountant or accountants who, as of the end of the fiscal year, shall make an
independent audit of accounts and other evidences of financial transactions of the City government
and shall submit the report to the City Council. Also, the City's budgetary policies require that the
auditor jointly review the management letter/audit results with the City Council within 30 days of
receipt by the staff.
Ms. Amanda Eaves of BKD, LLP will present the results of the fiscal year 2020 audit and present,
along with staff, the 2020 CAFR. Ms. Eaves will also be available to answer any questions the City
Council may have.
Budget & Financial Summary: The reports provide a summary of the City's financial position as of
September 30, 2020.

Potential changes to the Park Land Dedication section of the Unified Development Ordinance,
including 1) the number of zones, 2) the distinction between parks, and 3) a timeline for the
review of fees.

Recommendation(s): Provide direction to Staff on potential changes to the Park Land Dedication
section of the Unified Development Ordinance.
Summary:
The Council requested Staff to bring forward three potential amendments to the existing Park Land
Dedication section of the Unified Development Ordinance for the Council's consideration. These
amendments included:
1. Reduce the number of park zones.
2. Combine the Neighborhood Park and Community Park distinctions to create just one category,
Parks.
3. Require the review of the fee-in-lieu and improvement fee elements of the ordinance annually.
Staff from the Planning & Development Services Department and the Parks & Recreation
Department will provide an overview of the park land dedication requirements for the city, as well as
provide options relating to the three potential amendments.
Budget & Financial Summary: Through reducing the number of park zones, it will allow park land
dedication fees to be used on projects that may be of higher priority for the greater area, but are
currently restricted.
By providing a standard review of the fees it will help ensure that the appropriate costs relating to the
acquisition and construction of parks facilities are being collected.
