Speaker Protocol: An individual who wishes to address the Commission regarding any item on the
Regular Agenda, shall register with the Commission Secretary prior to 4 p.m. on the day of the
meeting. To register, the individual must provide a name and phone number by calling 979.764.3751
or emailing khejny@cstx.gov prior to 4 p.m. To submit written comments to the Commission, email
khejny@cstx.gov and they will be distributed to the Commission. Upon being called to speak, an
individual must state their name and city of residence, including the state of residence if the city is

geographic location. Each speaker's remarks are limited to three (3) minutes. Any speaker
addressing the Commission through the use of a translator may speak for six (6) minutes. At the (3)

FROM: Jade Broadnax, Staff Planner SUBJECT: Occupancy Restriction Physical Alternatives
Item: Presentation and discussion of potential alternatives to address the symptoms of over-
occupancy. (Note: Discussion of this item is scheduled for the January 14, 2020 City Council
Meeting on the workshop agenda –subject to change.)
Background: City Council requested that City staff draft a Restricted Occupancy Overlay
ordinance and associated handbook that would allow area property owners to request an
overlay zoning restricting occupancy to no more than two unrelated persons in their
neighborhood. Successful prosecution of those who have violated the city-wide “no more than
four unrelated” ordinance has been largely due to admittance of guilt. Due to the issues that
prevail when attempting to enforce by relationship status, staff will present alternative options for
addressing the symptoms of overoccupancy.

• A Rezoning of approximately two acres located at 14999 Wellborn Road from R Rural to WC Wellborn Commercial. The Planning & Zoning Commission heard this item on November 19, 2020 and voted (5-0) to recommend approval. The City Council heard this item on December 10, 2020 and voted (7-0) to approve the request.
• A Rezoning of approximately five acres located at 412 William D. Fitch Parkway from PDD Planned Development District to SC Suburban Commercial. The Planning &
Zoning Commission heard this item on November 19, 2020 and voted (5-0) to recommend approval. The City Council heard this item on December 10, 2020 and voted (7-0) to approve the request.
There was no discussion.
3.4 Discussion and review regarding the following meetings: Design Review Board, BioCorridor Board. There was no discussion. Consent Agenda 4.1 Consideration, discussion, and possible action to approve meeting minutes.
• December 3, 2020 Commissioner Osborne motioned to approve the Consent Agenda. Commissioner Guerra
seconded the motion, motion passed (4-0). 5. Consideration, discussion and possible action on items removed from the Consent Agenda by Commission Action. No items were removed.
6. Regular Agenda
6.1 Public Hearing, presentation, discussion, and possible action regarding an ordinance amending Appendix A, “Unified Development Ordinance,” Article 4, “Zoning Districts,” Section 4.2 “Official Zoning Map,” of the Code of Ordinances of the City of College Station, Texas by changing the zoning district boundary from R-4 Multi-Family to PDD Planned Development District on approximately 11 acres of land generally located at 3445 Cain Road. Case #REZ2020- 000009 (Note: Final action on this item will be considered at the January 14, 2021 City Council Meeting – Subject to change.) Senior Planner Lazo presented the Rezoning to the Commission, recommending approval.
Commissioner Osborne asked for clarification on access to the property.
Senior Planner Lazo confirmed access will be from Deacon Drive with gated emergency access to Holleman Drive.

Commissioner Guerra asked when the R-4 Multi-Family zoning designation was assigned to this property.
Senior Planner Lazo confirmed the zoning was placed prior to 2009. Commissioner Mirza asked for clarification on the parking for the development. Senior Planner Lazo stated that the proposed one parking space per bedroom is standard and is in line with requested base zoning district. Applicant, Deven Doyen, Schultz Engineering, clarified that main access will be off Deacon Drive, with emergency gated access onto Holleman Drive. Mr. Doyen further clarified that there is parking in each driveway for each unit, with additional parking on site, and setback dimensions
are requested to fit within current site plan. Chairman Christiansen asked if there would be additional on-street parking.
Mr. Doyen stated that there is an access drive with 90-degree head-in parking.
Chairman Christiansen opened the public hearing. No one spoke. Chairman Christiansen closed the public hearing. Commissioner Osborne motioned to recommend approval of the Rezoning. Commissioner Guerra seconded the motion, motion passed (4-0). 7. Project Overview This plat will consist of two commercially zoned lots with the two
common areas and two parkland areas covering the limits of the 100
year floodplain on the property. All lots conform to the Subdivision
Regulations.
Preliminary Plan Approved November 19, 2020
Public Infrastructure Water and sewer service will be provided by the City of College Station.
There is an existing water line along the SH 6 northbound frontage road
as well as approximately 1,478 feet of waterline being constructed along
Townlake Drive with this plat. There is an existing sewer line along the
segment of Lick Creek to the northeast as well as approximately 1,259
feet of sewer line being constructed to serve the subject property. There
is adequate capacity of both water and sewer for this development.
This plat is constructing the south half of the cross section of Townlake
Drive for approximately 587 feet. As well as approximately a 400 foot
decel lane on the frontage road.
Parkland Dedication While no parkland dedication is required with the plat,
2.697 acres of undevelopable floodplain is proposed to be
dedicated to help continue parkland connectivity in this
area. The Parks Board recommends approval of the
dedication

Item: Public hearing, presentation, discussion, and possible action regarding the Annual Review of the
Comprehensive Plan and Unified Development Ordinance (UDO).
Comprehensive Plan and Unified Development Ordinance
The Comprehensive Plan was adopted in 2009 and acts as a policy guide to ensure that the goals and
objectives of the City are implemented through strategic long-range planning. The plan and associated
maps focus on the creation and enhancement of places of distinction in College Station. Yearly reviews
are performed to highlight implementation progress and ensure the goals of the Comprehensive Plan are
being achieved. The Comprehensive Plan informs Neighborhood, District, & Corridor Plans, and a series
of Master Plans that focus on specific systems or programs related to Water, Wastewater, Bicycle,
Pedestrian and Greenways networks, Thoroughfares, Parks, and Economic Development.
The Annual Review of the UDO is an on-going effort to ensure the development codes of the City of College
Station address local land development patterns and best planning practices.
Summary of Item
The Annual Review highlights the major Comprehensive Plan initiatives and UDO amendments that
occurred during FY2020. It covers the Comprehensive Plan and all associated master plans, programs,
and small-area plans. The review also includes amendments that were made to the Unified
Development Ordinance, which helps implement the Comprehensive Plan’s vision. This Annual Review is
organized into the following categories and each item is labeled with the associated plan(s).

The Comprehensive Plan
College Station’s Comprehensive Plan expresses the values and aspirations of our community. It is the
broadest public policy document a community can create. The Comprehensive Plan was adopted in May
2009 after thousands of hours of citizen participation. It covers a 20-year horizon and is meant to be a
“living document.” The plan provides goals and direction in the form of text, maps, and specific actions
related to land use, growth and development, housing, neighborhoods, transportation, parks,
the environment, economic development, and related topics. The plan is implemented over time
through the City’s zoning and regulations, infrastructure investments, and other public and private
development decisions.
10-Year Evaluation
The Comprehensive Plan recommends that the City regularly evaluate and update the plan. As 2019 marked
10 years into the plan, the City undertook a major effort to evaluate the plan, consider recent growth and
best practices, and identify needed updates to policies. The evaluation process included over 16 months of
review and analysis by city staff and the Comprehensive Plan Evaluation Committee, along with multiple
rounds of community and stakeholder input. The result is the 10-Year Comprehensive Plan Evaluation
and Appraisal Report, which recommends changes and updates to the plan. The report was accepted
by City Council at the October 8, 2020 meeting. For more information on the 10-Year evaluation, see

Plan Update
City staff are now launching the Comprehensive Plan update process. Formal updates to the plan are
anticipated in FY2021 and city staff will host additional public engagement opportunities in the coming
months. All amendments to the Comprehensive Plan will go through the public hearing process at future
meetings of the Planning and Zoning Commission and City Council.

COVID-19 Impacts
In March 2020, toward the end of the 10-year evaluation process, the COVID-19 pandemic disrupted
communities nationwide. While the City has many immediate needs, it is still important to plan for the
future. As this situation is unfolding, many of the long-term impacts are not known. The City has many
reasons to be optimistic about the future, and the Comprehensive Plan serves as its long-term guide. History
from other disasters has taught that communities with clear long-range plans often have an advantage
in terms of obtaining funding and investment for recovery. Some projects and programs that were slated
to occur in the City during FY2020 were postponed due to uncertainty and the economic impacts of the
pandemic. Those are noted at the end of this Annual Review along with new implementation dates,
if known.

Some of the items implement the broader goals and aspirations of the Comprehensive Plan, and do not
have a specific plan associated.
THOROUGHFARE PLAN
Included within the Comprehensive Plan and provides a long-term vision of
the major street network necessary to meet future travel needs.

BICYCLE, PEDESTRIAN AND GREENWAYS MASTER PLAN
Provides a long-term vision of the bicycle, pedestrian, and greenway
facilities necessary to meet the community’s needs.

Identifies parks and recreation needs over a 10-year horizon and provides
guidance on how to best address those needs.

REQUIREMENTS
Adds the option to Specific Notice Requirements for the
City to notify neighboring property owners of the Planning
and Zoning Commission's approval of certain replats in
lieu of holding public hearings for the replats. This option
was adopted by the 86th Texas Legislature in response to
concerns that public hearings were required for replats
that state statute requires the Planning and Zoning
Commission to approve.

ORDINANCES
This ordinance amendment establishes the Neighborhood
Prevailing Overlay (NPO) as a retired district. Establishing
the NPO as a retired district does not change the
requirements for the one existing NPO in the Glenhaven
Estates subdivision but ensures that no one may request
a NPO in the future. If a subdivision wishes to establish
a single-family overlay district, they should petition for a
Neighborhood Conservation Overlay (NCO).

Removes references to the Neighborhood Prevailing
Overlay and the Conservation Study. Adds Garage
Requirement and Garage Size to the Options for Inclusion.
Updates the Tree Preservation section to clarify that trees
are to be barricaded and preserved during demolition and/
or construction as measured by a radius, and adds the
option to exclude specific tree species from preservation
requirements. Provides the Neighborhood Conservation
Overlay (NCO) Petition Committee the option to include
a maximum number of Off-Street Parking spaces, parking
area and location per yard, and required driveway width
between 12 and 25 feet. Allows for anyone to be a member
of the Petition Committee for any subdivision. Adds
meeting sign-in sheets, and minutes signed by a Petition
Committee member to the list of requirements for a
complete NCO application.

Provides a maximum percentage of the lot that may be
covered with impervious surfaces. These percentages
vary and are implemented and assessed based on the
property's zoning district. The amendment only applies to
single-family residential zoning districts. There is additional
flexibility that allows for different percentages to be used if
an accepted drainage analysis or study is performed.
