2.Hear Visitors.
At this time, the Chairperson will open the floor to citizens wishing to address issues not already
scheduled on today's agenda. Each citizen’s presentation will be limited to three minutes in order to
allow adequate time for the completion of the agenda items. Comments will be received and city staff
may be asked to look into the matter, or the matter may be placed on a future agenda for discussion.
A recording may be made of the meeting; please give your name and address for the record.

3.5.Presentation and discussion regarding the Bicycle Friendly Community Program.

4.Discussion and possible action on future agenda items.
A member may inquire about a subject for which notice has not been given. A statement of specific
factual information or the recitation of existing policy may be given. Any deliberation shall be limited
to a proposal to place the subject on an agenda for a subsequent meeting.
5.Adjourn.
Adjournment into Executive Session may occur in order to consider any item listed on the agenda if a
matter is raised that is appropriate for Executive Session discussion.

MEMBERS PRESENT: Chairperson Linda Harvell, Rebecca Brooker, Dennis Jansen, Jorge
Sanchez, Kathy Langlotz and David Higdon
MEMBERS ABSENT: Kyle LeBlanc

AGENDA ITEM NO. 1: Call to Order and consider absence requests
Chairperson Harvell called the meeting to order at 3:00 p.m. Board Member Jansen motioned to
approve the meeting absence of Kyle LeBlanc. The motion was seconded by board member
Langlotz and was approved (6-0).
AGENDA ITEM NO. 2: Hear Visitors.
There were no visitors who wished to speak.
AGENDA ITEM NO. 3.1: Consideration, discussion and possible action to approve meeting absences.
This item is repeated and was discussed and approved during Agenda Item 1.
AGENDA ITEM NO. 3.2: Consideration, discussion and possible action to approve
meeting Minutes.
Board member Brooker motioned to approve the minutes from February 17, 2020. The motion
was seconded by board member Jansen and was approved (6-0).
AGENDA ITEM NO. 3.3: Presentation and discussion regarding the Bicycle, Pedestrian, and Greenways Advisory Board calendar of upcoming meetings.
• June 15, 2020 – Bicycle, Pedestrian and Greenways Advisory Board
meeting – City Hall, 2nd Floor Conference Room 1, 1101 Texas Ave – 3:00
p.m.
There was general discussion regarding the upcoming meetings.
AGENDA ITEM NO. 3.4: Presentation and discussion regarding the conversion of
greenway property to parkland at Stephen C. Beachy Central Park
Bicycle, Pedestrian, and Greenways Planning Administrator Venessa Garza gave a presentation
regarding the conversion of greenway property adjacent to Stephen C. Beachy Central Park to parkland.
There was general discussion amongst the board regarding the conversion of the property.

AGENDA ITEM NO. 3.5: Presentation and discussion regarding potential changes to
the Bicycle, Pedestrian and Greenways Advisory Board by dissolving or merging with the Council Transportation Mobility Committee.
There was general discussion amongst the board regarding the merging of the Bicycle
Pedestrian and Greenways Board with the Council Transportation Mobility Committee.
Board member Higdon would like more information regarding the role of the Council
Transportation Mobility Committee.
Board member Brooker would be concerned with the Transportation Mobility Committee looking
at biking more for transit rather than recreation.
AGENDA ITEM NO. 3.6: Presentation and discussion regarding an update on the Texas Department of Transportation Grant Application.
Bicycle, Pedestrian, and Greenways Planning Administrator Garza gave an update regarding the
Texas Department of Transportation Grant Application. She stated that we did not receive the
grant and she will be reaching out to TxDOT to determine how future applications can be
improved.
AGENDA ITEM NO. 4: Possible action and discussion on future agenda items – A Bicycle,
Pedestrian, and Greenways Advisory Board Member may inquire about a subject for
which notice has not been given. A statement of specific factual information or the

Board member Sanchez asked for Brazos Transit District ridership information.
