Please limit your comments to three minutes. 3)Minutes from the September 2, 2020 Policy Board Meeting. -Consider adoption - Action Required. (See attachment.) 4)Staff Report •Regional Access Management Standards •2020 Census Update •Activities of the Regional Mobility Authority 5)Metropolitan Transportation Plan (MTP) Amendment One -When the MTP was adopted in December of 2019, MPO staff and the Federal Highway Administration (FHWA) entered into an agreement concerning the inclusion of the Bush/Wellborn interchange in the Fiscally Constrained Plan. The project cost estimate was $69 million and only $5 million was from MPO funds and the remaining $64 million would come from Texas Transportation Commission determined TxDOT funds when the Unified Transportation Program (UTP) was adopted in the summer of 2020. If the Commission decided not to fund the project in the 2020 update, then the project would be removed from the Fiscal Constraint List. The Texas Transportation did not fund the Bush/Wellborn project in this year’s revision. The TAC recommended adding a footnote to both the Fiscally-Constrained Project List and the Unconstrained Project List stating that the project is the TxDOT Bryan District and the MPO’s highest rated unfunded project. The Bryan District will continue to request funds from the Commission each time the UTP is revised. Staff has conducted a 30-day public comment period as required in our Public Participation Procedures. Action Required. (See attachments.) Policy Board Agenda Wednesday, October 7, 2020 at 9:00 A.M. Page 2 6)FY 2021 – FY 2024 Transportation Improvement Program (TIP) Amendment One -Brazos Transit District is requesting two changes to the FY 2021 – 2024 Transportation Improvement Program. The first is to add project #5012 for rehabilitation of the Brazos Transit District owned garage in downtown Bryan. Total cost of the project is $312,500 using $250,000 in Section 5339 (Bus and Bus Facility) grant funds and $62,500 in Transportation Development Credits. The second change is to add project #5013 for the construction of a new Brazos Transit District Administration Building. Total cost of the project is $807,650 using $646,120 in Section 5339 grant funds and $161,530 in transportation development credits. The TAC recommended the amendment to the Policy Board and staff conducted a 15-day public comment period on the amendment as required by our Public Participation Procedures. Action Required. (See attachment.) 7)Consideration of the Bryan/College Station Metropolitan Planning Organization/Brazos County Regional Mobility Authority Cost Sharing Agreement -There were concerns from the Federal Highway Administration and the Texas Department of Transportation Planning & Programming Division regarding commingling of funds between the Brazos County RMA (RMA) and Bryan College Station MPO (MPO). To show the RMA is not using State Planning funds to pay for any portion of RMA operations, these agencies have asked that an agreement is signed to clarify how expenditures that could be used for both the RMA and MPO are being accounted for separately. The Shared Expense Agreement follows the FY 2021 Budget that was adopted by the RMA and there was no increase in RMA funds or MPO funds. This document has been drafted by the BCSMPO and the Board is being asked to review and consider adoption. The RMA approved the agreement on September 23, 2020. Action Requested. (See attachment.) 8)Presentation of the Brazos Valley Economic Development Corporation’s Infrastructure and Transportation Portion of their Strategic Plan -Mr. Matt Prochaska, President and Chief Executive Officer of the Brazos Valley Economic Development Corporation will provide an overview of the role infrastructure and transportation play in the region’s strategic plan for business recruitment and retention. 9)Adjourn
