Purpose: Goals for Neighborhood Street Sign Toppers include building stronger neighborhoods;
promoting a sense of community or civic pride, enhancing neighborhood appearance, and
assisting the general public in locating different neighborhoods throughout the City. This is
achieved through the installation of signs atop certain existing City signs identifying the
neighborhood. These sign toppers may be placed at various prominent locations such as
intersections within the neighborhood. Typically sign toppers will be installed on existing City
traffic-control signs. Sign toppers will not be installed on City electric poles nor streetlights.
General Description: The program is a matching grant one under the City's Strong and
Sustainable Neighborhood 2018 Grant Program Policy and requires a neighborhood to apply with
the City for participation. Upon City approval of the sign topper application, the neighborhood
pays and sees to the proper fabrication of the sign toppers. The neighborhood then donates the
sign toppers to the City along with payment for installation. The neighborhood is reimbursed by
the City for 50% of its actual reasonable costs of making the sign toppers up to a maximum
amount of $7,500. The reimburseme,nt amount may be used to offset the neighborhood's
responsibility for cost of installation.
Upon provision of the sign toppers to the City, they become the exclusive property of City, and
will be installed and maintained in accordance with the City's policies and protocols.
Prior to submittal of a formal application, the City will make itself available to representatives of
a neighborhood to go over the criteria of the program, including recommendations as to number,
size, style, technical requirements and other helpful information.
Applicant must submit an application to the Neighborhood Services Coordinator or other City
designated representative. City staff will coordinate among its various departments as needed
to ensure proper review of the application. Upon City approval of the application and upon
receipt of the sign toppers that are determined by the City to meet its criteria, the City will install
the signs.
Criteria for Approval: To have sign toppers placed in a neighborhood, the neighborhood must:
• Submit a properly completed application and have it approved by the City.
• Attach to the application a map delineating a neighborhood along with a petition showing
consensus for the sign toppers from 50% +1 of the residential property owners.
• Attach to the application the proposed details of the sign toppers, including the design,
wording, technical specifications and other matters deemed relevant by the City to ensure
they are safely designed, appropriate, not confusing to motorists, not offensive and/ or
controversial and that they generally serve a public purpose.
• Assume responsibility for the manufacturing, cost and provision of the sign toppers.
• Provide proof of payment of the sign toppers.
• Pay for costs of installation, with the understanding that the amount of reimbursement
to which a neighborhood is entitled may be used to offset this amount.
• Understand that with respect to ongoing operation and maintenance, the City may advise
a neighborhood when additional sign toppers are needed or desired due to a sign topper
becoming lost, damaged, worn out, stolen or otherwise determined unusable by the City.
In such cases, the neighborhood may be given the opportunity but not the obligation to
provide for such replacements without reimbursement from the City. In all cases, the
City shall use its judgment and determination with regard to how the signs are maintained
in a way that best serves the general public, including traffic safety, available resources,
etc.
Eligibility: Any neighborhood interested in applying for grant funds for this sign topper program
must already be a part of the City's Neighborhood Partnership Program for at least one year prior
to application.
