To comment, contact Lisa Lyon at llyon@bcsmpo.org prior to noon on April 22. Include name, address and subject in the body of the e-mail. 3) Minutes from the February 26, 2020 Policy Board Meeting. -Consider adoption - Action Required. (See attachment.) 4) Transportation Improvement Program (TIP) Amendment VIII - TxDOT Bryan District received a revised cost estimate for the FM 2818 project between Wellborn Road and University Drive. To cover the additional funds needed to complete the project, TxDOT is requesting that the TIP be amended to add $18,000,000 of Category Four funds ($14,400,000 federal, $3,600,000 state) and $1.00 in Category One funding to the project (see page 7). The Technical Advisory Committee has recommended approval of the request and staff has conducted a 15-day public comment period per the requirements of our Public Participation Procedures. Action Required. (See attachment.) 5) Metropolitan Transportation Plan (MTP) Administrative Change - Since the TxDOT Bryan District received a revised cost estimate for the FM 2818 project from Wellborn Road (FM 2154) to University Drive (FM 60) and the TIP is being amended to reflect that revision, the Metropolitan Transportation Plan must also be changed. This change can be done by staff administratively for the following reasons: 1) Since the revision didn’t change project scope or limits; 2) The change didn’t meet the two-part requirement that federal share increases by 50% and is greater than $15,000,000; 3) The CSJ number is not changed; 4) Priority ranking and public comment on inclusion of the project was completed during the public comment period for plan adoption; and 5) This project funding change is being covered by TxDOT Category Four (Urban Statewide Connectivity) funds that the MPO does not control and there is no change in Category Two funding which was the sole funding source used to demonstrate financial constraint in the MTP for the 2020-2024 time band.
