territory adjoining the Cit.>• of College Sta tion, as such t erri·
tory n1ay be designated by t.he city co unci l ; o r in case t here
are n o q uallfied voters in i:JUch terri tory, then when persons
owning a majority of the land in area of snld tenitory de~lre
thfl' a nnexation or such territory to t he C ity of Coll ege sta·
tion, they may present a writt e n petition to that effect to the
city counelJ and shall attach to said pet itJon the affidavi t of
one or more of their n umber to t hfl' effect tJ1at such petition

Section 7. The city counci1 shall have po"•er by ordin ance
to fix the boundar)• limi ts o f the City of College Stat ion : and
to provid e for the exten~ion o f such boundary limits and the
annexation of additional territor y lying adjacent to said c ity,
with or "'lthout t he consent ot the territory and inhabit ants
anne?xed. Upon the introduction of such an ordinance, tl1.ri cit y
council RhaJ J cause i t to be published in the officia l newspaper
of the City of College Station one time, a nd it s hall not th~re
atte r be finally acted upon until at least thirty (30) d&ys
have el apsed attcr the first publica t ion therei>f. Any cltlien

nexed, shall have t he ri ght t o con test such annexation by f il-
