BICYCLE, PEDESTRIAN, AND GREENWAYS
ADVISORY BOARD
Monday, June 17, 2019 3:00 PM

MEMBERS PRESENT: Linda Harvell, Dennis Jansen, Jorge Sanchez, Rebecca Brooker,
MiChal Hall
MEMBERS ABSENT: Kyle LeBlanc and Tina Evans
STAFF PRESENT: Bicycle, Pedestrian, and Greenways Senior Program Manager
Venessa Garza and Board Secretary Robin Macias
AGENDA ITEM NO. 1: Call to Order.
Chairperson Harvell called the meeting to order at 3:00 p.m.
AGENDA ITEM NO. 2: Hear Visitors.
There were no visitors who wished to speak.
AGENDA ITEM NO. 3: Consideration, discussion, and possible action to approve
absence requests.
• Dennis Jansen – May 20, 2019
• MiChal Hall – May 20, 2019
• Rebecca Brooker – July 15, 2019
The absence requests were approved 5 – 0.
AGENDA ITEM NO. 4: Consideration, discussion, and possible action to approve
meeting minutes.
Board Member Brooker motioned to approve the meeting minutes from May 20, 2019. The
motion was seconded by Board Member Sanchez and was approved (5-0).
AGENDA ITEM NO. 5: Presentation and discussion regarding an update on the
following items:
• TAMU Bicycle Share Program
Joe Brummer with VeoRide and Ron Steedly with Texas A&M gave an update regarding the
bicycle share program.
There was general discussion amongst the board regarding the bicycle share program.
AGENDA ITEM NO. 6: Presentation, discussion and possible action regarding the Safe
Passing bill.
Senior Program Manager Venessa Garza gave an update regarding the Safe Passing Bill
(HB962). She stated that it did not pass in the 86th Texas Legislative session.
Troy Rother gave a presentation regarding a proposed Vulnerable Road User Ordinance.
There was general discussion amongst the board regarding the Vulnerable Road User
Ordinance.
This will be discussed at the next Traffic Management Team meeting and the Council
Transportation Committee.
Staff was asked to look for more information from other cities who have a similar ordinance to
determine its effectiveness.
AGENDA ITEM NO. 7: Presentation and discussion regarding the Safe Routes to School
program.
Senior Program Manager Garza gave a presentation regarding Safe Routes to School. She
stated that she will be applying for an infrastructure grant.
There was general discussion amongst the board regarding the Safe Routes to School program
and different education opportunities.
Board member Brooker showed interest in researching different student groups at Texas A&M
who may be interested in educational opportunities.
AGENDA ITEM NO. 7: Presentation and discussion regarding the Bicycle, Pedestrian,
and Greenways Advisory Board calendar of upcoming meetings.
• June 20, 2019 ~ Planning and Zoning Commission Meeting ~ City Hall,
Council Chambers, 1101 Texas Avenue ~ 6:00 p.m.
• July 15, 2019 ~ Bicycle, Pedestrian, and Greenways Advisory Board ~
City Hall, City Hall 2nd Floor Conference Room 1, 1101 Texas Avenue ~
3:00 p.m.
AGENDA ITEM NO. 8: Possible action and discussion on future agenda items – A Bicycle,
Pedestrian, and Greenways Advisory Board Member may inquire about a subject for
which notice has not been given. A statement of specific factual information or the
recitation of existing policy may be given. Any deliberation shall be limited to a proposal
to place the subject on an agenda for a subsequent meeting.
There were no future agenda items the board wished to discuss.
AGENDA ITEM NO. 9: Adjourn.
The meeting adjourned at 4:40 p.m.
