1. Presentation, possible action, and discussion on items listed on the consent agenda.
2. Presentation, possible action, and discussion on the scope of the Citizens Charter Review Commission
and provide direction regarding the charter provisions to be reviewed.
3. Presentation, possible action, and discussion regarding the benefits of the Automated Street Light
Monitoring System initially installed in 2009.
4. Presentation, possible action, and discussion regarding the College Station Utilities (CSU) tree trimming
contract and to define services available to our customers for tree removal near power lines. This item is
also on the Consent Agenda - Item 2b.

Consultation with Attorney {Gov't Code Section 551.0711; possible action. The City Council may seek
advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or
attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a
litigation tactic or settlement offer, which needs to be discussed with the City Council. Upon occasion the
City Council may need information from its attorney as to the status of a pending or contemplated
litigation subject or settlement offer or attorney-client privileged information. After executive session

Charter Review
To: Mayor and Council

Agenda Caption: Presentation, possible action, and discussion on the scope of the Citizens
Charter Review Commission and provide direction regarding the charter provisions to be
reviewed.
Recommendation: Staff requests direction from the City Council on a possible timeline for a
charter amendment election and on areas of the City Charter that need to be addressed by the
Citizens Charter Review Commission.
Summary: The Citizens Charter Review Commission had just begun its review of the City
Charter last spring when Senate Bill 100 was approved. Due to the immediate need to address
the election date, the Commission focused its energies only upon that one issue in order to place
a possible amendment to the Charter on the November 2011 ballot.
The Commission is ready to complete its review of the Charter and is requesting input from the
Council as to when the Council expects to hold the Charter amendment election. The earliest
date we can hold the election is November 2012, which will also be a presidential election year.
The other date available is May 2013.
This item has been posted to also allow discussion regarding recommended charter provisions to
be reviewed. At the April 28, 2011 Council workshop, the following provisions were identified
by staff:
· Article III, Section 21, Vacancies
· Article IX, Nominations and Elections
· Article X, Initiative, Referendum, and Recall
· Article XI, Franchises and Public Utilities
Along with these provisions, the Council directed the Commission to review the charter in its
entirety for compliance with state law. Other issues the Commission requested to be researched
were:
· Council compensation
· Adding to the charter the number of councilmembers required to place items on an
agenda
· Shortening terms of office from three years to two years
· Term limits
The Council also provided the Commission with the latitude to make practical and beneficial
recommendations on any other areas of the Charter where appropriate. The Commission needs
the Council’s input regarding these areas and any other possible areas they may wish to add.
Financial Summary: There is no fiscal impact at this time.

Automated Street Light Monitoring System Update

Agenda Caption: Presentation, possible action and discussion regarding the benefits of
the Automated Street Light Monitoring System initially installed in 2009.
Relationship to Strategic Goals: Core Services and Infrastructure – Continued use of
technology to more effectively and efficiently deliver services to citizens.
Recommendation: N/A
Summary: In April of 2009, College Station Utilities (CSU) began the installation of an
automated street light monitoring system. The system was completed in March 2010, with
all 5,000 plus street lights in the CSU service territory now being monitored on the system.
This presentation is to provide an update on how this system has performed and the
benefits that have been derived since its installation.

CSU’s Tree Trimming and Clearing Program

Agenda Caption: Presentation, possible action, and discussion regarding the College
Station Utilities (CSU) tree trimming contract and to define services available to our
customers for tree removal near power lines. This item is also on the Consent Agenda -
Item 2b.
Relationship to Strategic Goals: Core Services and Infrastructure – Maintain and
rehabilitate equipment, facilities, and infrastructure on a strategic schedule.
Recommendation: N/A
Summary: CSU’s standard vegetation management program includes the use of a tree
trimming contractor to take care of CSU’s right of way tree trimming and clearing
requirements, and to aid customers in the safe removal of trees where CSU overhead power
lines are involved. Because of the drought and the number of dead trees in the area,
changes have been made to the new contract that is on the Consent Agenda for approval.
This presentation is to cover the changes made to this contract, and to provide information
on the process that CSU uses for evaluating a customer’s request for aid in the removal of a
tree.
