AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not on the Agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card
describing the topic(s) they wish to address. Public Comment Cards may be obtained from
Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments
to three minutes per topic. Additional time will be allotted if Policy Board members have
questions.
3) Minutes from the March 6, 2019 Policy Board Meeting.

5) Draft FY 2020 — FY 2021 Unified Planning Work Program
- The MPO is required to develop a Unified Planning Work Program (UPWP) every two
years to cover planning activities for the upcoming two year period. Most of the UPWP is
static and remains unchanged, especially in Task One —Administration/
Management and Task Two —Data Development and Maintenance. Additional funding has
been added to Task Three — Short Range Planning so staff can assist Brazos Transit
District in bus stop planning. Task Four — Metropolitan Transportation Plan will not be
wrapping up until December of FY 2020 and staff will be working to finalize a document
by the December deadline. Finally, in Task Five, staff will focus on a series of important
studies, the Texas Innovation Alliance, and taking the lead in the Freeport to Fort Worth
Freight Concept. Staff is requesting that the Policy Board approve the draft UPWP and

direct staff to submit the UPWP to the TxDOT Planning and Programming, the Federal
Highway Administration and Federal Transit Administration for review. Action Required.

6) Amendment IV to the FY 2019 — FY 2022 Transportation Improvement Program
- The Transportation Improvement Program (TIP) is being amended asfollows:
1) Reprogramming $2,173,659 FTA 5307 from FY 2018 Apportionment for additional
Operating assistance in FY 2019;
2) Reprogrammed $348,310 FTA 5339 from FY 2017 Apportionment to FY 2019 for
$248,487 for Construction Admin Building (BTD Coordination Complex Center) matched
with $49, 698 in Requested TDC's, and $99, 823 for Support Maintenance Vehicles matched
with TDC's $19,965; and
3) Administrative Change — MPO Project Reference numbers assigned to all transit
projects.
Staff is requesting that the Policy Board approve the three amendments to the TIP. Action
Required. (See attachment.)
7) Presentation on the Texas A&M Traffic Management Plan for a Thursday Game
-Dr. Tim Lomax, Ph.D., PE Research Fellow and Regents Fellow at the Texas A&M
Transportation Institute will provide an update on changes made to the traffic management
plan for this year's Thursday night Texas A&M home football game.
8) Executive Session - Pursuant to Chapter 551, Subchapter D, Texas Government Code
-As authorized by Texas Government Code Section 551.074, at any time during the meeting
of the Bryan/College Station MPO Policy Board, the Board reserves the right to adjourn
into Executive Session to discuss personnel matters — to deliberate the appointment
employment, evaluation, reassignment, duties, discipline, or dismissal of the MPO
Director.
