NOTICE OF PUBLIC MEETING
Notice is hereby given to all interested members of the public that the Board of Directors
of the above captioned District will hold a public meeting at 4121 State Hwy 6 South, College
Station, Brazos County, Texas 77845, said address being a meeting place of the District. The
meeting will be held on Thursday, April 11, 2019, at 2:00 p.m. The City Council of College
Station, Texas may or may not attend the Public Meeting. The Board shall consider and
discuss the following matters and take any action appropriate with respect to such matters:
1. Review and approve minutes of the February 14, 2019, Board of Directors meeting;
2. Bookkeeper's Report and authorizing the payment of invoices presented;
3. Consider Amendment to Agreement for Bookkeeping Services;
4. Consider proposed operating budget for District's fiscal year ending May 31, 2020, and
authorize submittal to City of College Station for review and comment;
5. Tax Assessor/Collector's Report;
6. Adoption of Resolution authorizing an additional penalty on delinquent Real Property
taxes and authorize the delinquent tax attorney to pursue the collection of delinquent real
property taxes beginning July 1, Ml9, including the filing of lawsuits, as necessary;
7. Conduct a public hearing regarding taxation by the District of "Goods -in -Transit"
Personal Property as provided for and defined in Article VIII Section 1-n of the Texas
Constitution and § 11.253 of the Texas Property Tax Code, as amended;
8. Consider taxation by the District of "Goods -in -Transit" Personal Property for tax year
2020 and subsequent years, and the adoption of a Resolution in connection therewith;
9. Engineering Report, including:
a. Authorizing the design and/or advertisement for bids for construction of facilities
within the District, approving of related storm water plans, including:
1) Status of design of Lakeway Reserve Phase 201;
b. Authorizing the award of or concurrence in award of contracts for the construction
of facilities within the District, authorizing acceptance of TEC Form 1295, and
approval of any storm water permits;
c. Status of construction of facilities to serve land within the District, including the
approval of any pay estimates and/or change orders and authorize acceptance of
Form 1295:
1) Construction of offsite sanitary sewer trunk line by Whitestone Civil
Construction, LLC;
2) Construction of onsite sanitary sewer trunk line by Greens Prairie Investors,
Ltd.;
3) Construction of water, sanitary sewer, drainage and paving facilities for Bird
Pond Road by Brazos Paving, Inc.;
4) Construction of water, sanitary sewer, drainage and paving facilities for
Midtown Reserve Subdivision Phase 100 by Greens Prairie Investors, Ltd.; and
5) Construction of water, sanitary sewer, drainage and paving facilities for
Midtown Reserve Phase 102 by Greens Prairie Investors, Ltd.;
d. Acceptance of site and/or easement conveyances for facilities constructed or to be
constructed for the District, and acceptance of facilities for operation and
maintenance purposes;
e. Adoption of a plan relative to future proposed recreational facilities and the adoption
of a Resolution Adopting Plan for Recreational Facilities; and
f. Status of acceptance by the City of College Station, Texas ("City"), of streets for
maintenance;
10. Developer's Report;
11. Ratify actions taken to execute a Preliminary Plan Application change to the City relative
to Midtown Reserve and Midtown on Lakeway Subdivision;
12. Authorize request to City of College Station for re -appointment and/or replacement of
directors to the Board of Directors of the District;
13. Attorney's Report;
14. Authorize consultants to research unclaimed property and consider authorizing
bookkeeper to prepare Unclaimed Property Report as of March 1, 2019; and
15. Matters for possible placement on future agendas.
