Policy Board Meeting Agenda

AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not On The Agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card
describing the topic(s) they wish to address. Public Comment Cards may be obtained from
Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments
to three minutes per topic. Additional time will be allotted if Policy Board members have
questions.
3) Minutes from the February 6, 2019 Policy Board meeting.

5) FY 2018 Annual Listing of Projects
- The Annual Listing of Projects (ALOP) is required by TxDOT and FHWA. It requires
the MPO to specify what projects were let using federal funds during the fiscal year. It
also requires that any federal funds used on Transit Projects also be shown. This year, the
TxDOT Transportation Planning and Programming (TP&P) office did the compilation for
the ALOP so that the formatting and relationship to the Unified Transportation Plan was
consistent. This delayed delivery of the ALOP until January of 2019 (instead of November
of 2018). There were several projects in the TP&P delivered document that were outside
the MPO boundary or were not let in 2018 and the TAC has removed those. The TAC
recommended the 2018 Annual Listing of Projects for Policy Board approval. Action

6) Changes to the National Highway System in Brazos County
- The Texas Department of Transportation is reviewing the National Highway System
designations in Texas and has asked that each MPO in the state take formal Policy Board
action on any changes. MPO staff and several TAC members attended a meeting to discuss
some of the changes being considered and there are seven roadways currently under
further review that require the MPO to determine if the roadways should or should not be
on the National Highway System. At the TAC meeting, seven roads were reviewed and the
TAC has recommended that six of the seven either remain on or be added to the NHS.
TxDOT has requested the FM 60 West between SH 47 and the river also be included. In
addition, the TAC has requested that a portion of Villa Maria and 29`h Street be further
reviewed by the state since they are the primary access routes for the Blinn campus and
the CHI Hospital complex which are both major regional activity centers. fiction

7) Presentation on the SH 6 Bypass Reconstruction Project Public Involvement Process
-Ms. Allison Kurwitz, P.E. with the Texas Department of Transportation will provide an
overview of how TxDOT will work with local residents to develop a design for the SH 6
Bypass project that prioritizes the most important improvements as identified by citizens.
