AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not On The Agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card
describing the topic(s) they wish to address. Public Comment Cards may be obtained from
Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments
to three minutes per topic. Additional time will be allotted if Policy Board members have
questions.
3) Minutes from the December 12, 2018 Policy Board meeting.

5) FY 2018 – FY 2019 Unified Planning Work Program Amendment Two
-The MPO offices are being moved from their location at the Metro Centre on Texas
Avenue to the Perry Professional Building in Downtown Bryan (Address is 309 North
Washington Street, Suite 14, Bryan, TX 77803). To cover a modest increase in rent,
security deposit, and moving related costs, a total of $8,505 in carryover funds is being
added to Task One. The current carryover fund balance is in excess of $45,000. The
Technical Advisory Committee (TAC) has recommended to the Policy Board for approval
the addition of funds to Task One to cover MPO office relocation. Action Required. (See
attachment.)
6) Amendment III to the FY 2019 – FY 2022 Transportation Improvement Program
-There are a series of amendments being made by TxDOT to bring the TIP into concurrence
with internal TxDOT budgets. These are: adding $102,100,000 of Category 12 funds to
SH 6 (0049-12-110 in FY 2022). For 2019, a BUILD grant was awarded to Brazos Transit
District for $14,050,000. The project will replace more than 30 buses including
approximately twelve Brazos Transit District diesel buses, approximately three Texas
A&M University diesel buses with battery-electric, and approximately 17 Texas A&M
University diesel buses. The TAC has recommended the TIP changes to the Policy Board
for approval. Action Required. (See attachment.)
7) Revised Policy Board I-14 Resolution
-Following the TAC I-14 alignment workshop held in November, the Policy Board
requested that a revised I-14 resolution be drafted that provides more latitude to TxDOT
and the Texas Transportation Commission in determining a route for I-14 through Brazos
County. The TAC has reviewed the resolution and recommended that the Policy Board
consider the resolution for adoption. Action Required. (See attachment.)
8) Policy Board Concurrence on Including Jones-Butler Road Bridge to the FM2818
Project Using Category Two Funds
-In order to provide safe connectivity to property owners along Jones-Butler Road and
adjacent to FM 2818, both the City of College Station and the Texas Department of
Transportation examined potential solutions for providing safe access to property owners
along Jones-Butler Road that would be impacted by the FM 2818 project. The solution
that optimizes safety, access and at the lowest possible cost is to construct a bridge over
FM 2818 for Jones-Butler Road but does not provide direct access to FM 2818. It would
then be incumbent upon the City of College Station to construct an extension of Jones
Butler Road to its intersection with Holloman Drive. The bridge project would require an
additional $5.5 million in Category Two funds. Currently, the MPO has an unencumbered
Category Two balance of $10.8 million. Before undertaking design work for the bridge,
TxDOT has asked that the MPO Policy Board provide their support for the inclusion of the
bridge as part of the FM 2818 project. The TAC has unanimously recommended that the
Policy Board support the Jones-Butler Road bridge as part of the FM 2818 project. Action

9) Presentation on the FM 158/William J Bryan Parkway Improvements
-Mr. Paul Kaspar, City Engineer for the City of Bryan will provide an overview of planned
improvements to William J. Bryan Parkway that resulted from a rigorous public
involvement process.
