1. Call meeting to order.
2. Executive Session will be held in the Administrative Conference Room.
Consultation with Attorney {Gov’t Code Section 551.071};
Possible action. The City Council may seek advice from its attorney regarding a pending or
contemplated litigation subject or settlement offer or attorney -client privileged information .
Litigation is an ongoing process and questions may arise as to a litigation tactic or
settlement offer, which needs to be discussed with the City Council. Upon occasion the City
Council may need information from its attorney as to the status of a pending or
contemplated litigation subject or settlement offer or attorney -client privileged information .
After executive session discussion, any final action or vote taken will be in public. The

Recommendation(s): City Staff recommends moving forward with the funded renovation project of
the current police headquarters building for $5,000,000.00, which allows for the relocation of several
city departments and eliminates the need for lease space at 511 University Drive.
Summary: With the approval of the new Police Headquarters project and the new City Hall project,
there is a need and an opportunity to relocated several City Departments. A portion of the City Hall
project is to demolish 1207 Texas Ave (old fire station) where Facility Maintenance and Human
Resources is currently located. The new police headquarters allows for the current police
headquarters to be renovated and repurposed for other City departments. City Staff plans to:
1) Move Human Resources into the new City Hall building.
2) Relocated Community Services from 511 University Drive to the current police headquarters
eliminating their over $10,000 per month lease cost.
3) Relocate Fire Administration to the current police headquarters, allowing space for their
Community Risk Reduction team, Logistics / Quarter Master and Training team to be housed with the
rest of the Fire Administration Staff.
4) The relocation of Fire Administration allows for Facility Maintenance Administration to use that
space, bringing their administrative team to one dedicated space.
The new police headquarters project is schedule to be substantially complete on February 28, 2020.
The renovation of the current police headquarters and the relocation of the above mentioned
departments, would happen after February of 2020.

Budget & Financial Summary: The deferred maintenance and renovation of the current police
headquarters building has been approved at $5,000,000.00 and allows for the changes above to
occur and eliminates the cost of the lease space at 511 University Drive.

Recommendation(s):
Staff recommends Council receive the presentation and provide feedback/direction on the City Hall
financing plan.
Summary:
At the City Hall Council Retreat in February of this year the City Council provided direction on moving
forward with a new city hall at the current city hall location on Texas Avenue. In September the CIty
Council approved the design contract with Kirksey Architecture to design the new city hall. The
proposed budget includes the new city hall project. This presentation will go through the funding plan
for the city hall project.
Budget & Financial Summary:
The new City Hall project budget is $33,000,000. Additional information will be provided at the
meeting.
