AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS,
CANVASSING RETURNS AND DECLARING RESULTS OF THE GENERAL AND
SPECIAL ELECTION, HELD ON NOVEMBER 6, 2018, FOR THE PURPOSE OF ELECTING
A CITY COUNCILMEMBER PLACE 4; AND FOR THE PURPOSE OF SUBMITTING
PROPOSED AMENDMENTS TO THE CITY CHARTER TO THE VOTERS.
RECITALS:
1. On July 26, 2018 the City Council ordered that a General and Special Election be held on
November 6, 2018 for the purpose of electing a City Councilmember Place 4; and for the
purpose of submitting proposed amendments to the City Charter.
2. Notice of this election was duly published in The Eagle on October 10 and 17, 2018 and in
La Voz Hispana on October 12 and 19, 2018.
3. A copy of the notice was posted on the bulletin board at City Hall on October 11, 2018.
4. This election was duly and legally held on November 6, 2018, in conformity with the
election laws of the State of Texas, and the results of the election have been certified and
returned by the proper judges and clerks.
5. The City Council of the City of College Station, Texas with the following members present:
Mayor Karl Mooney, Councilmembers Bob Brick, Jerome Rektorik, Linda Harvell, Barry
Moore, and John Nichols have today considered the returns of the General and Special
Election held on November 6, 2018.
6. It appears to the Council, and the Council finds, that the election was in all respects lawfully
held.
7. It appears to the Council, and Council finds, that the tabulation of the results of the election
is correct.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION,
TEXAS:
SECTION 1. The General and Special Election of November 6, 2018 was duly called, notice of
the election was given in accordance with law, and the election was held in accordance with law.
SECTION 2. The tabulation of votes cast in the General and Special Election held on November
6, 2018, for the purposes stated in Recital 1 above, a copy of which is attached to and made a part
of this ordinance. is adopted as the official tabulation of the votes cast at the election, and the
tabulation will be filed and recorded in the official records of the City of College Station as the
official canvass of the election.
SECTION 3. The official canvass of the returns of the election reflects the following:
A. For the City Councilmember, Place 4, the following votes were cast:
Joe Guerra, Jr. 10,606
Elianor Vessali 11,133
SECTION 4. That Elianor Vessali received a majority of the votes and is elected to serve as City
Councilmember, Place 4.
The following votes were cast for and against the following numbered propositions:
PROPOSITION NO. 1
Shall Article III (The City Council), Section 17 (Number, Selection, Term) of the College Station
City Charter be amended to provide for the regular election of the Mayor and City Council
Members to be held in even-numbered years, for four (4) year term lengths for the Mayor and
Council Members, and that the Mayor and Council Members be eligible to serve consecutive
regular terms totaling no more than eight (8) years?
Votes for Proposition No. 1: 18,005
Votes against Proposition No. 1: 7,695
PROPOSITION NO. 2
Shall Article III (The City Council), Section 29 (City Attorney) of the College Station City Charter
be amended to permit the City Attorney to reside either within the City or within the extraterritorial
jurisdiction of the City?
Votes for Proposition No. 2: 18,997
Votes against Proposition No. 2: 6,499
PROPOSITION NO. 3
Shall Article III (The City Council), Section 30 (City Internal Auditor) of the College Station City
Charter be amended to make the appointment of the City Internal Auditor mandatory and to
remove the reference to contracting for the duties of City Internal Auditor?
Votes for Proposition No. 3: 17,828
Votes against Proposition No. 3: 5,916
PROPOSITION NO. 4
Shall Article IV (The City Manager), Section 40 (Qualifications) of the College Station City
Charter be amended to permit the City Manager to reside either within the City or within the
extraterritorial jurisdiction of the City?
Votes for Proposition No. 4: 18,364
Votes against Proposition No. 4: 6,699
PROPOSITION NO. 5
Shall Article VII (Finance Administration), Section 68 (Contracts for Improvements) of the
College Station City Charter be amended to allow the City to determine by ordinance the methods
to be used to satisfy notice requirements for competitive purchasing?
Votes for Proposition No. 5: 16,155
Votes against Proposition No. 5: 7,073
SECTION 5. That Amendments to the City Charter in the Propositions Numbered 1 through 5
having been approved by a majority of the votes cast in the election, shall take effect from and
after the effective date of this ordinance.
PASSED, APPROVED AND ADOPTED this the 19th day of November 2018.
