Workshop Meeting

1. Call the meeting to order.
Chairperson Kee called the Workshop Meeting to order at 5:31 p.m.
2. Discussion of consent and regular agenda items.
There was no discussion.
3. Discussion of new development applications submitted to the City.

4. Discussion of Minor and Amending Plats approved by Staff.

5. Presentation, possible action and discussion regarding possible changes to the Unified Development
Ordinance (UDO) related to the creation of a middle housing zoning district.
Planning Administrator Golbabai presented the changes to the UDO to the Commission explaining that
this would make it easier to create smaller multi-family type developments, and requested feedback from
the Commission.
Following discussion, the Commission expressed general support for the concept of creating a middle
housing zoning district. The Commission also expressed support for limiting a multiplex to 12 units.

6. Presentation, possible action, and discussion regarding possible changes to the Unified Development
Ordinance (UDO) related to ‘Neighborhood Conservation Overlay Districts (NCO)’.
Planning Administrator Golbabai presented several options designed to provide more flexibility for
NCOs.
Following extended discussion, the Commission expressed general support for the concept of providing
more flexibility for items that could be included in a neighborhood conservation overlay district.
However, there was not a consensus regarding the item restricting the number of unrelated occupants.
The Commission also expressed concerns about the current NCO application process and voiced support
for increasing the petition threshold above the current requirement of 50 percent plus one.
7. Presentation, possible action, and discussion regarding the P&Z Calendar of Upcoming Meetings.

8. Presentation, possible action, and discussion regarding an update on the following item:
*A Rezoning for approximately five acres located at 401 Aurora Court from GS General Suburban to D
Duplex. The Planning & Zoning Commission heard this item on June 7, 2018, and voted (7-0) to
recommend approval. The City Council heard this item on June 28, 2018, and voted (7-0) to approve the
request.
9. Discussion, review and possible action regarding the following meetings: Design Review Board, Bio
Corridor Board.
There was no discussion.
10. Discussion and possible action on future agenda items - A Planning & Zoning Member may inquire
about a subject for which notice has not been given. A statement of specific factual information or the
recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the
subject on an agenda for a subsequent meeting.
There was no discussion.
11. Adjourn.
