AGENDA ITEM NO. 4: Presentation, possible action, and discussion to consider Alternative Compliance to the Unified Development Ordinance Section 7.10 Non-Residential Architectural Standards for 707 Texas Avenue Building D. located at 707 Texas Avenue Building D. Case# NRA2018-000030 (J. Constantino) Senior Planner Constantino presented the item to the Board. He stated that the applicant is requesting an alternative compliance to the UDO Non-Residential Architectural Standards. The applicant presented the plans for the building and discussed the type of material that would be used for the building. There was general discussion amongst the Board regarding the look and type of materials that were proposed. Board Member Miranda motioned to approve the request with a change to Façade E, to raise the hardie panel above the top of the windows. Board Member Durden seconded the motion which passed (6-0). The Unified Development Ordinance grants the Design Review Board (DRB) the authority to hear and decide proposals for alternative compliance to the Non-Residential Architectural Standards. Specifically, Section 7.10.D states: The Design Review Board (DRB) may authorize variation to the overall requirements of the Non-Residential Architectural Standards through application from a licensed architect for an alternative compliance approval that would allow innovative or visually interesting design or to address unique circumstances not otherwise permitted through strict adherence to this section. Such requests must show reasonable evidence that the purposes of the requirements as set forth in this section were maintained and the additional design flexibility afforded does not provide a means to permit design of lesser quality. Based on these criteria, the Design Review Board can act upon the proposed request in one of the following ways: 1)Approve the request as proposed2)Approve the request with conditions3)Deny the request ITEM SUMMARY: PGAL Architects are requesting an alternative compliance approval to the overall requirements of the Non-Residential Architectural Standards by seeking to demonstrate that the provided architectural relief elements and building materials are more functional due to the unique nature of the building. CRITERIA: In order to promote quality construction and visually interesting non-residential structures, the UDO specifies minimum architectural standards that include building materials and architectural elements to achieve this goal. While 800 Krenek Tap Road meets some of the requirements, not all elements are compliant with adopted standards. The reasoning for the non-compliant features as highlighted by the applicant are described in more detail below. As the intent of the Design Review Board’s alternative compliance process is to offer an approval option that allows architects and the Board the ability to discuss overall visions and individual design decisions, dialog is not limited to non-compliant design elements. The architect for the project has provided a letter regarding the request, which is attached to this report. These elevations were also presented to City Council on January 11, 2018, for discussion, and Council approved the overall concept and design of the facility as presented today. Design Review Board September 14, 2018 Page 4 of 4 Architectural Relief In order to provide visual interest, the primary façade or façade visible from a public right-of-way must use at least one (1) architectural relief element for every twenty-five (25) horizontal feet of façade length. The applicant believes that the addition of architectural elements to the Annex would draw unwanted public attention to the structure. Roofline Design The horizontal line of a flat roof or parapet along primary entrance façades, facades facing a public street classified as a minor arterial or greater on the Thoroughfare Plan, or façades visible from a public street must vary a minimum of two (2) feet up or down where no more than 66% of the roof line is on the same elevation. The elevation for the Annex submitted by the applicant does not show the required roofline articulation. The applicant states that the Annex is a private and secure building designed for utilitarian purposes and storage and is not meant to be visible to the public or meant to attract public attention. For this reason, the design is kept minimal with a low roof pitch and a 6-foot opaque security fence obscuring public view. Building Materials Facades visible from a public right-of-way must provide a minimum of 10% brick, stone, marble, granite or any concrete product that integrates color and texture/pattern that simulates brick, stone, marble or granite. Wood or cedar siding, stainless steel, chrome, standing seam metal, premium grade architectural metal, or architecturally finished metal panels (not corrugated metal) shall not cover more than 30 percent of any façade. The Annex has two facades visible from a public right-of-way (Dartmouth Street) that do not provide the minimum and maximum material requirement as required. To maintain a sense of material quality, the applicant has proposed that a portion of the building which is visible to passing traffic is constructed of brick. The design of the Police Headquarters utilizes several of the Architectural Relief Elements required by the UDO such as roofline articulations, wall plane projections with a minimum of four-foot depth, and a well-defined cornice. However, many of the elements defined in the UDO such as, canopies, decorative awning, balconies, and boxed or bay windows are not appropriate design elements for a police headquarters building. Due to this, we relied on Section 7.10.10.A.10 of the UDO which states that “Other architectural relief elements that provide a visual interest to the affected façade and are of a physical scale to possess architectural significance may be approved by the Administrator.” To add visual interest to the design, we used decorative window lintels and sills, a stone watertable and cap, wing walls, multiple methods of brick articulation, detailed entrance columns, and material changes to create a detailed, interesting, and resolved architectural design. The Annex is a private and secure building designed for utilitarian purposes and storage and is not meant to be visible to the public or meant to attract public attention.
