Municipal parks and recreation programs are not just for fun.
Just as water, sewer, and public safety are essential public services, parks are vitally important to establishing and maintaining our high quality of life, ensuring the health of our families and youth, and contributing to the economic and environmental well-being of our community and region. Cities that pride themselves on their quality of life, promote themselves as a desirable location for businesses, and are responsible stewards of their natural resources typically offer a robust, active system of recreation programs and parks and for the public’s use and enjoyment.
Neighborhood and community parks also expand the local tax base and increase property values. The National Recreation and Park Association has shown that privately owned land near parks increases in value, which raises property tax revenue and improves local economies. A Texas A&M review showed that 20 of the 25 related studies found that property values were higher when a park is nearby. “The real estate market consistently demonstrates that many people are willing to pay a larger amount for property located close to parks and open space areas than for a home that does not offer this amenity,” the study noted.
I believe in the inherent and intrinsic value of Parks and Recreation. I have devoted my entire professional life to that passion. Most of you recognize that parks enhance our quality of life, but it is well established that parks also play a key role in the success of our local economy.

and services. The Parks & Recreation Department complies with Title II Standards of the Americans
with Disabilities Act. Questions regarding special accommodations should be directed to parks staff at

BOOKS & SUPPLIES
Books and supplies are not included as part of the class fee unless stated in the class description.
WAITING LIST
If registering for a class that has already been filled, your name can be placed on a waiting list. This does
not guarantee your spot, but individuals will be contacted if one becomes available.
CANCELED CLASSES/SESSIONS
If a class/session is canceled, every effort will be made to notify parents and students by telephone prior
to the first class meeting. Refunds will be processed within two weeks of cancellation by check. No cash
refunds will be issued.
WITHDRAWALS & REFUNDS
Classes and programs are subject to a $20 transfer/cancellation fee. Refunds are processed within

Smile, you may be captured on camera! City staff routinely takes photos and video of our programs and
facilities for promotional purposes. Please be aware that by utilizing our facilities and/or programs, you are
granting the City of College Station the right to use and publish your image, or your minor child’s image,
and that no monetary compensation will be given.
SATISFACTION GUARANTEED
We value you as a customer. If you are not happy with the quality of a program or service, please tell staff
at the facility immediately so that we have the opportunity to correct the situation.

FACILITY RENTALS
Rentals are on a first-come, first-served basis. Facilities will not be held without proper documentation and
fees.
PAVILION RENTALS
Pavilions are rented per day. Reservations are all-day and on a first-come, first-served basis. Fees must
be paid in full at the time of reservation. Deposits will be refunded if facilities are left clean and free of
damage. Reservations canceled within seven days prior to the rental date will incur a $20 cancellation fee.
Pavilions may be used if they are not rented, but no access will be allowed to kitchens or restrooms.
FIELD & PAVILION RENTAL DEADLINES
Monday-Thursday rentals must be made no later than 12 p.m. one business day prior to the desired
reservation date. Friday-Sunday rentals must be made no later than 3 p.m. on the Thursday prior to the
desired reservation date.
DEPOSITS
A security deposit is required for rentals. Portions or all of the deposit will be forfeited if damage, extra
maintenance, or extraordinary cleanup occurs as a result of rental. Deposits will be refunded on the
following conditions: (1) terms of your rental have been met, (2) facilities are left in good condition, or (3)
cancellation procedures have been followed.
CANCELLATION & REFUNDS
Customers must cancel three days prior to the rental date to be eligible for a refund. If a cancellation is
made fewer than three days prior to rental date, deposits will be forfeited. Refunds are processed within
two weeks of request by check. No cash refunds will be issued.

on South Padre Island, Texas by Master Angler Shane Wilson.

Veterans Memorial
is our community’s
hidden gem
Tucked away in College Station’s Veterans
Park and Athletic Complex (3101 Harvey
Rd.) is a hidden gem – a 12-acre site
dedicated to veterans from our nation’s
major wars. The Brazos Valley Veterans
Memorial (BVVM), includes life-sized
statues, a Wall of Honor, interpretive
panels and memorial sites.
Chartered in 2000 as a non-profit
corporation, the BVVM is supported
by generous community residents,
organizations, and partners, including
Brazos County and the municipalities
of Bryan and College Station. The
BVVM’s all-volunteer board’s mission is
to proactively pay tribute to veterans
through an educational venue where future
generations can learn that freedom comes
with a heavy price.
Former President George H.W. Bush
helped dedicate the BVVM on Nov. 10,
2002, and later said that the BVVM is of
similar quality to those on the famed mall
in Washington, D.C.
Louis L. Adam Memorial Plaza
& Wall of Honor
Within the Louis L. Adam Memorial Plaza
sits the 250-ton red granite Wall of Honor,
which serves as the memorial’s focal point.
The wall bears the etched names of more
than 5,000 veterans representing all
periods of U.S. history who are family
and friends of Brazos Valley residents.
Notable names include 24 presidents and
former Texas A&M University students who
received the Medal of Honor, the nation’s
highest military award.
Do you have a beloved veteran you’d like to
add to the Wall of Honor?
The veteran may be living, deceased or active,
and does not have to be a Brazos Valley resident.
The cost is $150 per name, and the application
deadline is Aug. 15 each year. New additions are
recognized at the annual Veterans Day Ceremony.
Names received after Aug. 15 will be recognized
the following year.
Lynn Stuart Pathway & Memorial Sites
The Lynn Stuart Pathway is a half-mile trail
connecting the BVVM memorials. The pathway
features interpretive panels with historical
background for each conflict, granite markers, and
steel benches adorned with donor plaques.
Of the trail’s 18 memorial sites, 10 have life-sized,
bronze statues designed and sculpted by Navasota’s
J. Payne Lara. Notable sites along the trail include
the War on Terror Memorial that displays a steel
relic from one of the World Trade Center towers
and the Vietnam War Memorial that features
a 15-foot-high bronze UH-1D Huey helicopter
plate depicting soldiers preparing to drop into a
dangerous landing zone.
Future statues are planned to commemorate the
Spanish-American War, Philippine Insurrection,
China Relief Expedition, Mexican Border Service,
Granada/Panama/Dominican Republic, Southwest
Asia (Desert Storm/Shield), and Kosovo War.
World War I Statue Dedication
& Veterans Day Ceremony
On Sunday, Nov. 11, which is the 100th anniversary
of the end of World War I, the BVVM board will
dedicate a statue titled “Over the Top” at 4 p.m. at
the World War I memorial site. The annual Veterans
Day ceremony will follow at 5:30 p.m. in the Louis
L. Adam Memorial Plaza. Both events are free and
open to the public.

With 51 developed parks, College Station offers
plenty of volunteer opportunities for residents to
help maintain and beautify the city’s outstanding
park system. Whether you belong to a community
organization, corporate group, or just want to
serve your neighborhood, park cleanups are
a great way to enhance our quality of life by
maintaining safe and inviting parks.
Your service also fosters a sense of community
pride, spirit and responsibility. The Parks and
Recreation Department will help coordinate a
meaningful day of service for individuals and
groups of all sizes to help improve our parks,
landscaped areas, greenways and recreational
facilities.
Cleanups are self-led and can take place anytime
within the park hours. You can propose a date,
time and location for a park cleanup by contacting
us at 979.764.3486 or parks@cstx.gov.
Bring plenty of water, snacks, first aid kit, a phone,
sunscreen and anything else you might need over
the course of your cleanup. Free trash bags can be
picked up at the Parks & Recreation office at 1000
Krenek Tap Road in Stephen C. Beach Beachy
Central Park.
In choosing a project, note the acreage of the site.
One person can reasonably be expected to clean
about two acres in a three-hour shift. Your focus
will be the removal of large and small non-natural
materials. You can place filled trash bags and
larger items in or near a city dumpster.
Don’t forget to take a picture of your efforts and
post on Twitter with the hashtag #CSTXPARKS.

The City of College Station believes everyone should experience the compelling benefits of recreational sports, regardless
of physical or developmental challenges. Challenger Sports provides that opportunity. The programs are designed to build
confidence and self-esteem for those with special needs in a fun, positive environment. Participants learn skills and challenge
themselves in a program tailored specifically to their needs. They are paired with volunteers from Project Sunshine, whose
goal is to build friendships while bringing smiles to children’s faces. Participants sometimes stay in the program for many
years, developing lasting friendships with fellow participants, staff and Project Sunshine volunteers.

The Larry J. Ringer Library Expansion Project was approved by College Station voters in 2008. The $6
million+ contract with Acklam Construction includes a 12,000-square-foot addition and the renovation
of the existing 16,000-square-foot building. The expansion consists of a large program room and a
more substantial children’s area, along with parking improvements.

CONSTRUCTION UNDERWAY
Established through the Morrill
Land Grant Act, the Agricultural and
Mechanical College of Texas, now
known as Texas A&M University,
became the first public institution
of higher learning in Texas. Classes
began Oct. 4, 1876. College Station,
Texas was designated in 1877 by
the U.S. Postal Service. The name
was derived from the train station
located near campus.
On Oct. 19, 1938 by a vote to
217-39, College Station officially
incorporated as a city. The first
City Council meeting was held
on Feb. 25, 1939. At the time of
incorporation, state law did not
allow a general law city to hire a
city manager. As a result, College
Station employed a business
manager until 1943 when state law
was changed to permit general law
cities to make use of the council-
manager form of government.
College Station became the first
general law city in the state of
Texas to employ a city manager.
In 1952, once College Station's
population exceeded 5,000,
College Station voters approved a
home rule charter that provided
for the council-manager form of
government.
College Station’s population now
exceeds 118,000 and has still found
a way to maintain a small-town feel
and charm. It is recognized as one
of the nation’s top 10 places for
business, jobs, families and retirees,
and is the only city in the country
with six nationally accredited
departments -- parks, public works,
water, fire, police and public safety
communications.
Everyone is invited to celebrate the
city’s 80th anniversary in Richard
Carter Park on Sunday, Oct. 21
from 2-4 p.m. Local organizations
will have booths, activities and
tours that will focus on historic
preservation, community service
and education. Organizations
joining the City of College Station
include the Historic Preservation
Committee, A&M Garden Club, La
Villita Daughters of the American
Revolution, Monarch Gateway,
Brazos Valley Master Naturalists,
and The Children’s Museum of the
Brazos Valley.
Richard Carter Park, designated
as an official state historical site
in 1984, is the homestead of
Richard Carter, College Station’s
earliest settler who arrived from
Alabama in 1831. Carter’s original
land grant from the Mexican
government consisted of 4,428
acres and covered most of what
College Station is today. The park
includes an interpretive center with
displays about Richard Carter and
the reconstruction of the original
water well. There is also an open
play area, a discovery garden area
featuring decks, seating, indigenous
plants, a historical marker and a
bronze sculpture by Albert Pedulla.
The sculpture was installed in
1986 and symbolizes the staking
of the claim by Richard Carter,
which resulted in the settlement
of College Station and the Brazos
Valley. In 1991, the graves of
Richard Carter, his wife and family
members were moved from an
adjacent site to the park itself.

In Texas -- where the typical 10-day outlook is for sunny, 100-degree days -- we thrive on severe
weather. Many of us are adrenaline junkies when it comes to thunderstorms, tornadoes, or any
significant deviation for the usual forecast.
While we don’t discourage that, we want you to be
safe and informed when using our parks when the skies begin to darken.
In the past, we’ve asked our park users to rely on the Thor Guard lightning prediction systems in our parks.
Thor Guard uses a sensor and computer to measure and analyze the electrostatic field in the atmosphere.
Lightning originates in this field, allowing Thor Guard to make calculations predicting its occurrence, even when there is no visible evidence of lightning.
As technology has changed and adapted to weather
systems and patterns, we have been investigating actual detection systems, which would establish radiuses for parks, facilities, and events and send
notices to the city website, staff and user groups. Until that switch is complete, it would be wise to use
severe weather best practices. Participants and guests of College Station’s parks and
recreation facilities should be aware of developing or approaching weather hazards before and during
outdoor activities.
DEPENDABLE RESOURCES Local Radar: Area satellite Information can be
obtained through websites and apps such as WeatherBug, Accuweather, Intellicast, and KBTX.
Local TV: KBTX-TV’s meteorologists frequently broadcast live weather reports – including Doppler
radar -- when conditions warrant.
Observation: Rely on sight and sound when monitoring potential weather hazards.
NOAA: The National Oceanic and Atmospheric Administration has a national network of radio
stations that broadcast continuous weather information 24 hours a day from the nearest National Weather Service office.
LIGHTNING SAFETYA Lightning strike’s distance from you is easy to
calculate: if you hear thunder, the associated strike is 6-8 miles away. The distance from Strike A to Strike B also can be 6-8 miles. WeatherBug maintains real-
time data on area lightning strikes.
A good lightning safety motto is: "If you can see
lightning, flee it; if you can hear thunder, clear it."

Off-road vehicles are not allowed in city parks.
Golfing or (practice) driving of golf balls in the parks
is prohibited.
Please obey all “FIELDS CLOSED” signs.
Glass bottles and containers are prohibited.
Alcohol may be consumed in city parks by adults 21
years of age or older. If you have a function where
alcohol is served, neither the alcohol nor anything else
can be sold without a TABC license.
Fishing in park ponds is free and open to the public.
Texas Community Fishing Lake special regulations, as
well as statewide regulations, apply to all city ponds.
For special and statewide regulations, fishing license
information, and daily bag limits, contact Texas Parks
and Wildlife.
Dogs while in heat shall not be permitted to use
designated dog parks.
Dogs younger than four months of age are not
allowed in off-leash parks.
Any dog over four months of age must be rabies
vaccinated and registered with Brazos County.
Registration tags can be purchased through your vet
or the Aggieland Humane Society.
Your dog must wear their current county and rabies
vaccination tags. Registration shall cover a period of
one year from date of issuance, in conjunction with
the date of rabies vaccination.
Acts of aggression against other dogs are prohibited.
Dogs must be removed if uncontrollable.
Handlers must stop dogs from digging holes in a park
and cover up any holes created by their dogs.

Stephen C. Beachy Central Park
Enjoy old-fashioned hayrides, cookies and hot cocoa,
live entertainment, a petting zoo, inflatables, real snow
slides, photos with Santa and more! Guests may bring
their own refreshments. Coolers must be 48 quarts or
smaller. Alcohol, glass containers and pets are not allowed.
FREE ADMISSION!
Recreation Drive will close from 4-10 p.m. and visitors
will not be able to drive through the park. Shuttles will
run from 5:30-10:30 p.m. from the Post Oak Mall parking
lot (JC Penny side) to Stephen C. Beachy Central Park.
Handicap parking will be located at the Stephen C. Beachy
Central Park softball complex (accessible from Highway 6).
