Register 24/7 at rectrac.cstx.gov 6 | COLLEGE STATION PARKS & RECREATION GUIDE | Spring 2016 Single-Stream Recycling Program NO BAGS OR SORTING REQUIRED! NEW The City of College Station’s single-stream recycling program allows you to put your recyclables in the same container to be collected every two weeks from single-family homes, city building and facilities. In 2015, the city tested single-stream recycling for eight months with 300 homes in Emerald Forest. Recycling increased from 9 1/2 pounds collected per household each month to 25 1/2 pounds, and garbage collection decreased from 13 tons to five each month. In October, the College Station City Council approved a single-stream recycling collection franchise ordinance and service agreement with Brazos Valley Recycling. Fewer trips to the landfill and a possible reduction in landfill tipping fees also mean the new recycling program won’t be accompanied by an initial rate increase. In the previous curbside recycling program, you had to sort your recyclables in clear plastic bags. If you live in a single-family home, you’ll get a blue, 95-gallon recycling container sometime in January — even if you didn’t participate in the old curbside program. Collection begins on your designated day two weeks after you receive the new container. Before you place recyclables in the container, keep these things in mind:• Paper and cardboard recyclables must be dry and free of food debris. • Caps from plastics should be removed and discarded. • Rinse and clean all containers. On your designated collection day, place your full container at the curb by 8 a.m. It should be about 4 feet from obstructions, including your green garbage container. After collection, the container should be removed from the curb within 12 hours. Recycling options are also available for businesses and apartments. To learn more, visit cstx.gov/recycle. 8 | COLLEGE STATION PARKS & RECREATION GUIDE | Spring 2016 When most of us think of athletes, we see exuberant young people with chiseled bodies pouring their hearts and souls into competition. That image is certainly on display in College Station through Texas A&M University’s highly successful athletic teams. As we get older and our bodies start to ache, most of us are content to transition from participant to spectator. But for some brave and hearty souls, an innate desire for competition simply doesn’t allow them to surrender to the hands of time. That’s what’s so intriguing about the Brazos Valley Senior Games scheduled for Feb. 18-21. Ages 50+ are invited to compete in track and field, swimming, basketball, cycling, golf, 5K, archery, bowling, horseshoes, pickleball, disc golf, washers, table tennis, tennis, 3-on-3 basketball, cornhole, and basketball skills. Gold, silver and bronze medals will be awarded in each event and age group. The Brazos Valley Senior Games is held at facilities and venues across College Station and Bryan: Brian Bachmann Community Park, College Station High School, Gander Mountain, Veterans Park & Athletic Complex Grand Station Entertainment, Lincoln Recreation Center, Southern Oaks Park, Sue Haswell Park, Southwood Community Center, Wolf Pen Creek Amphitheater, and College Station Middle School and Natatorium. A welcome reception will be held on Saturday, Feb. 20 at Pebble Creek Country Club. The number of participants has more than doubled since the event’s inception in 2013, with 504 athletes between the ages of 49 and 91 competing in 2015. Among the competitors were 423 out-of-towners — including one from Los Angeles, Calif. — and 205 women. The most popular event was pickleball with 154 participants. Registration is only $30 and includes a t-shirt and two reception tickets, with an additional $4 fee per event. Registration is Jan. 4-Feb. 12. Learning has never been so much fun! You can enroll in the entire series or just the ones of interest. Parent must accompany child. SCIENCE OF THE FIVE SENSES Children use their five senses every day to learn about the world around them. In science, we also use our five senses to make observations that are critical in evaluating our experiments and forming valid conclusions. Participants will use their eyes to explore cool optical illusions, their ears to explore some out- of-this-world sounds, and use their sense of smell, taste and touch with fun hands-on experiments. Ages 3-5 | $20 | Wed. | Feb. 3 | 1:45-2:30 p.m. Southwood Community Center SOLIDS, LIQUIDS & GASES Young scientists will get to examine the most common state of matter in the universe – plasma, explore various states of matter (solids, liquids, gases), and create tornado tubes, Cartesian divers, slime, quicksand and more. Participants will explore the principles of flight as we make balloon helicopters, paper jets, and launch rockets up to 200 feet in the air. It will be a high-flying good time! Want to see a chameleon catch a cricket with its long tongue, bottle-feed a baby goat or look at a tarantula up close? Then this class is for you! Participants will discover the animal kingdom and learn the biology of reptiles, amphibians, mammals, birds and insects. All animals are safe for children to touch if they would like. PATTY’S DAY In honor of St. Patrick’s Day, we’ll explore the science of rainbows and utilize science to create fun crafts. Each student will leave the class with rainbow diffraction gratings, “gold” pennies, green “snow” and special bracelets that change color in the sunlight. Ages 3-5 | $20 | Wed. | March 9 | 1:45-2:30 p.m. Southwood Community Center KITCHEN SCIENCE A yummy look into the science of fun foods. We will make homemade ice cream, cotton candy, rock candy, and secret fizzy and fun concoctions while discovering the secrets of the actual chemistry behind food. A delicious way to understand the interaction of ingredients. Ages 3-5 | $20 | Wed. | March 23 | 1:45-2:30 p.m. Southwood Community Center MOTION CIRCUS Let’s run away to the circus and explore behind the scenes. Get lifeguard certified! Through videos, group discussion and hands-on practice, you will learn patron rescue, surveillance skills, First Aid and CPR/AED. Participants will receive a two-year CPR/AED certification and two-year lifeguarding certification. There are four sessions to choose from. Be prepared to enter the water on each day during your session. Participants must attend each class during their session at the times listed. Candidates must pass written and practical exams in order to receive certifications. You may download a lifeguard manual or purchase required books from redcrossstore.org. To work as a lifeguard for the City of College Station, candidates must be at least 16 years old. QUALIFICATIONS • Must be of mature and dependable character. • Must be able to swim 300 yards continuously in the following order with no time requirement: 100 yards of front crawl using rhythmic breathing (to the side or front) and a stabilizing, propellant kick; 100 yards of breaststroke using a pull, breath, kick and glide sequence; and 100 yards of either the front crawl, breaststroke or combination. • Must be able to swim 20 yards using the front crawl or breaststroke (starting in the water), surface dive 7-10 feet to retrieve a 10-pound object, return to the surface, swim 20 yards back to the starting point while maintaining two hands on the object and exit the water without using a ladder or steps; within 1 minute and 40 seconds. Forever Forward, Never Backward All ages filter through the Lincoln Recreation Center for various activities and programs, but many don’t realize the history and contributions of those who walked before them in this historic building. The Lincoln Recreation Center is an official Texas Historical Subject Marker for African-American Education as it was the first and only African-American high school in College Station. As our community continues to grow and diversify, it’s important to reflect on and celebrate the monumental contributions of our forebears. Thousands of citizens arrived in Brazos County as slaves. Formal education didn’t exist at the time, but the Public School Act of 1871 changed that. By 1923, 127 African-American students were enrolled in the A&M Consolidated School District. Buildings accommodated only elementary school students until an agreement was reached to bus pupils to Kemp High School in Bryan. In the 1930s, the number of African-American students steadily grew along with tuition and transportation costs. Per approval from a 1941 bond election, the school district purchased five acres of land for $100 per acre to build a high school. A&M Consolidated Negro School opened its doors for the 1941-42 academic year, and consisted of a building with six classrooms, a principal’s office, and a homemaking cottage. The school continued to flourish and expanded to 10 teachers and 296 children. An additional small plot of land one block away was purchased in 1945 for an athletic field. In 1946, the name of the school was changed from A&M Consolidated Negro School to Lincoln High School, and Willie A. Tarrow was named principal. Tennis courts, an industrial arts shop, a science building and a gymnasium were added in the next decade. Lincoln High School served as the social hub for College Station’s black community and developed a unique personality as it continued to grow. The school colors were purple and gold and students chose the panther as their mascot. The school’s motto was, “Forward forever, backward never,” and its song was, “ O’ Lincoln High.” continuted on next page 24 | COLLEGE STATION PARKS & RECREATION GUIDE | Spring 2016 Discussions about integrating the A&M Consolidated School District began in 1956. After a series of meetings and seminars, officials adopted a “wait-and-see” approach. In the early 1960s, the school district received notice that the National Association for the Advancement of Colored People was requesting immediate integration of the city’s schools. An integration plan adopted by the school district was a stair step method through which the black elementary students would be fused with white elementary students one grade at a time. Each year, a new grade would leave Lincoln and become integrated, and attendance at Lincoln became voluntary. Two of Lincoln’s teachers were reassigned to A&M Consolidated High School, and several white teachers were relocated to Lincoln. By 1965, grades one and two had been phased into the A&M Consolidated school system. On Jan. 20, 1966, a fire destroyed one of three classroom buildings, displacing 100 students. The facilities were not rebuilt and the cause of the fire was never determined. Some speculated that the fire may have been set to force integration more quickly. The local newspaper claimed that several mysterious fires were set by an unknown arsonist during that time. At the end of the 1965-66 school year, Lincoln’s doors were shut for good and the remaining students were integrated into other A&M Consolidated schools. In 1967, an informal agreement between the City of College Station and school district allowed the property to be used temporarily as a city park. The buildings were used only for occasional gatherings of small church groups. With that lease, the College Station Parks and Recreation offices moved into Lincoln and the facilities were used for continuing education classes and as a neighborhood recreation center. City property adjacent to the school became an all-purpose sports field. The homemaking cottage served as the Parks and Recreation Department Office and the industrial arts shop was converted into a shop for the department. The city bought the land in 1978 and the facilities were entirely refurbished. On June 6, 1980, the Lincoln Recreation Center was officially dedicated and has since served as a tribute to the school that once stood on the site. The center is home for many community activities, including youth after-school and summer programs, a senior outreach program, immunization program, and as an emergency management site. The memories and influence of Lincoln High School remain and its many trophies are proudly displayed. In 1982, former students formed the Lincoln Former Students Association. In addition to organizing biennial reunions, the group provides scholarships for black students and is dedicated to preserving the heritage and memories of Lincoln School. Today, the center continues the legacy of learning, community pride and freedom as it grows stronger each year. A $4.3 million expansion, approved by voters in a 2008 bond election, will soon be underway that will add a new gymnasium, additional office and meeting space, and other improvements and renovations. The project is scheduled for completion by March 2017. The Lincoln Recreation Center is hosting a variety events to celebrate African-American History Month throughout February. All breaches are subject to nes not to exceed $500. 1. Any dog, cat or ferret over four months of age must be rabies vaccinated and registered with Brazos County. Registration tags can be purchased through your veterinarian or the Aggieland Humane Society. The animal must wear its current county and rabies vaccination tags. 2. Registration shall cover a period of one year from date of issuance, in conjunction with the date of rabies vaccination. 3. It is an oense to have pets at large. At large means to be free of physical restraint beyond the boundaries of the owner’s premises. 4. It is an oense to allow an animal to make excessive noise by barking, howling, screeching, etc. 5. When not on your property, clean up after your pet. 6. Any animal impounded will be held for a minimum of 72 hours. All fees (impound fee, county registration and rabies shot fee, if needed) must be paid before an animal can leave the humane society. 7. A permit is required for more than four dogs and/or cats. Contact CSPD Animal Control. 8. It is an oense to keep or harbor any wild animal within city limits without a state permit. 9. It’s unlawful to leave an animal enclosed in a parked vehicle or enclosed trailer in a manner that subjects the animal to extreme temperatures that could adversely aect the animal’s health, safety and welfare. 10. It’s unlawful for a person to transport an animal in an open bed pickup or atbed truck on a public street or highway, unless the animal is secured in a kennel or restrained using a tether that is cross-tied to prevent the animal from falling or jumping from the vehicle or strangling on a single leash. No dunking booths, hot air balloons, pony rides, or livestock without prior approval. 3. Tents must be pre-approved and location coordinated with Parks Operations Division staff. 4. Pavilions may be used if they are not rented; however, no access will be allowed into kitchen or restroom facilities. 5. Athletic Fields must be reserved separately from Pavilion Rentals. This must be done through the Stephen C. Beachy Central Park office, 1000 Krenek Tap Road, 979.764.3486. 6. Dogs are to be kept under restraint at all times. Dogs may only be without a leash at the two designated dog parks or at Lick Creek Park where the dog is required to be under voice control. 7. All wildlife in city parks is protected. 8. It is unlawful to cut or destroy vegetation. 9. All vehicles must park in designated areas on pavement only. 10. It is unlawful to wade or swim in park ponds. 11. All firearms, airguns, crossbows, and bows and arrows are prohibited. 12. It is unlawful to litter in city parks. 13. Non-city-related advertising in city parks is prohibited. 14. Community park curfews are 1-5 a.m. Neighborhood park curfews are 11 p.m.-5 a.m. 15. Any person wishing to sell any items (food, drinks, shirts, caps, etc.) in a park must apply for a Park Vendor’s Permit at the Parks and Recreation Office (979.764.3410) and possibly a Health Permit from the Brazos County Health Department (979.361.4450). 16. No off-road vehicles are allowed in city parks. 17. Golfing or (practice) driving of golf balls in the parks is prohibited. 18. Please obey all “FIELDS CLOSED” signs. 19. Glass bottles and containers are prohibited. 20. Alcohol may be consumed in city parks by adults 21 years of age or older. If you have a function where alcohol is served, neither the alcohol nor anything else can be sold without a TABC license. 21. Fishing in park ponds is free and open to the public. Texas Community Fishing Lake special regulations, as well as statewide regulations, apply to all city ponds.
