designed to help neighborhoods prevent
mosquito breeding through the use of
mosquito dunks. Registered associations
can receive a grant of up to $200 worth
of dunks per year. Mosquito dunks are
small, donut-shaped objects that slowly
release live bacteria that is deadly to
mosquito larvae but harmless to other
living things. Dunks can be placed
directly where mosquitoes breed such
as birdbaths, rain barrels, ponds, sewers,
gutters, creeks or any other area with
standing or slow-moving water.
COMMUNITY ASSOCIATION TRAINING
Neighborhood Services has partnered
with the Greater Houston Chapter of the
Community Association Institute (CAI)
to bring quality training and workshops
to College Station homeowners and
neighborhood associations.
CAI specializes in training neighborhood
leaders and managers on the best
practices of association operations.
The sessions are lead by subject matter
experts and offer participants certificates

In 2000, the City of College Station
created the Neighborhood Partnership
Program to foster collaboration
between neighborhoods and the city.
Since then, more than 90 neighborhood and
homeowners associations have registered
with the city.
Advantages of being a registered association
include start-up support, being notified
about community happenings and items
that affect the neighborhood, monthly
Neighborhood Seminar Suppers, grant fund
eligibility and training opportunities.
GRANTS
The Strong & Sustainable Neighborhood
Grant may be awarded for several
purposes—neighborhood identification,
neighborhood-building activities, and the
implementation of city council-adopted
neighborhood plans.
Gateway Grants are matching funds for
homeowners associations to construct
signs identifying their neighborhoods at or
near their entrances.

REGISTERED ASSOCIATION CRITERIA
Geographic boundaries must be set and
may not overlap boundaries of another
registered association. Homeowners
association boundaries are determined
by deed restrictions. Neighborhood
association boundaries are established
by the association’s membership.
Homeowners associations are governed
by the State of Texas Property Code
and their membership guidelines are
detailed in the property deed restrictions.
Neighborhood association membership
should be open to all tenants and
property owners residing within the
neighborhood association boundaries.
Associations must have an election or
agreed upon selection process for officers
and representatives.
Associations may establish their own
meeting schedule. Quarterly meetings
are encouraged with the minimum
requirement of one general neighborhood
meeting per year. Meetings and records
should be open to all residents in the
neighborhood.
Each association must adopt written
bylaws that include a description of the
organization, procedures for democratic
voting and elections, and the process for
the adoption and amendment of bylaws.
A copy of the bylaws must be provided to
Neighborhood Services.

Alcohol and glass containers are not
allowed. Concessions will be available.

Have a Job for The Big Event?

house? Let Texas A&M’s The Big Event do it
on Saturday, March 28.
The Big Event is the largest, one-day, student-
run service project in the nation where Texas
A&M students come together to show their
appreciation to the community. In 2014,
20,503 Texas A&M students completed more
than 2,200 service projects in Bryan-College
Station.
