Policy Board Meeting Agenda
Wednesday, August 1, 2018 at 9:00 A.M.

AGENDA
1) Welcome and Open Meeting
-Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not On The Agenda
-Individuals who wish to address the Policy Board must fill out a Public Comment Card
describing the topic(s) they wish to address. Public Comment Cards may be obtained from
Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments
to three minutes per topic. Additional time will be allotted if Policy Board members have
questions.
3) Minutes from the July 11, 2018 Policy Board meeting.
-Consider adoption - Action Required. (See attachment.)
4) Staff Report
• Texas Innovation Alliance (Next Summit is October 28-30)
• University Drive Concept
• Statewide Category Two Funding Formula
• Transportation Resiliency Conference
• Association of Metropolitan Planning Organization's National Conference is
September 24 — September 28, 2018 in San Antonio
5) Texas Department of Transportation and MPO Agreement
- The Texas Department of Transportation and the MPO enter into a legal agreement every
5-7 years. The agreement spells out what activities each is responsible for and includes
language to ensure that both TxDOT and the MPO are in compliance with applicable
federal transportation law. The agreement under review will not expire again until 2024.
A copy of the agreement has been forwarded to the County attorney who will have reviewed
the document prior to the Policy Board meeting. Action Requested. (See Attachment.)
6) Review of Fiscal and Personnel Services Contract With Brazos County
- Every four years the MPO enters into an agreement for Brazos County to serve as the
fiscal and personnel agent for the organization. This agreement specifies the roles and
responsibilities of both parties and allows the MPO to be considered a County subdivision

for the purposes of benefits and other finance related cost savings. A copy of the agreement
has been forwarded to the County attorney who will have reviewed the document prior to
the Policy Board meeting. Action Requested. (See Attachment.)
7) Planning for Two "Typical" Days in One — Thursday Game Day in Aggieland
-Ms. Madison Metsker-Galarza, Assistant Transportation Researcher, Texas A&M
Transportation Institute, will provide an overview of the traffic management plan and the
unique challenges associated with the Thursday night football game this coming season.
