1. Call the meeting to order.
Chairman Nichols called the meeting to order at 6:00 p.m.
2. Discussion of consent and regular agenda items.
There was general discussion regarding Consent Agenda Item 3.2 and Regular Agenda
Items 5 and 6.
Director Bob Cowell stated that Regular Agenda Item 6 had been removed from the
agenda and would be discussed at a future meeting.
First Assistant City Attorney Carla Robinson made a clarification to the staff report for
Regular Agenda Item 6 stating that a determination was not made by the legal department
stating that the applicant could proceed with the proposed plat application, which
represents only a portion of Lot IAR-1. She said that the legal department gave legal
advice that the planning department followed.
3. Presentation, possible action, and discussion regarding an update to the Commission on
the status of items within the 2010 P&Z Plan of Work (see attached). (JS)
There was no discussion.

4. Presentation, possible action, and discussion regarding the evaluation of bikeability and
walkability in College Station. (VG)
Greenways Program Manager Venessa Garza gave a presentation regarding bikeability
and walkability.
5. Presentation, possible action, and discussion regarding the P&Z Calendar of Upcoming
Meetings.
April 22, 2010 - City Council Meeting - Council Chambers - Workshop 3:00
p.m. and Regular 7:00 p.m.
❖ May 6, 2010 - P&Z Meeting - Council Chambers - Workshop 6:00 p.m. and
Regular 7:00 p.m.

Chairman Nichols reviewed the upcoming meeting dates for the Planning & Zoning
Commission.
6. Discussion, review and possible action regarding the following meetings: Design Review
Board, Council Transportation Committee, Joint Parks/Planning and Zoning
Subcommittee, Wolf Pen Creek Oversight Committee, Platting Requirements and
Standards Subcommittee, Neighborhood Plan Stakeholder Resource Team, Code
Coordination Subcommittee, P&Z Subcommittee for Data Collection.
There was no discussion.
7. Discussion and possible action on future agenda items - A Planning and Zoning Member
may inquire about a subject for which notice has not been given. A statement of specific
factual information or the recitation of existing policy may be given. Any deliberation
shall be limited to a proposal to place the subject on an agenda for a subsequent meeting.
Commissioner Stearns asked for a future agenda item regarding the use of GIS to
inventory locally-owned and independent businesses and by what means beyond zoning
and the Comprehensive Plan does the City have to control the inventory.
Director Cowell said that those items would be added to list of items for the P&Z
Subcommittee for Data Collection to review.
8. Adjourn.
Commissioner Shafer motioned to adjourn the meeting. Commissioner Woodfin
seconded the motion, motion passed (7-0).

3.2 Presentation, possible action, and discussion regarding a Vacating Plat of the
Sandy Ridge Subdivision and Final Plat of the Emerald Ridge Estates Subdivision
Phase 1 consisting of 21 lots on 23.25 acres generally located east of Sandstone
Subdivision and south of Emerald Forest Phase 7, at the terminus of Emerald
Parkway. Case #10-00500039 (MKH)

Commissioner Woodfin motioned to approve Consent Agenda Items 3.1 and
3.2. Commissioner Shafer seconded the motion, motion passed (7-0).
Regular Agenda
4. Consideration, discussion, and possible action on items removed from the Consent
Agenda by Commission action.
No items were removed from the Consent Agenda.
5. Public hearing, presentation, possible action, and discussion regarding a Final Plat of
Lots l AR- l A and l ARA B, Block 1 of the Gateway Subdivision Phase One, being a
replat of a portion of Lot 1AR-1, Block 1 of the Gateway Subdivision Phase One on 6.39

Senior Planner Jason Schubert presented the replat and recommended approval.
Chairman Nichols opened the public hearing
No one spoke during the public hearing.
Chairman Nichols closed the public hearing.
Chairman Nichols and Commissioner Woodfin expressed concern about the need for
sidewalks connecting to the restaurants from the development.
Frank Mihatopoulos applicant stated that the strip center has met the standards for
sidewalks and he would look into incorporating more sidewalks within the site to allow
for better pedestrian connectivity.
Commissioner Slack motioned to approve the replat. Commissioner Greer
seconded the motion, motion passed (6-0-1). Commissioner Stearns abstained.
6. Presentation, possible action, and discussion regarding a Council Resolution about non-
compliance with provisions of the UDO for Lot IAR-1, Block 1 of Gateway Subdivision
Phase One per Section 3.3 of the UDO. (BC)
This item was removed from the agenda.
7. Public hearing, presentation, possible action, and discussion regarding a request to rezone
11.72 acres located at 3228 Rock Prairie Road West from R-1, Single-Family Residential
to PDD, Planned Development District, generally located west of Williamsgate
Subdivision Phase 1. Case # 09-00500262 (LH)
Staff Planner Lauren Hovde presented the Rezoning and recommended approval with the
following condition:

• The proposed open area between the townhome lots and the existing
single-family lots complies with Section 7.6 Buffer Requirements, of
the Unified Development Ordinance, as applicable between single-
family against multi-family.
There was general discussion amongst the Commission regarding the Rezoning.
Chairman Nichols opened the public hearing
Steve Homeyer, applicant, reviewed the Concept Plan and stated that it would be in
compliance with the Unified Development Ordinance. He also said that he would
eliminate parking on the single-family side if the Commission desired.
Commissioner Slack expressed concern about parking on the street.
Commissioner Woodfin commented that he would like to see sidewalks on both
sides of the road.
Chairman Nichols closed the public hearing.
Commissioner Woodfin asked why the developer was developing single-family lots
and townhomes, instead of just single-family lots.
Mark Homeyer, developer, stated that the reason he wanted to develop townhomes
and single-family lots is because it would offer a variety of housing and he believes
that abutting single-family to existing single-family would better suit the residents.
Commissioner Shafer suggested limiting parking to one side of the road.
Commissioner Woodfn suggested no on-street parking.
Steve Homeyer stated that the developer could not support no on-street parking
because it would limit space for a visitor to park.
Commissioner Slack motioned to recommend approval of the Rezoning with the
condition that was recommended by Staff, as well as the condition that parking
be restricted to the inner circle of the townhomes and to the side of Keefer Lane
that is opposite the single-family lots on both extensions. Commissioner Shafer
seconded the motion.
Commissioner Stearns expressed concern about student housing being developed
this far away from campus and stated that it would cause more traffic through
neighborhoods.
Commissioner Greer stated that it was not consistent with neighborhood integrity.

Commissioner Ashfield stated that he felt that the development would not be
consistent with the first phase of Williamsgate.
The motion failed (3-4). Commissioners Greer, Ashfield, Woodfin, and Stearns
were in opposition.
8. Discussion and possible action on future agenda items - A Planning and Zoning Member
may inquire about a subject for which notice has not been given. A statement of specific
factual information or the recitation of existing policy may be given. Any deliberation
shall be limited to a proposal to place the subject on an agenda for a subsequent meeting.
Commissioner Stearns asked for a future agenda item regarding the percentages of
impervious surface.
9. Adjourn.
Commissioner Slack motioned to adjourn the meeting. Commissioner Shafer
seconded the motion, motion passed (7-0).
The meeting was adjourned at 11:00 p.m.

Dear Lauren;
I am still very concerned that a development of this nature will result in increased traffic in and around
Williamsgate as well as result in an influx of college students with the attendant problems of an excessive
number of vehicles per dwelling/multifamily dwelling, noise pollution due to college parties and the sheer
volume of occupants, and a resultant drop in the property values of the single family homes in Williamsgate. I
am certain that the majority of these dwellings will end up being rentals or purchased by families for college-
age children, which de facto will result in lower property value, less effort at upkeep and poor overall
maintenance of both house and grounds. I counted sixty-eight dwellings between "single-family" homes and
townhouses. If you conservatively average three cars/trucks per home, you are looking at over 200 vehicles in
a very confined space. I am aware that "single family" dwellings occupied by students usually average at least
four vehicles, so this is very much a concern for the homeowners in Williamsgate. Please share this with both
the Staff and the committee conducting the hearing this evening.

I can see and appreciate that you are working for our best interest. Unfortunately Bekah and myself will not be
at the meeting tonight, but I would appreciate it if you could pass along these sentiments for us.
We and other residents of Williams Gate are not happy about the proposed rezoning. We are a family of
four and expected to see more family oriented development as the neighborhood matured. We picked our
builder and picked out a suitable lot that was the perfect spot for our dream home. I would like to re-iterate
that the first phase of Williams Gate was here before the barracks town homes were built to the east, and at the
time we were told that we would be surrounded by single family residential neighborhoods. We would not like
to see our small neighborhood surrounded and taken over by student oriented housing. We would not like to
see the aggie busses zooming down our street as they did when we lived in a neighborhood of duplexes
before. In fact, we came here to escape student living and to raise our family in a proper neighborhood. We
would not have built our first home here, and now we are strongly considering a move, knowing what was in
store. We have spoken with other residents who are equally unhappy, and considering a move as well. What
we would like to see happen is that the planning and zoning commision reject any change in zoning, and that
the original intent of the property be kept sound. In context, this means similar acreage and single family
dwellings with similar square footage as the first phase of Williams Gate.
Our primary concerns are as follows:
1) With additional units, there will be increased traffic in our neighborhood. The streets are already crowded
and parking on the curb is common. There is hardly room as it is for cars to park on both sides of the street
and for a single vehicle to drive down the middle. Two way traffic often causes gridlock. I have spoken with
neighborhood police officers on occasion, and one of them informed me that they once had to pull in their
mirrors just to make it down Keefer Road.
2) Additionally, traffic on Rock Prairie is already bad, and I have heard no plans for improvements on our
section of Rock Prairie road. In the mornings, the line of traffic that forms from the Welborn Road intersection
is typically backed up past the entrance to our neighborhood, and it takes us at least 20 minutes for us to get
our kids to school. This is a distance of only 1 mile, yet there are no side walks and a railroad crossing and a
busy intersection to deal with. Although walking would be faster, it is not an option. We are talking about one
of the most dangerous intersections in College Station.
3) We would like to protect a safe environment for our kids. As more university students move in, we have
seen increased bad behavior in our neighboorhood. Fast driving, broken beer bottles, late night parties
(sometimes even on weeknights), trash in the streets, and a general disregard for neighboring properties is
something we have already delt with from a few residents. With more student oriented housing, this type of
behavior will only increase.
4) By surrounding our properties on all sides with townhomes and smaller residences, this rezoning will no
doubt lower the property value of the residences already in place.
I would proprose the following solutions:
1) Dissallow any rezoning in favor of only single family residences. Can we not just build bigger houses and

charge more for them? College Station already has plenty of housing for students.
2) If we are going to allow a higher population density in this area, something MUST be done about the traffic
and general safety of Rock Prairie Road West and the intersection of Wellborn Road and Rock Prairie Road.
There are no sidewalks, no bike lanes, and high speed traffic coming down Rock Prairie Road West. This was a
problem before the construction on Wellborn road began, and it will continue to be a problem when that project
is completed. I realize that this isn't what tonight's meeting is about, but perhaps we could delay any rezoning
until after proper improvements are in place.
