Workshop Meeting
Planning and Zoning Commission
Thursday, November 16, 2006, at 5:30 p.m.

COMMISSIONERS PRESENT: Acting Chairman Dennis Christiansen,
Harold Strong, Marsha Sanford and Glenn Schroeder.
COMMISSIONERS ABSENT:
Chairman John Nichols, Bill Davis and Derek Dictson.
CITY COUNCIL MEMBERS PRESENT:
David Ruesink.
CITY STAFF PRESENT: Staff Planners Crissy Hartl, Grant Wencel, Jason Schubert, and
Jennifer Reeves, Senior Planner Jennifer Prochazka, Planning Administrator Molly Hitchcock,
Transportation Planner Ken Fogle, Sr. Assistant City Engineer Alan Gibbs, Graduate Civil
Engineers Carol Cotter and Josh Norton, Acting Director Lance Simms, Staff Assistants Lisa
Lindgren and Mandi Alford, Assistant City Attorney Carla Robinson, Information Services

1. Call the meeting to order.
Acting Chairman Christiansen called the meeting to order at 5:35 p.m.
Acting Director Lance Simms introduced the new Director of Economic Development,
David Gwin.
2. Discussion of consent and regular agenda items.
There was general discussion on Regular Agenda Items 5, 6 and 7.
Mr. Christiansen stated that Items 3.1 and 3.2 were being pulled from the Consent
Agenda and that those items would not be heard.
3. Presentation, discussion and possible action regarding the Comprehensive Plan update,
including information on the Focus Group meetings, the Citizens Congress and the
community survey.

Gary Mitchell of Kendig Keast Collaborative gave a presentation in order to update the
Commission on the Comprehensive Plan process.
4. Presentation, possible action and discussion regarding an update to the Commission on
the status of items within the P&Z Plan of Work (see attached). (JS)
Staff Planner Jason Schubert reviewed the Plan of Work.
5. Presentation, possible action, and discussion regarding the P&Z Calendar of Upcoming
Meetings. (LS)

Mr. Simms reviewed the upcoming meetings and events for the Planning and Zoning
Commission.
6. Discussion and possible action on future agenda items - A Planning and Zoning Member
may inquire about a subject for which notice has not been given. A statement of specific
factual information or the recitation of existing policy may be given. Any deliberation
shall be limited to a proposal to place the subject on an agenda for a subsequent meeting.
Commissioners would like a workshop item regarding the information on the ETJ.
Commissioners would also like to meet with County officials to discuss ETJ items.
7. Adjourn.
Commissioner Sanford motioned to adjourn. Commissioner Strong seconded the
motion, motion passed (4-0).
