COMMISSIONERS ABSENT: None. COUNCIL MEMEBERS PRESENT: None. STAFF PRESENT: Development Services Director Tomplin, City Planner Igoe, Development Manager Ruiz, Assistant Development Manager George, Senior Planner Battle, Staff Planners Fletcher, Reeves and Flanr, Assistant City Engineer McCully, Graduate Civil Engineer Thompson, Transportation Planner Fogle, Assistant City Attorney Nemoil, Economic Development Director Fout, Development Services Customer Service Representatives Elmendorf and Stanley, and Staff Assistant Hazlett. Chairman Floyd called the meeting to order at :00 P.M. AGENDA ITEM NO. I: Discussion of Agenda Items. Consent and regular agenda items were briefly discussed and clarified. AGENDA ITEM N. : Discussion of the Mixed Use Comprehensive Plan Study. Senior Planner Battle opened the discussion. He stated that there are different types of mixed uses. He defined mixed use as the combination of different but compatible land uses within a single building site or district. He reported that the committee identified three types of development: (1) Historic, (2) Northgate, (3) Master Plan Development. He pointed out that in all three cases, these could occur in College Station without there being mixed use on the land use plan. The redevelopment of existing centers does not have to have the mixed -use designation on the land use plan in order to be successful. Mr. Battled stated that mixed use would be placed on the land use plan only in areas where that is the only thing desired. This is how the subcommittee came to recommend that the mixed used designation be removed from the land use plan. Additionally, the subcommittee created a new land use category called Planned Development. Chairman Floyd expressed concern on the rapidity of implementation. Development Services Director Templin reported that he met with the Fire Marshall regarding the emergency access in Pebble Creep Subdivision. He explained that these are to be used as an emergency egrees for the residents. He stated that there would be more discussion about other entrances and future sections which will provide permanent connectivity. AGENDA ITEM N. 4: Discussion of the Unified Development Code. Development Services Director Tmplin reported that the LIDO was adopted with City Council having adopted all of the Planning and Zoning Commission's recommendations with a single modification regarding the inclusion of parking in Northgate as a Conditional Use. AGENDA ITEM N. : Subcommittee Reports. • Land Use Study re: Mixed Use • Thoroughfare Plan Amendment Transportation Planner Fogle reported that a Thoroughfare Plan meeting was held earlier in the week and that many of the residents were in opposition to the plan and will be present at the regular meeting this evening. AGENDA ITEM N. : Discussion of Minor and Amending Plats Approved by Staff. • Peach Creep Estates Replat, Lots 28A and 28B • Amending Plat for Pebble Creep 7A, Lot IO R Development Review Manager Ruiz briefly explained the details of these two items. AGENDA ITEM N. 7: Future Agenda Items. Commissioner Hall asked clarification on the used car lot that is adjacent to Douglas Nissan and Greensworld. Development Review Manager Ruiz explained that the used car dealership came before the commission and requested and conditional use permit for one year. The permit is still in affect. AGENDA ITEM N. : Adjourn. Commission Williams motioned to adjourn the meeting. The motion was seconded by Commissioner Trapani. The motion carried -. The meeting adjourned.
