AGENDA ITEM NO. 1: Presentation and discussion of the Capital Improvement scheduled
Director of Finance Cryan presented the proposed schedule for FY 1999 Capital Improvement Projects.
He explained that the City Council appointed a 27 member committee consisting of citizens and one
Council Liaison. Staffs role in the process was to identify the projects, provide a scope of the project
and provide an analysis of the project. The analysis provided by staff was not an Engineering Estimate.
He explained that the projects could exceed a Fiscal Year or they could be completed earlier than the
estimated date.. The committee was responsible for prioritizing the projects after they were identified
by Staff, The Commission asked that the approved list be provided to the Commission before it is
placed in the budget.
Commissioner Kaiser suggested to possibility of working the County and possibly Bryan to develop a a
County Park System. This was mentioned during the discussion of Lick Creek Park, The
Commissioners all agreed that this could be a possibility for the future.
Commissioner Mooney asked why Windwood Neighborhood Park was not included on the schedule
list. Ric Ploeger said that the Parks Department did not receive concern from residents.

Mr. Cryan told the Commission that the list was compiled in early 1998.

There was discussion about greenbelt land acquisition. City Planner Kee told the Commission land
acquisition came from either purchasing land or land being donated to the City.
• The Commission recognized the need for flexibility in the schedule and supported the scheduled
Commissioner Kaiser made a motion to acknowledge to the City Council that the Planning ~ Zoning
Commission reviewed the schedule, understood the principles and concurred with the need for
flexibilitye Commissioner Garner seconded the motion, which passed unopposed (5~0),

There was no other business.

Commissioner Garner moved to adjourn the meeting of the Planning and Zoning Commission.
Commissioner Mooney seconded the motion, which passed unopposed (5~0)
