AGENDA ITEM NO. 1: Approval of minutes from the meeting of June 5, 1997.
Commissioner Gribou moved to approve the minutes from the meeting of June 5, 1997 as written.
Commissioner Parker seconded the motion, which passed unanimously. (5 - 0)
AGENDA ITEM NO. 2: Consideration of a final plat of Edelweiss Estates Phase 4-B totaling
11.96 acres and divided into 50 single family lots located southwest of phase 4-A between North
Graham and Mortier Drive.
Assistant to the City Engineer Homeyer presented the staff report and stated that this plat is located
along the west side of Edelweiss Estates Phase 4-A and south of the Devonshire Subdivision. The
purpose of this plat is to subdivide 11.9 acres into fifty (50) R-1 Single Family lots. A Presubmission
Conference was not held for this plat. There were several comments identified in "Staff Notes" that
were prepared and sent to the applicant. There are sewer impact fees associated with this plat in the
amount of $14,488.50 (50 lots x 289.77 per lot) Staff recommended approval of this plat with the
condition that all "Staff Notes" are addressed.

Senior Planner McCully clarified the Streetscape requirements listed on the Staff Notes. She told the
Commission that they could either require streetscaping along the collector, not require the Streetscape
• or require the same discretion used in phase eight. She asked for a clarification on the motion to include
the requirements for streetscape. The Commission had asked for the developer to work with staff to
get streetscaping along Edelweiss to be comparable to the other sections of phase eight.
Commissioner Gribou moved to approve this final plat with Staff Notes (including streetscaping
requirements). Commissioner Massey seconded this motion. This motion passed unanimously. (5 - 0)
AGENDA ITEM NO. 3: Consideration of a final plat of The Business Center at College Station
Phase II totaling 34.7 acres divided into one M-1 industrial zoned lot located on the southeast
corner of Gateway Boulevard and State Highway 6. (97-214)
Assistant to the City Engineer Homeyer presented the staff report and explained that this plat is located
along the east side of State Highway 6 south of the Business Center at College Station, Phase I. The
purpose of this plat is to subdivide 34.7 acres into one (I) M-I Planned Industrial lot. A Presubmission
Conference was not held for this plat. There were several comments identified in "Staff Notes" that
were prepared and sent to the applicant. Staff recommended approval of this plat with the condition
that all "Staff Notes" are addressed.
Commissioner Gribou moved to approve this final plat with Staff Notes. Commissioner Lightfoot
seconded this motion. This motion passed unanimously. (5 - 0)
AGENDA ITEM NO. 4: Public hearing to consider an amendment to the Mobile Home Park
• Ordinance and the Zoning Ordinance to include requirements for manufactured housing. (97-
806)
Senior Planner McCully discussed the reasons for this amendment. She stated that last year the Zoning
Ordinance was amended to bring the restrictions in line with the Texas State Housing Act, which
requires cities to permit HUD-code manufactured homes within thecity limits (the previous ordinance
had addressed only mobile homes). Mobile homes and manufactured homes are now listed as permitted
uses in the A-O, A-OX, and R-7 zoning districts. The R-7 Mobile Home Park restrictions should be
updated to address manufactured homes and to ensure that any new parks meet the minimum standards
required of all other developments in the City. This ordinance amendment is intended to effect several
changes, including requiring Zoning Ordinance site plan requirements of Sections 9 (parking), 10 (site
plan), and 11 (landscaping for manufactured home parks); requiring location permits for manufactured
homes in the districts where the uses are permitted (R-7, A-O, and A-OX); and requiring plumbing and
tie down standards when such structures are brought into the City (R-7, A-O, and A-OX).
The draft ordinance specifically accomplishes the following:
1) Requires all mobile homes and manufactured homes to secure a location permit to ensure
compliance with setbacks and land use restrictions.

2.) Restricts delivery routes to major roadways unless movement down a residential street is
unavoidable.
• 3.) Requires new mobile home and manufactured home parks to meet minimum site standards
comparable to apartment and commercial development.
4.) Adds accessory park uses such as laundry facilities, recreation areas, etc. to the list of permitted
uses in R-7.
5.) Sets minimum area and separation standards to ensure adequate light and air, to avoid
overcrowding, and to facilitate public safety.
6.) Requires all mobile homes and manufactured homes in a park to provide skirting and to remove
trailer hitches (the draft does not extend this provision to the A-O or A-OX districts).
7.) Repeals the 1969 ordinance governing mobile home parks in its entirety.
8.) Adopts Appendix C of the Standard Plumbing Code and Appendix H of the Standard Building
Code. The Construction Board of Adjustments will make recommendation to the Council
regarding these two provisions.
The Commission has discretion to change a variety of provisions of the proposed draft. The
Manufactured Housing Act sets forth the following limitations and provisions for local authority over
manufactured homes:
• 1.) A city can completely ban any additional mobile homes in the City. Preexisting mobile homes
are grandfathered. Last year, the Commission recommended, and Council approved, that
mobile homes be a continued permitted use in the same districts as manufactured homes.
2.) A city must allow HUD-code manufactured homes in a city. Last year's amendment satisfies
this provision.
3.) A city can regulate the location of HUD-code manufactured housing. The new amendment will
ensure proper placement of these units.
4.) A city may require a permit for the use and occupancy of a HUD-code manufactured home,
which is automatically approved within 45 days unless the city denies the permit in writing. The
draft amendment provides for a standard form for such permits.
5.) A city may not require any permit, fee, bond, or insurance for the transportation or installation
of a HUD-code manufactured home if a registered retailer or installer performs that installation.
6.) A city can designate through TXDOT the routes to be used in transporting the units. Staff is
not proposing that routes are designated, only that residential streets are not disturbed during
delivery.

Commissioner Gribou asked if manufactured homes are more permanent and if the City is more
restrictive in placement of them than single family. Senior Planner McCully explained that
• manufactured homes and mobile homes are treated the same but single family "stick-built" homes are
different and are allowed in more districts.

Senior Planner McCully stated that under this draft ordinance, mobile home parks would have specific
landscaping requirements to meet.
The Commissioners asked Staff to investigate language that would provide for screeing between
Manufactured Home Parks and all other land uses.
Chairman Hawthorne opened the public hearing. Seeing no one present to speak in favor of or
opposition to the proposed ordinance amendment, he closed the public hearing.
Commission Gribou moved to recommend approval of the proposed ordinance amendment with the
screening language to be included prior to Council consideration.. Commissioner Lightfoot seconded
this motion. This motion passed unanimously. (5 - 0)

Commissioner Smith moved to adjourn the meeting of the Planning and Zoning Commission.
