AGENDA ITEM NO. 1: Approval of minutes from meeting November 5, 1992.
Commissioner Hall moved to approve the minutes from the meeting of November 5, 1992 as
written. Commissioner Smith seconded the motion which passed unopposed (5-0).
AGENDA ITEM NO. 2: Public hearing to consider a rezoning regnest by W. D. Fitch for a
0.43 acre tract located in the northwest quadrant of Rock Prairie and Rio Grande, adjacent and
to the south of Southwood Forest Phase IV, from R-1 Single Family Residential to R-4 Low
Density Apartments. (92-111)
Senior Planner Kee presented the staff reports for both agenda items two and four. The
proposed rezoning will bring the zoning line with current ownership lines. The subject tract is
part of a 3.06 acre tract, with 0.43 acres zoned R-1 and the remainder zoned R-4. Originally,
the subject tract was intended to become a part of Southwood Forest IV subdivision, but was
left out of the final plat. The area between Southwood Forest IV subdivision and Rock Prairie
Road is reflected as low density residential on the land use plan. Although the request is not in
strict compliance, the R-1 area will become a part of the existing R-4 tract. On the subject
property, the applicant intends to construct a retirement community with townhome style
housing. The five respondents to the notices sent expressed concern for the type of
development that will result; however, they had no problem with the proposed housing units for
the elderly. A presubmission conference was held on October 28, 1992 to discuss the proposed
final plat of this area. At that meeting, staff discussed cross access between the C-N and R-4
sections of Tract A and access with the adjacent property to the west. It was requested that if
this tract ever subdivides that cross access be provided between the two uses. This plat
conforms to the previously approved preliminary plat. Staff recommended approval of the final
plat with the following additions:
-- verify the dimension of the utility easement adjacent to Southwood Forest
Phase I V;

-- place a note on the plat regarding the floodplain; and,
-- show an access easement to the westerly property.
Chairperson Hawthorne opened the public hearing.
• Jim Calvin, a surrounding property owner, approached the Commission and expressed concern
with the heavy traffic flows m this area and the impact of the proposed development.
Senior Planner Kee explained that there will be two access points for this development along
Rock Prairie and one along Rio Grande. There has not been a traffic study conducted in this
specific area; however, the proposed uses are low traffic generators.
Chairperson Hawthorne closed the public hearing.
Commissioner Lane moved to recommend approval of a rezoning request by W. D. Fitch for a
0.43 acre tract located in the northwest quadrant of Rock Prairie and Rio Grande, approximately
500 feet north of Rock Prairie Road, from R-1 Single Family Residential to R-4 Low Density
Apartments. Commissioner Herring seconded the motion which passed unopposed (5 - 0).
AGENDA ITEM NO. 3: Public hearing to consider a conditional use permit request for Arco
Builders, Incorporated to allow a nursing home facility in the northwest quadrant of Rock Prairie
Road and Rio Grande, adjacent and to the west of Southwood Valley 26 Phase II. (92-713)
Senior Planner Kee presented the staff report and recommended approval of the conditional use
permit. The Project Review Committee reviewed this project on November 5, 1992 most of the
concerns expressed at this meeting have been addressed on the revised site plan; however, the
access easements to the north, east and west must be shown on the site plan and the final plat.
Only a few trees will need to be removed and those trees will be replaced. The parking lot will
be lit except for the side that backs up to the residential area to the north. The structure will be
of brick veneer with a shingle roof. Due to the weather, the applicant could not be present
during the meeting.
• Commissioner Hall suggested that the dumpster be relocated so that it does not back up to the
R-1 development to the north. e
Senior Planner Kee stated that staff would look at relocating the dumpster; however, the
dumpster should not be visible from the rights-of-way of Rock Prairie and Rio Grande.
Commissioner Smith expressed concern of the single access point along Rock Prairie and the
private 50' wide street being sufficient to handle the traffic flows of the future development of
the adjacent R-4 tract to the west.
Senior Planner Kee stated that the 50' private street should be sufficient. Any additional access
points for the adjacent R-4 tract will be considered at the time of site plan review.
Chairperson Hawthorne opened the public hearing.
Jim Calvin approached the Commission and suggested that a privacy fence be placed between
this development and the R-1 development.
Senior Planner Kee stated that a screening fence is required by ordinance.
Chairperson Hawthorne closed the public hearing.
Commissioner Hall moved to approve the conditional use permit to allow a nursing home facility
in the northwest quadrant of Rock Prairie and Rio Grande, adjacent and to the west of
• Southwood Valley 26 Phase II with notations that the access drives be noted and that staff
review the dumpster location. Commissioner Smith seconded the motion which passed
unopposed (5 - 0).

AGENDA ITEM NO. 4: Consideration of a final plat for Southwood Valley 26 Phase II. (92-

Commissioner Herring move to recommend approval of the final plat for Southwood Valley 26
Phase II with conditions outlined by staff. Commissioner Lane seconded the motion which
passed unopposed (5 - 0).
AGENDA ITEM NO. 5: Consideration of a final plat for Edelweiss Estates Phase I. (92-221)
Assistant to the City Engineer Morgan presented the staff report. A preliminary plat including
this area was approved by Council on July 9, 1992. This final plat as submitted matches the
approved preliminary. The applicant is currently working with staff on a development
agreement to address some timing and guarantee issues with Victoria Avenue and Rock Prairie
Road extensions. This agreement has not yet been approved by City Council. A presubmission
conference was held on November 5, 1992 to review this plat. Staff would recommend approval
with the condition that it is in compliance with an approved development agreement or is
constructed in accordance with out subdivision regulations and has met all Project Review
Committee comments with the exception of the Lone Star Gas Company request for an
exclusive easement along Arnold Road. Impact fees will not be determined until City Council
consideration and the construction of the line.
Commissioner Herring moved to recommend approval of the final plat of Edelweiss Estates
Phase I with staff recommendations and a variance to the sidewalk requirements of a portion
along Nottingham. Commissioner Lane seconded the motion which passed unopposed (5 - 0).
• AGENDA ITEM NO. 6: Other business.
Assistant to the City Engineer Morgan stated that the storm water management ordinance is still
being reviewed by the legal department and will probably come before the Planning and Zoning
Commission after the first of the year.
AGENDA ITEM NO. 7: Adjourn.
Commissioner Herring moved to adjourn the meeting of the Planning and Zoning Commission.
Commissioner Lane seconded the motion which passed unopposed (5 - 0).
