Planning and Zoning Commission
CITY OF COLLEGE STATION, TEXAS
7:00 P.M.
April 2, 1992
MEMBERS PRESENT: Chairperson Sawtelle, Vice Chairperson Colson, Commissioners
Esmond, Hawthorne, Hall, and Mariott.
MEMBERS ABSENT: Commissioner Smith.
STAFF PRESENT: Senior Planner Kee, Planning Technician Thomas, Assistant to the City
Engineer Morgan, and Planning Director Callaway.
AGENDA ITEM NO. 1: Approval of the minutes from the meeting of March 19, 1992.
Mr. Esmond moved to approve the minutes of the meeting of March 19, 1992 as corrected by
Chairperson Sawtelle. Mr. Hall seconded the motion which passed unopposed (4 - 1 - 0); Vice
Chairperson Colson abstained and Mr. Mariott was not present during the approval of minutes.
AGENDA ITEM NO. 2: Consideration of a preliminary plat for St. Thomas Episcopal Church
located at 906 George Bush Drive. (92-300)
Senior Planner Kee presented the staff report and recommended approval of the prelimin~~ry plat as
submitted. Water is currently provided to the site through a 6" line. Sewer is provided to the site
through a 4" line along the east property line. A water and sewer capital project to be constructed
this summer will move the water service to a 16" line along George Bush and the existing .sewer line
will be upgraded. Water and sewer impact studies show that the additional load on both systems
will be minor in nature and the existing system will handle the increased load. Traffic impact study
shows that additional traffic to the sight will be gradual and minor. It indicated that the parking
facility improvements will provide more spaces than needed to accommodate the projected increase
in traffic as a result of the increase in seating capacity. One concern with regard to traffic may be
the condition and width of Aberdeen; however, off-site improvements cannot be required with this
plat and may be considered with the conditional use permit. This property has never been platted
and is required to be prior to issuance of building permits for the expansion. A conditional use
permit was granted for the use only in 1990, but has since expired. The church will come back
before the Commission for consideration of a use permit and site plan in the future.
Chairperson Sawtelle stated that when the conditional use permit was previously considered in 1990,
a surrounding property owner expressed concern of drainage in the area. She suggested the use of
berms to help lessen the drainage impacts. The Commission should take this into consideration
when the conditional use ermit is resubmitted.

Senior Planner Kee stated that landscaping will be reviewed at the time of site plan review and the
conditional use permit process.
Vice Chairperson Colson questioned staff as to the possible improvements that may be required
along Aberdeen at the time of the conditional use permit.
• Assistant to the City Engineer Morgan stated that the surface may need to be improved through a
sealcoat that would better handle the increased traffic. These improvements will be discussed in
more detail upon consideration of the conditional use permit.
Vice Chairperson Colson moved to recommend approval of the preliminary plat for St. Thomas
Episcopal Church located at 906 George Bush Drive as presented. Mr. Mariott sc;conded the
motion which passed unopposed (6 - 0).
AGENDA ITEM NO. 3: Other business.
Planning Technician Thomas thanked the Commission for their participation in the first annual
College Station Facts Fair held on March 30, 1992.
Mr. Hawthorne commended staff for their work on the Facts Fair. Staff did an excellent job on
organizing and presenting various information at the fair. He stated that he hoped that: this would
become an annual event.
Mr. Esmond questioned staff as to the status of the conditional use permit for Bullwinkles.
City Planner Callaway stated that the applicant did not appeal the conditions of approval to City
Council; instead, he resubmitted a conditional use permit request. Staff has recently met with the
legal department to discuss the history of the case. The Commission will receive a memo
concerning this meeting.
Chairperson Sawtelle stated, "This is one of the reasons why I feel that it's really good for us to
. have one of our legal people here to answer questions for us since this has come up twice. The
young woman that was in the audience could have been anybody in the world. In my mind she was
not serving as our helper. She was not identified to me and when I asked her a question she was
busy looking out of the door like, `I don't know what's going on'. That did not make feel real
comfortable. I was serious about that when I said it and I think someone should be here with those
kinds of issues.".
City Planner Callaway stated that he agreed and that in the future staff will better review
conditional use permit requests especially with regard to state regulations. Staff will work with the
legal department to scrutinize new conditional use permit applications for night clubs, where taverns
and clubs previously existed, to determine if these requests should come before the Commission.
Chairperson Sawtelle suggested that staff also inform the applicant that he or she should participate
during the public hearing. The meeting is the applicant's opportunity to speak. If the applicants in
the Bullwinkles case would have addressed the Commission at the previous meeting, as they were
asked to do so, the outcome may have been different.
Mr. Esmond stated that the Commission was not trying to change state law. The Commission was
simply agreeing with a condition that the applicant offered.
Planning Director Callaway stated that the legal staff did not fully understand the entire history of
the case and the property. The status of the property is non-conforming since the change of the use
permit regulations. Staff will submit a memo concerning this case at the next Commission meeting.
Mr. Hall expressed concern of the dilapidated condition of the old Sneakers building along Harvey
• Road. The sign has been removed from its frame, the fence if falling and the grass is high. This
site should be well maintained especially with its location in the Wolf Pen Creek Corridor.

• Mr. Hawthorne questioned staff as to the maintenance of the area behind the brick wall along Rio
Grande near Deacon. This area definitely needs some attention.
Mr. Hall questioned staff of a City-wide letter that was going to be mailed to the general public to
inform them of their maintenance responsibilities. The Commission and staff agreed that this would
be done last summer.
Assistant to the City Engineer Morgan stated that staff placed the letters on hold until the
Ordinance Focus Group came to some conclusions concerning the pending drainage, sidewalk, and
bikeway ordinances.
Mr. Hall stated that the Commission and staff have been dealing with this problem for a year. This
is the season for high weeds and grass. Why not go through the tax maps and address the property
owners involved in this particular area to inform them of their maintenance responsibilities? If they
do not comply, the City will have something to go back on for future enforcement.
