MINUTES
Regular Planning and Zoning Commission Meeting
May 5, 1977
7:00 P.M.
411/ MEMBERS PRESENT: Chairman Stover; Commissioners Bailey, Etter, Sweeney;
City Planner Mayo; City Engineer Ash; Community Develop-
ment Planner Callaway; Planning Assistant Longley
MEMBERS ABSENT: Commissioners Mathewson, Burke, White
Agenda Item No. 1 -- Approval of minutes of meeting of April 21, 1977.
As the minutes had not been prepared, this item was delayed until the next
regular meeting.
Agenda Item No. 2 -- Hear visitors.
No one spoke.
Agenda Item No. 3 -- Consideration of a landscape-parking plan for the Southwood
Center.
This item was delayed until Item No. Other Business, because the representative

of the project had not arrived.
Agenda Item No. 4 -- Consideration of a proposed plan for alternate use of
rental storage space located at the intersection of Welsh Ave. and Southwest
Parkway.
4111 Mr. Mayo explained the situation of alternate uses at the Johnson Storage
facility on Welsh Avenue at Southwest Parkway.
Mr. Mayo pointed out that Mr. Johnson would have to find a way to designate
adequate parking spaces for the auto repair service and the light manufacturing
business.
Chairman Stover stated that the storage units should be used only for their
intended use.
Commissioner Bailey stated that he disagreed with the concept of alternate uses
for the storage spaces.
Since Mr. Johnson was not present with his proposed plan this item was passed
over.
Agenda Item No. 5 -- A public hearing on the question of rezoning a 9.06 acre
tract located on the west side of the East Bypass approximately 1000 feet north
of the intersection of Mile Drive and the East Bypass from Single Family
Residential District R-1 to Mobile Home Park District R-5 and Neighborhood
Business District C-N for the construction of a Kampground of American facility.
The request is in the name of George W. and Irene Scasta.
Mr. Mayo pointed out that the maximum density allowed in the R-5 District is
8 d.u. per acre and that this plan may require a variance to this requirement.
The public hearing was opened.
Chairman Stover read a letter from Bill Payne to Agency Records Control in
opposition to the proposed rezoning.

Mr. Walter Shumacker representing K.O.A. , Inc. , spoke in favor of the proposed
rezoning and explained the concept of the K.O.A.
Mr. Jerry Bishop, consulting engineer on the project, presented conceptual site
plans for the K.O.A. Mr. Bishop pointed out the buffer of trees surrounding
the site.
Chairman Stover questioned the advisability of allowing light trailers in the
flood zone.
Mr. Stover also pointed out that the indicated buffer areas were on other persons'
property.
Mr. Bishop pointed out that the vehicles which would be using the facility could
be moved quickly in case of a flood and that proposed development plans included
no camping facilities in the flood zone.
The public hearing was closed.
Commissioner Sweeney moved that the Commission recommend approval of the requested
rezoning.
The motion was seconded by Commissioner Bailey and failed by the following vote:
FOR --- Commissioners Sweeney, Bailey
AGAINST -- Chairman Stover, Commissioner Etter
1111 Agenda Item No. 6 -- Consideration of a final plat - University Park East located
at the intersection of Tarrow Street and University Drive,
Commissioner Bailey moved that the Commission recommend approval of the plat.
The motion was seconded by Commissioner Sweeney and unanimously approved.
Agenda Item No. 7 -- Consideration of a final plat - Glenwood, formerly called
Sandstone, located in the E.T.J. east of the East Bypass.
Chairman Stover related to the Commission the results of the meeting between the
County Commissioners and the City Staff. Mr. Stover stated that the Commissioners
had agreed to require City standards in the E.T.J.
Mr. Mayo pointed out the changes made on the final plat as required by the
Commission.
Commissioner Bailey moved to recommend approval of the plat with the addition
of the note concerning cost of sewer extension as shown on the plats of Foxfire.
The motion was seconded by Commissioner Sweeney and unanimously approved.
Agenda Item No. 8 -- Consideration of a preliminary plat - Willow Bend Mobile Home
Park located in the E.T.J. east of the East Bypass on Willow Bend Road.
1110 Mr. Mayo noted the changes to the plat made by Mr. Swoboda as requested by the
City Staff and Commission.
Commissioner Bailey moved to recommend approval of the plat with the requirement
of City construction standards and the acquisition of an additional 30 feet of

right of way connecting the proposed subdivision to the East Bypass.
41/1 The motion was seconded by Commissioner Sweeney and unanimously approved.
Agenda Item No. 9 -- Other business.
The Commission discussed the agreement between the County Commissioners concerning
development standards in the E.T.J. and the question of a country type sub-
division ordinance.
Chairman Stover advised the Land Use Subcommittee to consider the methods of
subdividing C-1 zoned tracts.
Agenda Item No. 3 was considered at this time. Mr. Tim Keniepp presented the
landscaping-parking plan for the Southwood Center.
Commissioner Sweeney moved to approve the plan with the stipulation that the
curb opening on Longmire Drive be deisnged and signed as an "entrance only".
The motion was seconded by Commissioner Etter and unanimously approved.
Chairman Stover reminded the Commissioners of the short course for planning
officials in Corpus Christi.
Agenda Item No. 10 -- Adjourn.
Commissioner Sweeney moved that the meeting be adjourned.

RE: Rezoning request of KOA
Campgrounds
Dear Mr. Stover:
I would like to submit to the Commission considering the
above referenced rezoning request , the opposition statement
of Agency Records Control (ARC) , who I represent . I
apologize to the Commission for my inability to personally
attend and address the Commission personally, however , I
• hope that my thoughts can be read and considered by the
Commission in opposition to the change requested by KOA.
ARC was , of course , one of the first , if not in fact the
first business to commit itself to development of property
along the east Bypass . The committment made by ARC in
terms of dollars was substantial , and of course , the City
of College Station is in may ways the benefactor of that
committment. Besides the present taxes paid on the
existing plant, ARC owns a total of 37-1/2 acres and
presently has under consideration, the additional develop-
ment of this acreage in a fashion similar to that of the
ARC facilities . It is our belief that the present plant
is tastefully done and that it in fact goes a long way
in welcoming people to the community as they approach the
City from the south. The plans being considered for future
development of the other acreage would further inhance
what we feel to be a very favorable first impression of
this community, presented by this facility.
I think the Commissions ' responsibility is to determine
whether or not the zoning change is in the best interest
of the community. When considering that , one of the major

considerations should be the idea mentioned above and
that is what kind of first impression this type of
development would present to people coming into the
community. Although I am certain that the Commission
will be told that this development, if allowed , would
be tastefully done , I think everyone can agree that a
development of this sort might be less desirable than
others would be .
The next major consideration that I think that the
Commission should weigh would be the effect of this
project development upon future developments in the
area. Assuming that there will be arguments presented
to the Commission on both sides of this particular
issue , I think a fair summary of all the arguments would
be that this development, if allowed, would detrimentally
affect the development of adjoining property. This is
of course , an assumption on my part , but speaking
specifically on the part of ARC , I assure you that a
development of this sort allowed in this area, can and
will cause ARC to seriously reconsider the additional
development of their acreage in a manner that they had
originally contemplated.
• This problem presents a clash of an individual use of
property as opposed to the community good. As I see it ,
the responsibility of this Commission, is to guard the
community interest and it appears to me , any number of
factors dictate that the zoning change to allow the
construction of the KOA campground is not in the community
interest . I respectfully urge and submit these argu-
ments to the Commission for consideration in opposition
to the requested change .
