MEMBERS PRESENT: Chairman Stover, Commissioners Sweeney, White, Bailey, Mathewson; City Planner Mayo; City Engineer Ash; Community Development Planner Callaway; Planning Assistant Longley MEMBERS ABSENT: Commissioners Burke, Etter; Council Liaison Gardner Agenda Item No. 1 -- Approval of minutes - meeting of July 21, 1977. Commissioner Sweeney moved that the minutes be approved as presented. The motion was seconded by Commissioner Bailey and unanimously approved. Agenda Item No. 2 -- Hear visitors. No one spoke. Agenda Item Nos. 3 & 4 were delayed until later in the meeting due to the absence of the subdivider. Agenda Item No. 5 -- A public hearing to consider a request for a conditional use permit for the construction of an apartment project located south of F.M. 2818 and between Southwood Drive and Shennandoah Drive; Southwood Valley Section 2. 41/0 The public hearing was opened. Project Architect Tim Keneipp presented the proposed project plan and pointed out changes made as recommended by the Project Review Committee. Commissioner White suggested that the visual buffer between Phase 3 and the duplex area to the south be continued on Phases 1 and 2. Mr. Keneipp stated that the visual buffer would be continued along Phases 1 and 2 in the form of a uniform screening fence. The Commission suggested that the parking lot entrances immediately south of the proposed F.M. 2818 service road be closed. Mr. Keneipp stated that he understood the problem but these access points would be needed to maintain fire lanes and fire access. Commissioner Mathewson pointed out that no continuous fire lane will be provided until Phases I and II were completed. The public hearing was closed. Commissioner Mathewson moved to grant the use permit contingent on the following conditions: 1. That access be provided off of the frontage road rather than 4111 immediately off Southwood Drive and Shennandoah Drive. 2. That the propoerty be replatted into one lot and that no building permits be issued for Phase 3 of the project until MINUTES, Regular Planning and Zoning Commission Page 2 August 4, 1977 7:00 P.M. the property had been replatted. The motion was seconded by Commissioner Bailey. Commissioner Sweeney offered an amendment that a continuous plant screen or uniform screening fence be provided between Phases 1 and 2 and the duplex lots to the south. Commissioner Mathewson accepted the amendment. The motion was unanimously approved. Agenda Item No. 6 -- A public hearing to consider a request for a conditional use permit for the construction of an apartment project located on Puryear Drive between Dominik Drive and University Oaks Drive. The public hearing was opened. Mr. Kearney Albaugh spoke and presented the proposed project plan. Commissioner White asked what the developers intended to do on the area indicated as Phase 2. Mr. Albaugh stated that they had no immediate plans for the property and intended to leave it in a natural state for the present time. 4110 Commissioner White stated that he felt this was a bad idea and that the property should remain as open space. Commissioner Sweeney reviewed the P.R.C. meeting on the project. Commissioner White stated that he hoped that the plantings indicated on the plan would not be the extent of the landscaping on the site. The public hearing was closed. Commissioner Mathewson moved to grant the use permit on the following conditions: 1. That at least one parking space along the eastern property line be utilized as a raised planted area. 2. That some surface drainage be directed to the drainage ditch rather than University Oaks Drive. 3. That the Building Official be directed not to issue permits for units along the drainage ditch unless a registered engineer certifies that the floor elevation is above the 100 year flood elevation. 4. That the note on Phase 2 be deleted. 5. That the area of Phase 2 be maintained and held in reserve for future development. 6. That 14 feet of clearance be provided under trees overhanging all drives. The motion was seconded by Commissioner White and unanimously approved. • Agenda Item No. 7 -- Consideration of a parking layout for the Johnson Stor-Mor located at the corner of Welsh Boulevard and Southwest Parkway. Mr. Mayo reviewed the deliberations of the P.R.C. and stated the problem of required parking spaces for the businesses involved. Mr. Larry Johnson, owner of the storage buildings, stated that if there were no other solutions, he would have to tell the businesses that they would have to leave. Commissioner White suggested that the businesses be grouped together so that they could utilize a common parking area. Chairman Stover stated that the buildings were designed and built for storage and not businesses. Commissioner Mathewson pointed out that the property was zoned C-1 and could be utilized for commercial purposes. Chairman Stover pointed out that B.C. Baits and Johnson's Overhead Doors were manufacturing facilities and should be loctaed in an M-1 or C-2 zone only. Chairman Stover suggested that the problem of traffic around Brunker's Auto Repair could be solved by designating the drive around the buildings as a fire lane and keeping it clear of vehicles. " Mr. Brunker stated that he would see to it that the fire lane was designated and kept clear of vehicles. Commissioner Mathewson moved that fire lanes be designated in the drive around the buildings and that the property owner be directed to see to it that the fire lane be kept clear of parked vehicles. The motion was seconded by Mr. Stover and unanimously approved. Commissioner Bailey moved that the question of operating the overhead door company and the bait company be tabled indefinitely. The motion was seconded by Commissioner White and unanimously approved. Agenda Item No. 8 -- Consideration of a preliminary plat, Southwood Valley Section 9. Mr. Fitch reviewed the proposed plat and explained the way in which this phase would fit into future sections. Mr. Fitch also explained the transportation system in Southwood Valley in relationship to the plat. Mr. Fitch stated that a note would be added to the plat denying direct access from lots on Ponderosa and Treehouse Trail. Commissioner White moved that the Commission recommend approval of the plat. The motion was seconded by Commissioner Sweeney and unanimously approved. Agenda Item No. 9 -- Reconsideration of a preliminary plat resubdividing 6 MINUTES, Regular Planning and Zoning Commission Page 4 August 4, 1977 7:00 P.M. Lot 12 of College Hills Woodlands. Mr. Mayo explained that the City Council had requested that the Commission reconsider the plat in light of costs of development. Commissioner Mathewson moved that the plat be denied and that the Council be advised that the Commission is aware of development costs. The motion was seconded by Commissioner Bailey and unanimously approved. Agenda Item No. 3 -- Reconsideration of a final plat resubdividing Lots 1,2, and 3; Block 3 and Lot 1; Block 4 of Pooh's Park Addition. Commissioner Mathewson moved that the plat be tabled due to the fact that Mr. Dale was not present to answer questions involving access to Pooh's Park and the possible realignment of Holleman Drive. The motion was seconded by Commissioner Bailey and unanimously approved. Agenda Item No. 4 -- Consideration of a landscape - parking area plan for a commercial building located on the corner of Texas Avenue and Holleman Drive in the Pooh's Park Addition. Preston Smith, builder, spoke and presented the proposed parking area plan. Mr. Smith stated that the owners were agreeable to the recommendations of the P.R.C. 4111 Commissioner Mathewson suggested that if the entire building could be built on the existing Lot 1, Block 3, the developer could proceed without having to wait for the property to be replatted. Mr. Smith stated that the building could not be built on only the existing Lot 1. Commissioner Mathewson suggested that the developers buy all of Lots 1 and 2. Chairman Stover observed that the curb opening to the site from Holleman Drive was only 34 feet from Texas Avenue and that this would only tend to worsen the, effect of the Holleman-Texas Avenue intersection. Commissioner Mathewson suggested that the building face Holleman Drive rather than Texas Avenue. Mr. Smith stated that the owner would not want the building to face Holleman Drive. Commissioner Mathewson moved that the proposed plan be denied for the following reasons: 1. Something still might be done to correct the Texas Avenue, Holleman Drive intersection. 411, 2. The proposed curb opening on Holleman Drive was only 34 feet from the intersection of Holleman Drive and Texas Avenue. The motion was seconded by Commissioner Sweeney and unanimously approved. Agenda Item No. 10 -- Other business. 011 Mr. Mayo presented a revised preliminary plat resubdividing Lots 12 thru 21, Block 6 of Southwood Section 5. Mr. Mayo pointed out that this plat reflected the changes the Commission had recommended at the meeting of August 4 and the developers wanted to get the approval of the Commission. Commissioner Sweeney moved that the Commission recommend approval of the plat. The motion was seconded by Commisioner White and unanimously approved. Agenda Item no. 11 -- Adjourn. 1 Commissioner White moved that the meeting be adjourned. The motion was seconded by Commissioner Bailey and unanimously approved.
