MEMBERS PRESENT: Chairman Longley; Commissioners James Wallace, Ed Miller, Tom Chaney, George Boyett; Council Liaison Don Dale, City Planner Bill Koehler; Planning Assistant Al Mayo. MEMBERS ABSENT: Commissioners Calliham, Stevenson. GUESTS PRESENT: See guest register. Agenda Item No. 1 -- Approval of the minutes of the meeting of December 2 and December 10, 1974 . Commissioner Miller moved that the minutes be approved as read. The motion was seconded by Commissioner Boyett and unanimously approved. Agenda Item No. 2 -- Hear visitors. No one spoke. Agenda Item No. 3 -- Review of the draft of the "Comprehensive {, Development Guide" . Dr. Charles Pinnell discussed the capital improvement program presented in the guide and suggested that the bonds required should be called as soon as the Council determined their program and sold as recommended by the city's financial 0 advisors. He pointed out that expenditures for parks and recreational facilities were heavy due to rapid growth of the city and that a "catch up" program was needed. He pointed out the advisability of early acquisition of park land for anticipated future needs. Dr. Roger Powell reviewed the recommendations of the parks plan and the basis for the facility requirements recommended. 3 Commissioner Chaney questioned the advisability of committing bond money to projects which could in part be funded by park dedication requirements now in the Subdivision Ordinance. Dr. Pinnell replied that funding sources should be reviewed by the Council and that the plan stated needs but did not dictate methods of financing. Commissioners Boyett and Chaney pointed out that the term "Permanent Open Space" which appears in the reports thus far presented implies a degree of control which the city could only obtain by acquiring title to the land so designated. Dr. Pinnell agreed that the nomenclature should be changed. The title of the document was discussed. Commissioner Boyett suggested that a suitable title might be "Comprehensive Develop- ment Plan -- A Guide to the Development of the City of College Station. " Aft Dr. Pinnell pointed out that time is a factor in the completion of 11, the planning contract in that his organization was already in a contract extension period. He said that it was his hope to put the 0 MINUTES, Planning and Zoning Commission Page 2 January 6, 1975 recommendations in final form according to the contract and the city could begin the process of review, adoption and 410 publication. Councilman Dale agreed with the procedure adding that the process of adoption could take considerable time and that there would undoubtedly be revisions during and after the adoption process . Agenda Item No. 4 -- Consideration of the citizen participation process, Community Development Program. Mr. Al Mayo reviewed the proposed process of utilizing citizen input in the preparation of the Community Development Grant application. He suggested meeting dates for the neighborhood committees and the Citizen' s Advisory Group. Chairman Longley set the meeting of the Citizen' s Advisory Group for Monday, February 3, 1975 at 7 : 00 P.M. He appointed liaison members to the Neighborhood Committees and set dates as follows: Neighborhood "C" , Monday, January 20, James Wallace Neighborhood "D" , Tuesday, January 21, Ed Miller Neighborhood "B" , Thursday, January 23, John Longley Neighborhood "A" , Tuesday, January 28, Barney Stevenson He directed that any other business scheduled for the regular commission meeting of January 20 be deferred. Agenda Item No. 5 -- Other business. There was no other business. Agenda Item No. 6 Adjourn. On motion by Commissioner Boyett, seconded by Commissioner Chaney and unanimously approved, the 410 meeting was adjourned.
