Planning and Zoning Commission
June 5, 1972
MEMBERS PRESENT: Chairman M. R. Calliham; Commissioners James Wallace,
Bill Cooley, George Boyett, Tom Chaney, John Longley and
Ed Miller; and City Planner George Eby
MEMBERS ABSENT: Council Liaison, Don Dale
VISITORS PRESENT: See Guest Register
The meeting was called to order at 7:00 P.M. by Chairman Calhham and on motion
by Commissioner Boyett, seconded by Commissioner Longley, the minutes of the
May 15, 1972 meeting were unanimously approved.
P&Z Case No. 24-72 - a preliminary plat of Camelot Section #2 by the Normandy
Corporation, was presented by Mr. Dorsey McCrory and Mr. Bob Reese.
After a short discussion of the proposed subdivision, Commissioner Boyett moved to
approve the preliminary plat. The motion, seconded by Commissioner Longley,
was unanimously passed and approved.
City Planner George Eby showed the maps of the City of College Station for the
planning years of 1970, 1978 and 1990. The maps consisted of: Existing Land
Use, 1978 Projected Land Use, and an Interim Land Use Plan for the City. Other
maps shown were projected population density maps, and projected population
location maps.
The City Planner reminded the Commission that the City Council had recommended
adopting a rezoning - on-an-emergency-basis-only basis until the City Comprehensive
Plan was completed. The City Planner indicated that the above referenced maps
were part of the proposed Comprehensive Plan and that he would make copies of
each of them for distribution to the Planning and Zoning Commissioners for their perusal
and recommendations.
The Planning and Zoning Commission discussed the difficulty of knowing what action
had been taken on zoning case recommendations that they had sent to the City Council.
The Commission felt that it would help them operate more efficiently if they received
copies of the City Council minutes.
A letter, (see copy of enclosed letter) from Mr. Larry Landry requesting commercial
zoning on Lot 1 of Block B of the College Heights Addition, was read by the Commission.
The City Planner explained the background as follows: Mr. Landy had requested that
the City Planner place the rezoning request on the Planning and Zoning Commission
Agenda. The City Planner refused to do so since the request was not within the scope
of the City Development Policy as the request constituted the spot-zoning of a commercial

lot in a residential neighborhood. Mr. Landry was informed that if he wished, he could
present his request for a public hearing directly to the Commission.
After reading the request and ascertaining the pertinent data related to the area, the
Commission recommended that the City Planner further attempt to show Mr. Landry
the physical infeasibility of his request; and to place him on the agenda if and only if
he refuses to accept the City Planner's interpretation of the City Development Policy.
As there was no other business to discuss and there were no visitors present who wished
to speak, the meeting was adjourned on motion by Commissioner Boyett and seconded by
Commissioner Longley.
