Wells; Commissioners George Boyett, Robert 0. Evans, Carl Tishler, J. A. Orr, Douglas Stone; Council Liaison Bill J. Cooley; City Secretary Sue Gough; City Planner George Eby; City Engineer Lloyd James Absent: Commissioner Carl Landiss Visitors:See Guest Register Chairman Wells called the meeting to order at 7:05 P.M. in the Council Room at City Hall. Minutes of the March 1, 1971 meeting were approved upon motion by Commissioner Tishler, second made by Commissioner Orr. Motion carried. P&Z Case #3-71 - Request to rezone from #1 Single Family Dwelling to #3 Apartments 1501 X 4951C. Burnett #7, Holleman Drive A&M Consolidated I.S.D. , Bob J. Griffin, Agent. Planner Eby pointed out the area requested to be rezoned for the benefit of those present. Mr. Miller, representing A&M Consolidated School System, spoke on be- half of the school board indicating that their plans were to place the property on the market for sale, and in its present location the city would be able to control the parking of any future development. Chairman Wells called upon citizens present to speak for or against the rezoning request. Mr. Everett Janne stated he felt that there were sufficient 4111 apartment zonings in College Station and suggested perhaps a P-U-D type develop- ment rather than apartment zoning, especially since the school did not plan to develop the property themselves. Mr. Arlie Powell, Skrivanek Addition, agreed with Mr. Jannets comments further stating that the area was developed as a residential area and voiced his objection to rezoning the property for apartments. The public hearing was closed. Commissioner Stone moved that the request to rezone be denied. Motion was seconded by Commissioner Tishler. Commissioner Boyett voted "No"; Commissioners Orr and Evans "Abstained"; Motion failed. Following further discussion, Commissioner Boyett moved to approve the zoning request. The motion died for lack of a second. Commissioner Orr moved that the request to rezone be tabled. Commissioner Evans seconded the motion. Commissioner Stone voted "No". Motion carried. P&Z Case #4-71 - Request to rezone from #1 Single Family Dwelling to #3-A Mobil Home Park - 5 acres frontage Highway 6 and Morgan Lane, Isadore Krenek, Owner. 4110 Mr. Isadore Krenek indicated to those present and Commission members that there were six mobile homes placed on his property at the present time. Chairman Wells !Pr- Minutes - P&Z Commission Meeting March 15, 1971 pointed out that the mobile homes were at this location when the property was annexed into the city limits, and Mr. Krenek has asked for the zoning to conform with the use of the property at present and for future development of the same type at the appropriate time and as city facilities became available to do so. Commissioner Boyett reminded Mr. Krenek of the sewage problems in that area, and Mr. Krenek assured the Commission that the present problem had been corrected, and future development to add additional mobile homes would depend upon future availability of city facilities. Engineer James indicated there would be two lines, either one of which would be available to Mr. Krenek for future development. The public hearing was closed. Commissioner Orr moved for the approval of the request to rezone Mr. Isadore Krenek's property from #1 Single Family Dwelling to #3-A Mobile Home Park (5 acres fronting on Morgan Lane). Motion was seconded by Commissioner Tishler. Motion carried unanimously. P&Z Case #5-71 - Request to Rezone from #1 Single Family Dwelling to #3 Apartments Northeast corner Highway 30 and East By-Pass, Phillis J. Hobson, Agent P&Z Case #6-71 - Request to Rezone from #1 Single Family Dwelling to #3-A Mobile Home Park - Northeast corner Highway 30 & East By-Pass, Phillis J. Hobson, Agent 4111 P&Z Case #7-71 - Request to Rezone from #1 Single Family Dwelling to #4 Commercial Northeast Corner Highway 30 & East By-Pass, Phillis J. Hobson, Agent Commission members discussed the above listed requests. Mrs. Phillis Hobson outlined the area on two sketches showing the proposed land use development, and indicated she represented the owners, Alvin & Steven Dominik, of the pro- perty. Various aspects were discussed concerning the proposed development of this property, especially that portion lying within the flod plain. Mrs. Hobson, agent for the owner and the prospective purchaser, stated that if the property changed hands, that the prospective purchaser had stated that he would dedicate to the city a Right-of-Way for extension of Plantation Oaks Drive, to the access road on the west side of the East By-Pass (Highway 6). There being no further comment from the audience the public hearing was closed. Following a lengthy discussion concerning the flood plain and related problems, Commissioner Tishler moved to approve request P&Z Case #5-71 to rezone from #1 Single Family Dwelling to #3 Apartments condition upon the owner supplying his own lift station and water lines. Commissioner Orr seconded the motion. Motion carried unanimously. 4111 Minutes - P&Z Commission Meeting March 15, 1971 Commissioner Evans moved for the approval of the request to rezone P&Z 4110 Case #6-71, subject to the developer's providing water and sewer facilities and the city not issue a building permit on land under 255' elevation. Commissioner Stone seconded by motion. Motion carried. Commissioner Stone moved for the approval of P&Z Case #7-71, subject to the developer providing water and sewer facilities and the city not issue building permits on land under 255' elevation. Motion seconded by Commissioner Evans. Motion carried unanimously. P&Z Case #9-71 - Request to Rezone from #1 Single Family Dwelling to #4 First Business - Highway 6 at East By-Pass (newly annexed territory) Bill Fitch, owner. Mr. Fitch outlined on a map for the benefit of those present the area requested to be rezoned. Mr. Fitch discussed with members the proposed plans for future development. Chairman Wells called for citizens present to speak for or against the request to rezone, and none being heard, the public hearing was closed. Commis- sioner Orr moved for the approval of P&Z Case #9-71, seconded by Commissioner Stone. Motion carried unanimously. Commission members considered the proposed P-U-D ordinance, and amendment to Ordinance 38 (Zoning Ordinance). Commissioner Orr moved for the recommendation that City Council consider adopting the P-U-D ordinance as approved by the Commis- IIIsion. Motion was seconded by Commissioner Evans. Motion carried unanimously. P&Z members considered a proposed amendment to prohibit the reduction of the size of residential building sites after official approval of a subdivision final plat. Following discussion, Commissioner Boyett moved to table the proposed ordinance and proceed to attend to the zoning ordinance with all haste. Commissioner Evans seconded the motion. Motion carried unanimously. Chairman Wells pointed out that the zoning ordinance would be worked upon and finalized at an early date for Council consideration. Planner Eby reported that new city maps were available for distribution to Commission members. Commissioner Evans moved for adjournment, subject to call, seconded by Commissioner Stone.
