The City Council may seek advice from its attorney regarding a pending or contemplated litigation subject or settlement offer or attorney-client privileged information. Litigation is an ongoing process and questions may arise as to a litigation tactic or settlement offer, which needs to be discussed with the City Council. Council meetings are broadcast live on Cable Access Channel 19. 3 August 17, 2009 Workshop Agenda Item No. 2 FY 10 Proposed Budget Presentation, and Budget Workshop #2 To: Glenn Brown, City Manager From: Jeff Kersten, Chief Financial Officer Agenda Caption: Presentation, possible action, and discussion on the FY 2009-2010 Proposed Budget. Recommendation(s): Staff recommends the Council review the FY 10 Proposed Budget. Summary: Staff will present an overview of the City of College Station 2009-2010 Proposed Budget, and then will move into Budget Workshop #2. The City’s charter says the City Manager will prepare and submit a proposed budget to the City Council no later than 30 days prior to the end of the fiscal year. This item is the formal presentation of the proposed budget. A budget workshop meeting was held on July 7th, and additional budget workshops will be held August 17th, August 20th, and August 21st to review the proposed budget. After presenting the budget overview, staff will move into the 2nd Budget Workshop. The calendar for the budget process also includes a public hearing on August 27th. Adoption of the Budget is scheduled for September 10. According to the charter, final action on the Proposed Budget must take place on or before September 27. Several areas have been and will continue to be discussed at these workshop meetings including a review of the impact of the economy on the preparation of the budget, a review of the Fiscal and Budgetary Policies, a review of all funds, the proposed pay plan, tax rate options, outside agency funding, capital projects, utility rates, and other budget issues. This is an opportunity for discussion and direction on the Proposed Budget. Budget & Financial Summary: The budget is discussed in detail in the Proposed Budget document. Attachments: 1. The Proposed Budget has been distributed under a separate cover Please bring your copy of the proposed budget to the meeting. 4 August 17, 2009 Workshop Agenda Item No. 3 Bryan-College Station Convention and Visitors Bureau Community Benefits Assessment To: Glenn Brown, City Manager From: David Gwin, Director of Economic and Community Development Agenda Caption: Presentation, discussion and possible action regarding an assessment of community benefits provided by the Bryan-College Station Convention and Visitors Bureau (CVB). Recommendation(s): Staff requests that the Council receive a briefing and provide desired input on a presentation provided by staff regarding any benefits the City derives from ongoing funding of the CVB. Summary: Utilizing funding budgeted from both College Station’s and Bryan’s respective hotel occupancy tax Funds, the B-CSCVB provides marketing and promotion of the College Station-Bryan area as related to hospitality and tourism. This assessment will provide the City Council with an analysis of the CVB’s efforts in this regard. Budget & Financial Summary: The City allocated $1,160,000 from the City’s Hotel Occupancy Tax Fund to support the B-CSCVB in Fiscal Year 2009. Attachments: N/A 5 August 17, 2009 Workshop Agenda Item No. 4 Draft Master Plan for BioResearch Valley (RVP/TEEX) To: Glenn Brown, City Manager From: David Gwin, Director of Economic and Community Development Agenda Caption: Presentation, possible action and discussion regarding a draft of the Master Plan for the BioResearch Valley. Recommendation(s): N/A Summary: The BioResearch Valley in a nonprofit organization whose mission is to attract, expand, and retain businesses with a bioscience business and/or research focus to locate or expand in the Brazos Valley. On August 3rd of this year, a draft of the Master Plan underwent review by the BioResearch Valley Steering Committee. Committee members include Blinn College, College Station Medical Center, St. Joseph Health System, Texas A&M Health Science Center, Texas A&M University and Texas AgriLife Research. The draft plan being presented is a product of this review process. RVP staff will be on hand to make this presentation. Budget & Financial Summary: The estimated cost to implement this plan will be discussed during the presentation. Attachments: N/A 6 August 17, 2009 Workshop Agenda Item No. 5 Water Conservation Plan - Parks and Recreation To: Glenn Brown, City Manager From: David Schmitz, Assistant Director, Parks and Recreation Agenda Caption: Presentation, possible action, and discussion regarding the Water Conservation and Irrigation Plan for the College Station Parks and Recreation Department, as requested by Council. Recommendation(s): Staff requests that the Council provide input and policy direction on the current water conservation and irrigation plan for the College Station Parks and Recreation Department. Summary: The City of College Station Parks and Recreation Department has set a goal to modify the current system wide water use and irrigation procedures to assist in the City of College Station water conservation efforts. The plan focuses on more frequent irrigation systems checks, repairs and modifications to existing systems, reducing the number of watering days to coincide with the City’s water conservation plan, reducing run times to the minimal needed, and replacing select planting beds with low water use perennials. Budget & Financial Summary: Funds for the implementation of these water conservation and irrigation efforts will be funded from the current FY09 General Fund budget. Attachments: None 7
