Mounce Library
Director's Report
1. Open Carry
a. Patrons will be allowed to open carry in the libraries.
b. Staff is not allowed to ask if the patron is licensed to carry.
c. Patrons who wish to call police must do so themselves.
d. Staff is not allowed to open carry per city policy.
e. Patrons Rights and Responsibilities flyer and bookmarks have been modified to remove
the ban on weapons. I
2. Pronunciator 1
a. Foreign language and ESL online
b. Developing website 3
c. Just added weekly conversation sessions(30 minutes)
d. Funding provided by the Friends of the Library
• 3. Tax Forms
a. In the latest from the IRS the libraries should receive, 1040, 1040A and 1040EZ forms
and Instructions, one Pub 17,and one binder with reproducible forms.
b. Mounce also has a small quantity of some business forms.
4. Family Place Workshop
a. Play 2 Learn
b. First session is January 26.
c. First 20 slots have been reserved and a waiting list has been opened.
5. Mounce Elevator
a. Bids were received and one has been recommended by staff.
b. A contract will be executed pending Bryan City Council approval.
c. Installation will probably be in May and will take approximately one month.

MEMBERSHIP The Board shall be comprised of eight members. Four members from
Bryan shall be appointed by the Bryan City Council and four members from College Station
shall be appointed by the College Station City Council. All terms will be two-year terms.
COMMUNITY LIBRARIAN The Library System Director shall be an ex-officio member
of the Board. The Library System Director, or the Director's designee, shall attend all Board
meetings.
DUTIES The Advisory Board shall perform the following duties: encourage the
development of the library system;recommend to the city councils policies and programs for the
advancement of the libraries; cooperate with all other public and private groups in advancing the
best interests of the library system;render to the city councils all recommendations it considers
advisable regarding the library system.
• I OFFICERS Officers of the Board shall be chosen at the first second meeting of the year and
shall be: president and vice-president. Officers shall serve for one year. The president shall
preside at all meetings, appoint special committees as needed and authorize calls for any special
meetings. The vice-president assumes the duties of president in the absence of the president.
COMMITTEES Special committees may be appointed by the president. Such committees
are to serve until the completion of the work for which they were appointed. All committees are
expected to make a progress report at each Board meeting.
MEETINGS The Board shall meet every other month beginning with January. The Library
System Director shall provide a secretary to keep a permanent record of the meetings. The
Board shall comply with the State of Texas Open Meeting Law and other laws of the State and
the Cities of Bryan and College Station. Special meetings may be called by the president, or
upon the request of four members, for the transaction of only that business stated in the call for
the meeting. Notice of special meetings shall be sent at least four days in advance.
QUORUM A quorum for the transaction of business shall consist of five members of the
Board. •
AMENDMENT OF BYLAWS These bylaws may be amended at any regular meeting of
the Board when a quorum is present by a unanimous vote,providing the amendment was stated
in the call for the meeting. When a unanimous vote is not obtained, the proposed amendment
9 may be placed on a future agenda at which time a majority vote is required for passage.

The Texas State Library and Archives Commission participates in a national public library data
collection system. The purpose of this system is to ensure the collection of comparable data in all
states. The data is used for the creation of a composite report on the public libraries of the United
States and for state-to-state comparisons by the Institute of Museum and Library Services IMLS. This
report is also used to accredit Texas public libraries and some data elements are used for that
purpose. Accreditation-related questions are marked within the questionnaire X.

Databases
• Report the number of licensed databases including locally mounted or remote, full-text or not, for which
temporary or permanent access rights have been acquired through payment by the library, or by formal
agreement with the State Library or a cooperative agreement within the state or region.
A database is a collection of electronically stored data or unit records facts, bibliographic data, abstracts,texts
with a common user interface and software for the retrieval and manipulation of the data.
The data or records are usually collected with a particular intent and relate to a defined topic. A database may
be issued on CD, or other direct access method, or as a computer file accessed via dial-up methods or via the
Internet.

How does TexShare Support Sharing of Books and Physical Resources?
TexShare Cards provide library patrons with the privilege of visiting more than 500 TexShare Card Program: YES
