Dear Mayor and Council Members,
I am writing this letter as a user of the libraries in the Bryan-College Station Public Library
System. Although I serve as President of the Library Advisory Board we have not meant to
discuss the proposed budget so I cannot speak for them. However, I am confident the board
members share my concern. I understand the budget committee has recommended an increase in
funding for collection development of only $7,000. I believe, and I believe the Advisory Board
members agree with me, that this increase is not sufficient. I urge you to increase this budget
item to bring it back to a level commensurate with the levels prior to the drastic reductions in
2002 and 2003.
In the fiscal years 2002-03 and 2003-04 the funds budged for adding to the`Bryan Public
Library-and the Carnegie History Center's" collections were severely reduced. -Since that time
there as been some restoration of the funds,but the funds designated for additions to additions to
the collections now include processing.costs. As a result,the libraries have seen a significant
aging of the collections, with greater than 50%of the collection over 10 years of age, and less
than 3%less than two years of age. The users of the libraries expect the collection to contain
current materials,whether those materials are popular fiction and non-fiction or research and
reference_materials. Obviously, there is a needto replace the aging collection. A significant
increase in funding for collection additions is needed to restore this funding to the levels prior to
• 2003. This is particularly true when one considers the increase in costs for books and the
increased demand of patrons for electronic resources.
A recent national survey conducted by Public Agenda revealed that libraries received the best
grades of any community institutions. According to the report more than 5 in 10 strongly agreed
that public libraries are essential for maintaining a productive community. More than 75% of
library users said they believe libraries spend tax dollars wisely. Even among non-users,nearly
60% agreed with this statement. The survey also reports on the role libraries have in the

I urge you to consider the value of the public libraries to the community and restore the
collection development funds to a level so that a current and relevant collection can be
maintained.
