Carnegie Update
On March 25, 1997, the City and The Texas Department of Transportation approved an
amendment to the Carnegie Rehabilitation Agreement transferring the responsibility for bidding
and managing the Carnegie Library rehabilitation to the City. This change provides a greater
degree of local control and also reduce TxDOT administrative charges by about$52,000 -this
money will now be available to fund actual construction related costs.
Final construction documents were received March 24th from Wagner and Klein,project
architects, and distributed to the reviewing entities: the Texas Historical Commission(THC),TX
Dept. Of Transportation(TxDOT) and the Texas Dept. Of Licensing and Regulation(ADA).
Plans must receive the THC's blessing before the project can be bid. The Historic Commission
has made a first response to the plans; Barry Wagner and I will be meeting with Linda Roark,
THC Architect, on Thursday May, 22, to work out the differences. Most are minor;partial slab
on first floor and placement of HVAC above second are the larger issues. The THC must sign
off on the plans before the TxDOT will allow the City to bid the project.
Internally,the project team(Roger Dempsey, Clara Mounce and I), and the City's planning and
Inspections Divisions have reviewed the construction documents as well. The site plan has been
approved by planning services.
• Once the plans pass the muster of all reviewing agencies; the City will bid the project-
advertising it locally for 30 days and placing in plan rooms throughout the State- anticipate
doing this in July.
Once bids have been reviewed,the City and Friends will know what the project will cost. If
there is a funding deficit-options/opportunities can be developed and implemented to cover
short fall. Actual construction is estimated at 10 months.
AGRA Earth&Environmental of SanAntonio is preparing lead based paint remediation plans.
This element will be bid separately from general construction, but at the same time. It is
expected remediation can be handled in about two weeks prior to starting rehabilitation.
HUD/OSHA standards will apply.
