• BRYAN PUBLIC LIBRARY BOARD
BYLAWS
MEETINGS: Regular meetings of the Library Board shall be held at 5 p.m. on the third
Tuesday of every other month beginning in January in the auditorium of the Bryan
Public Library, 201 E. 26th St. , or at the place selected.
Special meetings may be called by the president, or upon the request of three
members, for the transaction of only that business stated in the call for the
meeting. Notice of special meetings shall be sent at least four days in advance.
Notices of all regular meetings shall be mailed from the library's administrative
office at least four days in advance.
OFFICERS: Officers of the board shall be chosen at the meeting in July and shall be:
president and vice-president. Officers shall serve for two years.
The president shall preside at all meetings, appoint special committees as needed and
authorize calls for any special meetings.
The vice-president assumes the duties of president in the absence of the president.
COMMITTEES: Special committees may be appointed by the president. Such committees
le to serve until the completion of the work for which they were appointed. All
:mittees are expected to make a progress report at each board meeting.
QUORUM: A quorum for the transaction of business shall consist of four members of
the board.
DUTIES: The advisory board shall perform the following duties: encourage the
development of the public library; recommend to the city council policies and
programs for the advancement of the library; cooperate with all other public and
private groups in advancing the best interests of the public library; render to the
city 'council all recommendations it considers advisable regarding the library.
CITY LIBRARIAN: The City Librarian shall be an ex-officio member of the board and
have sole charge of the administration of the library under the direction and review
of the Director of Community Services. The City Librarian shall be held responsible
for the care of the buildings and equipment, for the employment and direction of the
staff, for the efficiency of the library's service to the public and for the
operation of the library under the financial conditions set forth in the annual
budget. The City Librarian, or the Associate City Librarian, shall attend all board
meetings.
AMENDMENT OF BYLAWS: These bylaws may be amended at any regular meeting of the board
when a quorum is present by a unanimous vote, providing the amendment was stated in
the call for the meeting. When a unanimous vote is not obtained, the proposed
amendment may be placed on a future agenda at which time a majority vote is required
for passage.
